TENTATIVE MINUTES OF WORK SESSION MAY 19, 2025 SHIPPINGPORT BOROUGH COUNCIL CHAMBERS PLEDGE OF ALLEGIANCE MEMBER ATTENDANCE - ABSENT - William Green. PRESENT - Cindy Mortimer, John DePaolis, James Wilkinson, Josh Ordich, President Brent Williams, Joe Hawthorne, Mayor Erickson. ESTABLISH EMERGENCY BANKING PROCEDURES FOR THE BOROUGH SECRETARY DURING TREASURER'S VACATION - The borough secretary informed the council of the treasurer's upcoming vacation, highlighting that her absence could create challenges in processing payroll. Although the borough secretary is an authorized signer for the borough and may, process payroll, the treasurer's signature is still required on all checks. After consulting with the borough solicitor, the secretary reported that the solicitor recommended a resolution authorizing the creation of a facsimile signature stamp for the treasurer. This stamp would be used strictly in emergency situations to allow payroll checks to be issued in her absence. Additionally, the solicitor confirmed by email that President Williams, as an authorized signer for the borough, could also sign checks in the treasurer's absence. The council agreed to establish emergency banking procedures to cover instances when the treasurer is unavailable. In such cases, the council president will be authorized to sign on the treasurer's behalf until a signature stamp is obtained. Hawthorne the council - Motion by James Wilkinson and seconded by Joe authorizing president to sign payroll checks during the treasurer's vacation and the borough secretary to draft written procedures for future use. MOTION TO ADOPT RESOLUTION NO. 441-A RESOLUTION OF THE BOROUGH OF SHIPPINGPORI, BEAVER COUNTY, COMMONWEALTH OF PENNSYIVANIA, AUTHORIZING THE SIGNATURE OF THE TREASURER TO BE AFFIXED BY FACSIMILE STAMP IN CERTAIN CIRCUMSTANCES - Motion by Josh Ordich and seconded by Joe Hawthorne to adopt Resolution 441...motion passed unanimously. PUBLIC COMMENT = Cindy Mortimer inquired whether the plant had notified the borough secretary about the ongoing demolition work, noting that residents have recently been disturbed by noise at all hours. The mayor responded that the plant holds a valid demolition permit and, therefore, there should be no requirement to inform the borough secretary, even if the work is causing a nuisance. Michelle Erickson added that the plant obtained the necessary permit, just as any resident would be required to do for similar work. She noted that the current noise should not be as significant an issue compared to when the coal plant was operational and generating more substantial disturbances. Joe Hawthorne recommended that the borough secretary post an announcement on the borough's Facebook page or website to inform residents about the source of the noise, which could help reduce the number of related calls to the borough office. President Williams asked the borough secretary to include an item on the agenda for the next meeting concerning the statewide pay raise for council members, which had been previously mentioned by the solicitor. He clarified that the pay raise would not apply to current council members but would take effect only for those elected in the upcoming election. EXECUTIVE SESSION - None.
