The borough secretary informed the council that the borough website has been updated to include all current ordinances and resolutions, with future updates to be added as new documents are adopted. She also announced that Wi-Fi has been installed in the community building and is now fully operational. AND SEWER - None VEOLIA WATER REPORT - Dennis introduced Doug Speir from Veolia to the meeting, noting that Doug had conducted most of the laboratory work for the water report submitted to council. Dennis provided a summary of a recent water sample taken in March. While the THM level was within regulatory limits, a newly emerging contaminant, TCAA, was found to be above the recommended level. He explained that there aren't many options for addressing the TCAA issue at this time and noted that levels were lower last month. Dennis also gave an update on both the drinking water and wastewater systems. He reported that options to reduce the cost of maintaining the drinking water system are being explored, including the implementation ofSCADA technology and other alternatives. He stated that the wastewater system is performing well. In addition, Dennis discussed the recent DEP inspection report. He informed council that a summary would be provided at the next meeting. No violations were found-only recommendations were issued. Dennis reviewed the submitted water report and accompanying charts with the council, emphasizing both areas needing improvement and those showing positive progress. SOLICITOR'S REPORT - The solicitor discussed with the secretary an issue raised by the Mayor and Police Chief McGee regarding the existing "Jake Brake" ordinance. The current ordinance, which dates back to the 1980s, is no longer enforceable due to changes in regulatory standards. The solicitor explained that PennDOT must first conduct a study to determine appropriate enforcement zones before a new ordinance can be drafted. Once the study is completed, a new ordinance can be created and adopted accordingly. If adopted, new signage will need to be installed in compliance with PennDOT regulations. The solicitor has already submitted a formal request to PennDOT to initiate the study. It will then be up to PennDOT to identify suitable locations within the borough for enforcement. The solicitor also addressed several invoices from LSSE and BIU related to permits for Vantage's Project at Shippingport Industrial Park. These invoices had been forwarded to the borough secretary. The solicitor clarified that, since the projects were not initiated at the borough's request, the responsibility for payment lies with Shippingport Industrial Park and Vantage. He stated that he would contact representatives from both parties to discuss reimbursement. MOTION TO ADPOT ORDINANCE NO. 241 - AN ORDINANCE OF THE BOROUGH OF SHIPPINGPORI, BEAVER COUNTY, PENNSYLVANIA PROVIDING FOR THE GRANTING OF PERMITS FOR THE USE OF BOROUGH ROADS BE VEHICLES WHOSE WEIGHT EXCEEDS ALLOWABLE LIMITS - Motion by Joe Hawthorne and seconded by Josh Ordich to adopt Ordinance 241...motion passed unanimously. MOTIONTO ADOPT RESOLUTION NO. 440 - A RESOLUTION OF THE BOROUGH OF SHIPPINGPORT ADOPTING A FORM APPLICATION FOR EXCESS WEIGHT LIMIT PERMIT- Motion by. John DePaolis and seconded by James Wilkinson to adopt Resolution 440...motion passed unanimously. DISCUSS SHIPPINGPORT INDUSTRIAL PARK'S REQUESTTO REZONE 2 PARCELS FROM R-2 TO I-2 -The solicitor provided a brief overview of the proposed timeline for the zoning request. He noted that there was nothing new to report, as he had not received any responses from the company representatives. As a result, the current schedule will need to be revised with updated dates. He stated that he would follow up with the representatives and provide an updated timeline to council once he receives a response. UNFINISHED BUSINESS: 1. DISCUSS ROAD REPAIR NEEDS & ESTIMATED COSTS - Thes solicitor advised council that the quotes previously provided should be considered rough estimates for the potential costs associated with road repairs. If council wishes to proceed with the repairs, the borough engineer would need to develop a detailed scope ofwork, including specifications and required tasks. Once that is completed, a public bid would be necessary, as the estimated costs exceed the threshold for non-bid projects. The solicitor also gave a brief overview ofthe COSTARS program-a state-run initiative that allows municipalities to procure services and supplies without the need for formal bidding. Ifthe borough opts to work with a COSTARS-approved contractor, the bidding process would not be required. 2. NEW BUSINESS: - None PUBLIC COMMENT - Pat Lamp informed council that there had been frequent and loud noise coming from the old Bruce Mansfield Plant and that a recent fire had occurred in the area. She asked whether anyone had contacted the borough secretary regarding the ongoing activity at the site. The borough secretary responded that, to her knowledge, the site had applied for and received approval for a demolition permit, but she had not received any further updates and was unaware of the fire. Tim Goughnour stated that demolition work is currently underway at the old Bruce Mansfield Plant and confirmed that the recent fire, as well as the noises referenced by Pat Lamp, are related to the ongoing activity. He explained that the Shippingport Fire Department was told not to respond unless formally requested, and in such cases, the Industrial Park is responsible for handling any calls for service. Tim recommended that council review the borough's fire ordinance to determine whether the Industrial Park may be in violation, as the fire involved burning fiberglass, which could pose a potential health risk to the community. He also noted that multiple fire reports had been filed and that the state police were present at the scene, should the borough need access to those records. Additionally, Tim pointed out that many oft the borough's current ordinances do not align with existing roads, property lines, or maps. He emphasized that this issue could create challenges for new residents and suggested that the ordinances be updated accordingly. Lastly, he raised the issue of missing road signs on Allison Road, noting that they had been removed by the road supervisor in recent years. He recommended reinstalling the signage and drafting a new ordinance to authorize it. The solicitor stated that he would look into these issues and reach out to the company's representatives regarding the fire incident.
