January 2, 2018 Page 1 PABB01570 MINOTES Bloomfield Borough Council January 2, 2018 Bloomfield Borough Council met this evening in regular session in the Bloomfield Borough Council Chambers with the following Council members present: President Malinda C. Anderson, Vice President John J. Patterson V., Charles N. Summers, Michael P. Pray and Karl L. Cless. Also present: Secretary Danielle Shope, Mayor Arlis Krammes, Assistant Borough Secretary Kathleen Miller, Borough Employee Damon Hartman, Water Authority and Zoning Officer Ed Albright, and Perry County Times reporter Jim Ryan. President Anderson called the meeting to order at 7:00 p.m, MEETING OPENING Recording of the Meeting President Anderson advised the attendees that the meeting was being recorded by the Council for the accuracy of the minutes and stated that side conversations should be conducted in the hallway sO as to not disrupt the meeting or its recording and reminded everyone that talking when someone else is speaking also disrupts the meeting and affects the recording. President Anderson further requested that those individuals in the audience desiring to speak identify themselves prior to speaking and they have 3 minutes to present their concern. 10 minutes ifthey are on the agenda. President Anderson stated that Council will not deviate from the agenda and any should be addressed during the appropriate portion of the meeting. Approval of Minutes Councilman Cless made a motion, seconded by Vice President Patterson, to approve the December 5, 2017 minutes as presented. Motion carried. Approval of Financial Report Councilman Pray made a motion, seconded by Councilman Summers, to approve the financial report for December 2017 as presented. Motion carried. Executive Session - President Anderson called for Executive Session at 7:03 p.m. Upon Council's return President Anderson called the Regular Session back to order at 7:12 p.m.. PUBLIC COMMENTS There were no public comments. ENFORCEMENT Solicitor's Report - Mr. Wagner was absent, but President Anderson stated she had a lengthy conversation with him and he advised President Anderson that as ofthis morning, he was still in negotiations with the receiver of the properties ofLot 30 and the Lift Station. Nothing has changed and the Borough is holding fast on their position which is the Borough wants to take over these properties, but at no incurred cost to the Borough. Enforcement Committee Report - President Anderson stated that Councilman Clouser had taken a fall and incurred injuries, so he is not able to attend the meeting. President Anderson will reach out with Councilman Weller to help Councilman Clouser complete the sidewalk project. January 2, 2018 Pagc 2 PABB01571 Mayor's Report Mayor Krammes stated she and her husband have been driving around town every night in the absence of BEO Nazzaro and things have been quiet. They spotted three boys around the telephone building, but when Mr. and Mrs. Krammes stopped, the boys took off. Parking Enforcement Officer Report - Mayor Krammes reported there were 61 tickets issued for the month of December with 3 remaining unpaid. President Anderson stated the new parking tickets have been ordered through Brown's printing. Mayor Krammes will stop by to inspect them and make any changes if neçessary. The Borough should have the new tickets by next week. Borough Enforcement Officer's Report - none ADMINISTRATIVE Announcements and Correspondence President Anderson asked Councilman Pray to make his announcement. Councilman Pray thanked the Borough on behalf of Carson Long Military Academy for the shovels donated to help the cadets shovel out Borough residents after a significant snow fall. He stated that even though this service was advertised in the sewer bill newsletter and through churches only 6 residents responded. He asked everyone present ifthey knew of anyone or anyplace that needed help with snow removal to please let him know. President Anderson then gave her "Business of the Borough Address" stating the accomplishments ofthe Borough for 2017 and goals for 2018. Accomplishments: On April 7, 2017 the Borough was legally awarded the streets in Spring Lake Development, Upon this action several needed improvements were made to the streets for those residents and plan to do more improvements as the years go on. Repairs were completed on the Borough garage which included new lighting and welding equipment sO now we can do our own maintenance which in the end saves a lot of money. The Borough entered into a joint venture with the Bloomfield Water Authority for McClure Street water and storm water improvements. Both entities were awarded money through the CDBG grants which is underway. The Borough funded 100% the replacement of the Barnett Woods Road Bridge. The project is almost completed. The Borough hired a new auditing group which gave the Borough best practices suggestions and these suggestions have been taken and implemented in the Borough Office. A new community parking lot was built to service the ball fields. There are continued legal negotiations for deeding over ofl Lot 30 and the Lift Station. Improvements to the Borough Building have been made throughout the year. The Borough enacted a Blight Ordinance which will hopefully hold accountable property owners within Borough limits to maintain their properties to be safe and healthful. All this was accomplished with NO TAX INCREASES. January 2, 2018 Page 3 PABB01572 Goals: To reopen Barnett Road Bridge. To obtain Lot 30 and the Lift Station at NO COST TO THE BOROUGH. To continue video surveillance of the sewer lines and do the fiber-coating ofthose lines as warranted. To replace the UV filtration bulbs at the sewer plant. The Borough has