205 LOWER PAXTON TOWNSHIP BOARD OF SUPERVISORS Minutes oft the meeting held on February 4, 2025 A meeting of the Lower Paxton Township Board of Supervisors was called to order at 7:02 p.m. by Chair Lindsey on the above date at the Lower Paxton Township Municipal Center, 425 Prince Street, Harrisburg, Pennsylvania. The supervisors present, in addition to Mrs. Lindsey, were Chris Judd, Pamela Thompson, and Allen J. McCormack. Also in attendance were Bradley Gotshall, Township Manager, Sam Miller, Assistant Township Manager/Finance Director, Amanda Zerbe, Director of Community Development, and Morgan M. Madden, Solicitor. Pledge of Allegiance Ms. Thompson led the Pledge of Allegiance. Announcements Mrs. Lindsey announced that the Supervisors had met prior to the meeting in an executive session to receive information from the Township Manager and Assistant Township Manager and they would meet again afterward. Approval of Minutes Ms. Thompson motioned to approve the minutes from the budget workshop, regular workshop, and business meetings held on October 8, 2024, October 15, 2024, and November 6, 2024. Mr. Judd seconded the motion. Mrs. Lindsey called for a voice vote, and a unanimous vote approved the meeting minutes. Public Comment Nick DiSanto, President, Linglestown Fire Company, 6200 Parkway East, commented about the change of facility of the Linglestown Fire Company's Annual Fire Works display. 1 206 Mr. DiSanto objected to the Township signing a contract on their behalf and expressed opposition to the event being moved to George Park, noting that there is just one way in and out ofthe park, and the impact it would have on local businesses in Linglestown. He said the Linglestown Fire Company (LFC) has coordinated and executed the Fire Works Display for over 40 years as a closing ceremony to the carnival and a thank you to their donors over that year. On October 19, 1955, the Linglestown Fire Company sold the grounds and building known as Koons Park for a sum of$3,000 in exchange for up to four (4) days ofexclusive use for carnivals and events. Such as the fireworks display and other programs. In 2003, the Township Supervisors approached their executive board to be co-sponsors oft the display, in which the Fire Company would contract, schedule and pay for the display, and the Township would reimburse the company 50% of the cost. This relationship worked almost flawlessly for the first 20 years of the agreement. However, in 2023 the exclusivity of use identified in the sales agreement was violated with the Township' S Parks & Recreation Department inviting food trucks, sporting events, and not closing the park during the setup and duration ofthe event. ChiefCrum made numerous phone calls to the Police Department for support in securing and shutting down the park and two uniformed officers were sent to assist with that incident and there were several arrests. In 2024, planning was completed with Public Safety entities to mitigate and reduce the risk, although significantly reduced there was still a need for police to intervene in several smaller scale incidents throughout the park. However, all the feedback received by LFC as a host agency was positive in nature and residents felt secure in attendance. On October 2024, at a Parks & Recreation meeting the Fire Police Officer heard a concept plan to move the fireworks display from Koons Park to George Park and they notified him and Sean Harp, Chief, LFC, an in turn, they reached out to the Township staff to get an understanding ofthe discussion. 2 207 Mr. DiSanto said Mrs. Scott sent an email to Chief Harp advising him that the Parks & Recreation Board are still exploring options for relocating the fireworks display at George Park there's been no decision made, as they plan to report their finds to officials in late January. On the same day, he received a copy of an executed contract dated October 17, 2024, for $10,303, with Linglestown Fire Company, Township and vendor's name on it. This contract was received after they informed the Township staff that the LFC would only do the event ifit was held at Koons Park. The date of this contract supersedes any conversations or meetings with LFC regarding the location of the venue, and they object to a contract being completed by the Township's staff with their name on it as a party. William Miller, 4311 Crestview Rd, commented about property owners who aren't shoveling the snow. Mrs. Lindsey suggested that Mr. Miller contact the Township's Codes Enforcement Officer. Mr. Miller wanted to know if someone could provide him with a map ofI Linglestown. He mentioned that some of the streetlights in the Township don't work. He wanted to if the Township is paying for the lights that are not working. Mr. Sam Miller indicated that the Township is charged a flat rate. Chairman and Board Members' Comments Ms. Thompson presented a survey to the community, noting the issues at the Hodges Heights Compost Facility, per the residents. She asked the community, "How many people, would be okay, or happy to have a landfill and compost site in your residential community by show ofhands?" She noted that it also was done on January 14, 2025. There was no response from the community. 3 208 Mrs. Lindsey reported that the TNR program has been successful. She thanked Larry Wasser who volunteered to run the TNR program, noting the program has been up and running for five years and since then the Township issued 322 vouchers. Mrs. Lindsey announced that the Citizens Police Academy starts on February 24, 2025, and runs through the middle of May. The program is on Monday nights starting at 6:00 p.m. until 9:00 p.m. Mrs. Lindsey announced that for the past three days she's been at the PSATS seminar. Manager's Report Sam Miller announced that Penn Waste will provide temporary containers for residents to place tree limbs and waste from the snowstorm. He thanked William Miller for the idea. Old Business There was none. New Business Subdivision and Land Development Action to Approve a Declaration of Previously Subdivided Lots (Plan #25-01) Ms. Thompson motioned to approve the Declaration of Previously Subdivided Lots (Plan #25-01). Mr. Judd seconded the motion. Mrs. Lindsey called for a voice vote, and a unanimous vote ofapproval followed. Improvement Guarantees Mr. Judd motioned to approve the Improvement Guarantees for Parkway Farms Phase I- Extension, F&M Trust = Extension, CDJR- Extension, and Grove Road - Release. Ms. Thompson seconded the motion. Mrs. Lindsey called for a voice vote, and a unanimous vote of approval followed. 4 209 Mr. Judd motioned to approve the Improvement Guarantee for Memorial Eye Institute Extension for a period of six (6) months. Mr. McCormack seconded the motion. Mrs. Lindsey called for a voice vote, and a unanimous vote of approval followed. Payment of Bills - Lower Paxton Township & Lower Paxton Township Authority Ms. Thompson motioned to pay the bills for Lower Paxton Township and the Lower Paxton Township Authority. Mr. Judd seconded the motion. Mrs. Lindsey called for a voice vote, which resulted in a unanimous vote of approval. Announcements Mrs. Lindsey announced that the next Board meeting is scheduled for Tuesday, February 11, 2025, at 7:00 p.m. Adjournment Mr. Judd motioned to adjourn the meeting, and Mr. McCormack seconded the motion.
