Public Comments: Lisa Truax spoke with the Commissioners about the 4-H Program. Motion by Commissioner Shives to approve the Commissioners' Minutes of the August 2, 2022 meeting. All in favor. Motion by Commissioner Ulsh to approve the Accounts Payable dated August 8, 2022 in the amount of $144,993.00. All in favor. Motion by Commissioner Bunch to approve the Accounts Payable dated August 12, 2022 in the amount of $164,292.90. All in favor. All in favor. 80 Commissioners met with Jeff Reel, ABI (Alleghenies Broadband, Inc.), to get an update regarding the ABI Cooperation Agreement with the county. Reel explained that the ARPA funds would be utilized to put equipment on existing towers known as "fit-ups" and that federal dollars would not be spent to build new towers as asked previously by the Commissioners. Reel added that one repeater tower would be constructed outside of Fort Littleton. Motion by Commissioner Shives to approve signing the ABI Cooperation Agreement between Alleghenies Broadband Inc., and County of Fulton as part of Phase 1 of the Broadband Project utilizing ARPA funds to place equipment on existing towers known as "fit-ups"and the construction of a repeater tower by Upward Broadband. All in favor. Commissioners attending a public hearing at the EOC, Emergency Operations Center' building at 9 AM for the planned use of 2022-23 Human Services Block Grant funds in Fulton County. Julie Dovey, Fulton County Human Services Director, explained in the meeting the five funding streams that allows counties the flexibility to decide where the money is needed most. The funding streams are: Mental Health Community Programs; Intellectual Disabilities, Community Base; Homeless Assistance Program; Act 152 (Drug & Alcohol) Behavioral Health Services Initiative and Human Services Development Fund. A meeting will be held with the Commissioners on August 23rd to have the plan assurances signed which will be submitted to the state. A meeting was held between the Commissioners, CDBG Director Patti Hess and Jaime Shrawder, Project Coordinator for SEDA COG to discuss the 2022 CDBG Project Review and to approve the 2019 Budget Revision Certification and the McConnellsburg Curb Cuts Phase 2 Engineering Proposal. Shrawder attending via zoom. Motion by Commissioner Shives authorizing Commissioner Ulsh to sign the 2019 Budget Revision 3 Certification. All in favor. FFY 2019 CDBG: McConnellsburg Curb Cuts Current Budget: $130,391.39 Change: $(9,953.61) Revised Budget: $120,437.78 McConnellsburg Curb Cuts Phase 2 Current Budget: $0.00 Change: $9,953.61 Revised Budget: $9,953.61 Motion by Commissioner Ulsh to approve the proposal by CES Engineering, LLC in the amount of $6,500 to move forward with permit/construction drawings for up to 8 ADA Curb Cut locations on McConnellsburg Borough streets. All in favor. 81 Commissioners met with Chief Probation Officer, Dan Miller to discuss approval of travel request forms for Basic Firearms Training for PO Nina Shatzer and PA County Probation and Parole Training for PO Madison Stover. Miller also presented a Budget Transfer request for approval. Commissioners signed the travel request forms. Motion by Commissioner Shives approving the Budget Transfer Request to transfer funds from the Adult Probation Continuing Education line item to Meals/Travel Expense line items for the FY 2022 Probation Department Budget. All in favor. Commissioners met with Christine McQuade, Director for Services for Children to get approval for the CYS Plan and Budget Amendment Certification Statement; CYS 148 Certification Statement and a Purchase of Service Agreement with Family Care Services, Inc. McQuade explained that she would be submitting the amendment to the state to "shift dollars" in categories where there is an overage of more than 10%. Motion by Commissioner Shives approving the CYS Plan and Budget Amendment Certification Statement for the period of 7/1/21 to 6/30/22. All in favor. Motion by Commissioner Bunch approving the CYS 148 Certificate Statement for the period of 4/1/22 to 6/30/22. All in favor. Motion by Commissioner Shives approving the 2022-2023 Purchase of Service Agreement with Family Care Services, Inc. effective 7/1/22 to 6/30/23. All in favor. Commissioners reviewed the Franklin/Fulton Jail Agreement. Chief Clerk Stacey Golden pointed out that the daily rate will remain the same at $75 per day, per inmate. Golden also talked to the Commissioners about "Act 22 of 2011" which caps fees/rates as allowed by the Medicare and Medicaid Programs at a savings up to 90% on inmate medical bills. Motion by Commissioner Ulsh approving the Franklin/Fulton County Jail Agreement to expire on December 31, 2023. All in favor. Motion by Commissioner Bunch authorizing Commissioner Ulsh to sign the Fiduciary Liability Coverage Renewal Application with Travelers Casualty and Surety Company of America effective September 19, 2022. All in favor. Commissioners signed travel request forms for the County Auditors, Penny Kipp; Holly Follosky and Marg Kobel to attend the 59th Annual Pennsylvania State Association of County Auditors' Convention in Lewisburg, PA. September 25th through the 28th. Commissioners signed a Wessel and Co. invoice for July; August Retirement Fund Report and Retirement Minutes from the July 26th meeting. Commissioner Bunch signed and got notarized two IDIS Online Access Request Forms for the CCA HOME Program at the Prothonotary's Office. Motion by Commissioner Ulsh to adjourn at 12:30 PM.