budgeted this cost 100% if the grant does not come through. To continue keeping occupancy ofthe Borough Building because it generates income. To replace the ramp to the Post Office. To apply for a PPL Foundation Grant online for community revitalization. This grant can be from $1,000- $25,000 to be awarded in the Spring or Fall. Possibly this could be used to enhance our parks or create a new one by the footbridge. Announcements- - President Anderson announced the Annual County Convention will be held Saturday February 24, 2018 at Greenwood Elementary School. Anyone interested in attending should let the Secretary know ASAP. She encouraged anyone who has never attended to attend. Price is $15.00 paid by the Borough. RSVP by January 15, 2018. Water Authority Report - Mr. Albright stated there will be a meeting with SRBC in February. They need more information on the Perry Village wells before they give us a waiver. The conçern is the aquafer levels have dropped over the years. Once Well 3 comes on line thel Perry Village wells might not be needed but would be nice to have as a backup if problems arise. They are restarting work on McClure Street tomorrow to hopefully put the rest of the mains in then. By Thursday, they should be able to take their first lab tests in. It must be tested twice. Residents have been cooperating. Councilman Cless asked ift the Water Authority would want to rent a room in the Borough Building is one became available. Mr. Albright replied, no. Planning Commission Report - Ms. Rowlands was absent SO no report. Zoning/Permit Officer's) Report - Mr. Albright stated that he could use an office if any room was available. Mr. Albright issued 1 zoning permit for a garage at 99 Barnett Woods Road and 1 demolition permit for the month of] December. Mr. Albright issued 18 building permits, 1 sewer permit, 1 water permit, 1 driveway permit, and 1 sidewalk permit. These permits totaled $5,285. Mr. Albright stated a lot was sold in the Development. He believes it is Lot #50. Administrative Committee Report Councilman Cless stated the Borough Building' s lower level bathroom was without heat due to a malfunctioning low level contact. He had Ashley Eckert come in to make repairs. The COG plastic box was stolen from the basement. Unfortunately, their spare key was taped to the bottom of the box, sO Mr. Cless had to change the lock to that room. He had to purchase new January 2, 2018 Page 4 PABB01573 qualification labels for the building inspection, etc. He ordered a new LED security light for the backside of the building which he will install. He reorganized the spare key lockbox in the office. FEMA/PEMA Report - Councilman Cless had nothing to report. PCBA/COG Mr. Albright reported a big metal box was purchased for COG plans. It will be cemented to a base to secure it. President Anderson mentioned there have been two occasions of vandalism in the Borough. A big boulder was thrown through the glass window of the old Hockenberry property. She reached out to Orrstown Bank who now owns that property again to secure the window with a board, etc. Upon receiving no response from them, she will have the legal team send a letter to Orrstown Bank. Also, Ashley Eckert's van was smashed out with rocks. Councilman Cless brought up the issue oft the locked lower level bathroom doors. They tend to be more of ai nuisance now than a help. They are breaking, not working properly, etc. He thought Council should maybe rethink this issue. He suggested possibly removing the locks and installing security cameras. President Anderson was in favor oft the cameras and asked Councilman Cless to look into this issue. Capital' Tax Collection Bureau Report- - Councilman Pray reported the executive director is retiring effective next Friday and the new director will be starting. AESTHETICS Aesthetics Committee Report - Councilman Summers reported there was not much happening because of the severe cold weather. He is waiting on the insurance underwriter to get back to him about some playground equipment. He also contacted several mulch places checking on discounts. The engineer was not present. President Anderson stated the ordinance for making a portion of Barnett Woods Road one way will be posted in the paper for its two week period. Action will be taken on this ordinance at the February meeting. FINANCE, INSURANCE, AND SAFETY Finance, Insurance & Safety Report - Vice President Patterson has no report. Grants Councilman Pray stated the UV bulb grant can be resubmitted. President Anderson asked him to work with Councilman Summers on the PPL grant. Personnel Committee Report - Councilman Pray had no report. RIGHTS OF WAY & UTILITIES Rights of Way & Utilities Committee Report Vice President Patterson stated the Barnett Woods Road Bridge has been completed. They need to finalize some things before it opens to traffic. He asked that final payment be made to Mid-State Paving for their work. Vice President Patterson made a motion, seconded by Councilman Pray, to pay the final payment of$51, 952.40 to Mid-State Paving. Motion carried. Once the weather cooperates the guard rails, and signage can be put up. He has picked Chumung Supply to do the guard rails at the cost of$1,800. January 2, 2018 Page 5 PABB01574 Mr. Albright stated the Water Authority is also putting in for the Small Water and Sewer Grant. He has obtained letters of support from the County officials. They are asking for $500,000. Hopefully they can get this grant to lessen their $2.8 million loan. Closing Comments There being no further business, upon motion by Councilman Summers, seconded by Councilman Cless, the meeting adjourned at 7:40 p.m. to meet on Tuesday, February 6, 2018 for a regular meeting at 7:00pm.
