June 29, 2017 Page 1 PABB01530 MINUTES McClure Street Meeting with Residents June 29, 2017 The following Council members present: President Malinda C. Anderson, Vice President John J. Patterson V., and Councilwoman Michelle L. Jones Also present: Ed Albright and Mike Scheffey from the New Bloomfield Borough Water Authority, Borough Secretary Danielle Shope, Borough Engineer from HRG Michael Postick, and Mr. Bill Seigel and Mr. Matt Updegrove from SEDA-COG. The meeting began at 7:00 p.m. Affected residents present were Richard Groff, William Yeager and Chris and Justin Foster. President Anderson asked the gentlemen from SEDA/COG to speak first. Mr. Seigel gave some background information. The Borough applied to the Perry County Commissioners back in 2015 for funding to upgrade one block of McClure St. The upgrades included sanitary storm water and street reconstruction. The Commissioners approved net project funds in the amount of $43,351.00. That was in fiscal year 2015. The Borough applies to the County, the County selects projects and then submits the application to the Commonwealth ofPA Dept. of Community and Economic Development. Usually approval is given in 6 or fewer months after which time SEDA/COG has to process all the contracts, 9 the County gets its contract, then the County undertakes a national environmental review and a federal environmental review. After completion of that they issue a contract from the County to the Borough to carry out the project. In Federal Fiscal Year 2016 about the time they were getting approval of the 2015 contract from the state, the Bloomfield Borough Water Authority applied to upgrade the water line in 2 blocks on McClure St., one block being the same as the block receiving the sewer work. That application was submitted to the County and the county funded that application and that project has been with DCED since Fall 2016 and was approved about a month ago. SEDA/COG came back to the Borough when the 2016 application was submitted for the water improvements to let them know that ifthe sewer project is done and then they have to come back and dig up the street for the water project that would not be productive. Bloomfield Borough then conducted a special meeting for McClure Street residents. Residents agreed to wait until both projects could be done together. The sewer improvement project is approved and ready to proceed. Mr. Matt Updegrove stated there is $78,000 from the state for the water main project. The environmental review (which takes about 90 days of work) has been cleared and they will be getting the subgrantee agreement from the Water Authority to go to the County and after that the bids can be put together. The contracts have been combined and the Water Authority is leading the project at this point sO they will do all the water line work and then award the construction work. The project will be done as a single project which will presumably reduce the overall cost of the project. The contracts are underway. With the execution oft the agreement tonight and with the clearance oft the environmental review and the approval from DCED both the approvals of the 2015 and 2016 contracts the project is ready to be finalized and sent out for bids. Mr. Postick commented the Water Authority is replacing their water lines the whole length oft the street and that is their halfo oft the project. Mr. Postick is with HRG and their contribution is the storm sewer replacement which is about 1/3 ofMcClure St. and down Church Street HRG and Glace Associates, June 29, 2017 Page 2 PABB01531 engineers for the Water. Authority, is near completion of compiling their design. Mr. Postick can see bidding beginning within the next two weeks. Advertisement willl be in July which means opening bids and providing an award in August. In late August or early September is when they believe work will commence. Ideas/thoughts are needed on managing traffic and parking along the streets, etc. Councilwoman Jones asked how long they anticipate the work will take. Mr. Postick stated 3-4 months if no problems are encountered. In Pennsylvania paving should be finished by early November, as after material is not available. Resident Mr. Yeager asked if paving was going to be West McClure, Carlisle Street on up to Apple Street correct? Reply: No Q: Will that be a resurface or chipped? A: It will be resurfaced where the trench is where the lines are being repaired. It will probably be the full width ofthe roadway since so much of it will be damaged. For the water line, probably just the trench on the way up. Mr. Albright stated homeowners on McClure St. will be required to replace any iron lateral pipes at their own expense. Homeowners and landlords have been notified about this expense. Mr. Scheffy stated this will run approximately $800-$1,200 per lateral. Once the Borough gets a contractor for this project they will ask that contractor what it will cost to do the laterals and then inform the homeowners. Mr. Scheffey said there are only 3 properties that have iron laterals. Those properties are 131, 132 and 138 McClure Street. Mr. Scheffey stated there will be 2 times when the water will be shut off. The new water main will be put in first. It has to be sanitized, etc. Then they will start hooking up the individual houses to the water main. This is the first time the water will be shut off and it is only a short time, a hour maximum. The second time the water gets turned offis when they do the final tie in with the water main to the rest ofthe distribution system and this will take about a half day. Mr, Scheffey will notify everyone in advance when this is going to happen. Mr. Scheffey will be distributing flyers to each household. Q: Mr. Yeager: Will there be a water line going down Church Street? A: Mr. Scheffey : The Borough will put from the intersection ofMcClure and Church a 20 foot section there with a blow-off valve on the end ofit and Mr. Yeager's line and his neighbor's line will be relocated to that point. President Anderson asked ift there were any other questions. Mr. Postick said there may have to be temporary detours and/or closings at times. The Borough wanted to go with electroniƧ bids but they must allow for a contractor who is not electronically capable to have the ability to pick up a paper bid, which they may pay for. This can be coordinated through Mr. Postick and HRG. Q: President Anderson: Do we have the checks in hand? A: Mr. Seigel: No, you won't actually see the checks, The payment process will work like this. Once the bids are open we have to do contractor eligibility to make sure the apparent low bidder meets all the federal requirements and is not debarred,etc. Then, when the contract is awarded the contractor will prepare periodic requests for payment. Those requests for payment will go to one, or both engineers and once the engineer signs off that will come to the Borough and the Water Authority for their approval. When that is approved you can email/fax/mail that to SEDA/COG and they will then go into the federal treasury electronically, pull the money down, and it will go directly into the Perry County account, The Perry June 29, 2017 Page 3 PABB01532 County Commissioners will then write the check payable to the contractor. SEDA/COG will pay out 90% first and at that point they will stop paying the bills. Then the bills will come to the Borough which will be responsible for the bills at that point and then SEDA/COG will participate in the final payment. The engineers will have to break out the bills to say which is Water Authority and which is Borough. HRG will handle this. There will be a time line for the contractor to finish and a penalty ifl he goes over. President Anderson thanked everyone for waiting until this could be done correctly once instead of possibly going through construction twice. We thank you for your patience.
