BOROUGH OF SLIPPERY ROCK RESOLUTION # 483 BE IT RESOLVED BY THE BOROUGH COUNCIL OF SLIPPERY ROCK BOROUGH, BUTLER COUNTY, PENNSYLVANIA, THAT THE FEES FOR CODE ENFORCEMENT ACTIVITIES SUCH AS BUILDING PERMITS AND INSPECTIONS FOR RESIDENTIAL AND COMMERCIAL PROPERTIES, PLAN REVIEWS, FIRE SUPPRESSION SYSTEM INSPECTIONS, DEMOLITION PERMITS, SIGN APPLICATIONS, STREET EXCAVATIONS; ADMINISTRATIVE FEES FOR ZONING HEARINGS, INTERMUNICIPAL LIQUOR LICENSE TRANSFER APPLICATIONS, UCC BULDING/IPMC APPEALS, CONSULTANT FEES FOR SUBDIVISION AND LAND DEVELOPMENT APPLICATION REVIEWS, GARBAGE AND RECYLING STICKER FEES, REPRODUCTION OF PUBLIC DOCUMENTS, FEES FOR BOROUGH RENTAL OPERATING LICENSES; AND PUBLIC SAFETY FEES FOR ACCIDENT REPORTS, FINGER PRINT CARDS, BACKGROUND CHECKS, AND FINES AND PENALTIES FOR STOPPING, STANDING AND PARKING ORDINANCE VIOLATIONS AND FALSE ALARM ORDINANCE VIOLATIONS ARE HEREBY ESTABLISHED AS FOLLOWS: SECTION 1 BUILDING CODE ENFORCEMENT: Fees associated with third party building code enforcement activities will be charged in accordance with Schedule A, attached hereto and incorporated herein. Administration and Zoning review ofbuilding permits $ 50.00 SECTION 2: BOROUGH ADMINISTRATIVE HEARING/REVIEW FEES: For a one-year period, from July 1, 2025 through June 30, 2026, the following reduced (25% reduction) fees for all business entities shall replace the fee amounts listed in this fee schedule with the new fee amounts listed in the table below and on the following page: Simple Subdivision 3 lots or less $187.50 Land Development $562.50 Conditional Use $375.00 Zoning Permit $93.75 Variances and Special Exceptions 375,00 Intermunicipal Liquor License 375.00 Transfer Sign Applications New: $37.50 + $2/sq. foot Revisions: $26.25 + $2/sq. foot Planning Commission Applications Simple subdivision /3 3 lots or less (Section 311 Slippery Rock Borough Subdivision and Land Development Ordinance #307) $250.00 Subdivision, more than 3 lots $500.00 Land Development $750.00 Consultant Fees: Actual cost to the Borough for plan reviews, report preparation, and other services performed by consultants and/or the solicitor as billed to the Borough at the normal rate charged the Borough for similar services. Application Deposit: Upon initial submission of any application under this heading, in addition to the application fee, the applicant shall make a deposit to the Borough as follows: Preliminary Land Development $2,500 Preliminary/Final or Final Land Development $2,500 Revised Land Development $1,500 From this amount shall be deducted any fees accruing from Borough consultants and/or Borough Solicitor reviews. If at any time during the progression of an application it is determined by the Borough that the balance availablei is or will be inadequate to fully cover anticipated review costs, the applicant will be notified that an additional deposit is required equal to the first deposit. Conditional Use $500.00 Zoning Amendments, including Landowner Curative Amendments $500.00 Planned Residential Development Application Fee (Tentative or Final Approval): Initial fee for the first five lots/dwelling units - $1,500; plus $ 20.00 per lot/dwelling unit for each additional lot/dwelling unit above five. (Revised, Tentative or Final Approval): $750; plus $10 for each lot/dwelling unit over five. Consultant Fees for Tentative or Final Approval Application: Actual cost to the Borough for plan reviews, report preparation, and other services performed by consultants and/or the solicitor as billed to the Borough at the normal rate charged the Borough for similar services. Zoning Permit $125, plus $50 per inspection Street Excavation Permit Not exceeding 10 feet in length $ 50.00 per opening Over 10 feet in length $ 50.00 for first 10 feet plus $1.00 for each additional Foot SECTION 3: BOROUGH RENTAL LICENSES: Rental License Inspection Fees Each unit will be issued a two (2) year license if not sooner revoked. Twelve (12) months after rental licenses are issued, landlords will receive a tenant list/safety inspection form from the Zoning Officer. This form needs to be updated by the landlord and returned to the Zoning office in order to maintain compliance with the rental operating license program. Single Family Dwellings, Apartments, Townhouses (1-3 units) Each unit will be issued a two (2) year license $75.00/unit Single Family Dwellings, Apartments, Townhouses (4+ units) Each until will be issued a two (2) year license $50.00/unit Rooming/Boarding Houses Each unit will be issued a two (2) year license $75.00 Re-inspection Should violations be identified that would endanger the health, safety and welfare ofthe occupants and/or not comply with the Borough's adopted Property Maintenance Code, a re-inspection will be required.
