CITY OF THOMASTON MEETING OF THE MAYOR AND CITY COUNCIL APRIL 15, 2025 - 6:30 PM THOMASTON- UPSON SENIOR CENTER THOMASTON-UPSON GOVERNMENT COMPLEX Minutes A meeting of the Thomaston Mayor and City Council was held on Tuesday, April 15, 2025, at 6:30 pm on the main floor ofthe Thomaston Upson Senior Center at 302 S. Bethel Street. This meeting was advertised and open to the public. Call Meeting to Order / Invocation / Pledge of Allegiance - Mayor Stallings opened the meeting at 6:30 pm and asked Councilmember Head to lead the prayer and the pledge of allegiance. B. Approval of Minutes for the April 1, 2025, Regular City Council Meeting Result: The meeting minutes were approved as presented. First Motion: Councilmember Greathouse Second Motion: Councimember Middlebrooks Vote: Unanimous Councilmember Head Abstained C. Adoption of Agenda Result: The agenda was adopted as presented. First Motion: Councilmember Head Second Motion: Councilmember Reeves Vote: Unanimous D. Police Citizen Academy Graduation Result: Chief Mike Richardson gave a presentation on the program, presented all the participants with a gift, and showed a short video. E. Presentation of Life Saving Award from Chief of Police Result: Chief Richardson presented Inv. Stephanie McDonald with the Life Saving Award for her efforts on February 15, 2025. F. Presentation of New Thomaston Police Officers Result: Chief Richardson presented all the newly hired officers of the Thomaston Police Department. City Manager Russell Thompson arrived at 6:55 pm. A brief recess was held until 7:00 pm. G. City Attorney's Report The city attorney provided an amendment to the golf cart ordinance for council's consideration. 5 Wom H. City Clerk's Report Nothing at this time. I. City Manager's Report The city manager made a recommendation to add items 17. Discussion and Potential Approval of the Purchase of Three Police Vehicles and 18. Discussion of Ordinance to Amend the PTV Ordinance to Amend an Error and Clarify "Daylight" Result: A motion was made to amend the agenda to include proposed items 17 and I8. First Motion: Councilmember Reeves Second Motion: Councilmember Middlebrooks Vote: Unanimous 1. Discussion and Potential Transfer of Property to Thomaston Urban Redevelopment Agency Result: A motion was made to approve the transfer ofthe property to the Thomaston URA. First Motion: Councilmember Reeves Second Motion: Councilmember Middlebrooks Vote: Unanimous 2. Discussion and Potential Approval of Cemetery Ordinance and Variance Result: A motion was made to approve the ordinance that grants a variance to the nonconforming monuments at Southview Cemetery. First Motion: Councilmember Reeves Second Motion: Councilmember Middlebrooks Vote: Unanimous 3. Discussion and Potential Award of Farmer's Market Bid Result: A motion was made to rebid the project due to both bids coming in over budget. Discussion and Potential Approval of Plat for 1059 Highway 19 North Result: A motion was made to approve the plat as presented. Discussion of Updates to City Ordinance on Convenience Stores Result: A motion was made to made to allow the applicants to go before the zoning commission. First Motion: Councilmember Middlebrooks Second Motion: Councilmember Reeves An amendment was made to the motion to create a zoning text amendment to go through the public hearing process. Vote: Unanimous 6. Discussion and Update on Downtown Hotel Project Result: City Manager Thompson gave an update on the proposed project's finances. 7. Discussion and Potential Approval of the Purchase of Three Police Vehicles Result: A motion was made to approve the budgeted purchase of the three vehicles for $134,565. First Motion: Councilmember Greathouse Second Motion: Councilmember Reeves Vote: Unanimous 8. Discussion of Ordinance to Amend the PTV Ordinance to Amend an Error and Clarify "Daylight" Result: A motion was made to approve the amendment to the ordinance as presented. Mr. Thompson thanked Councilmember Head for his service. Councilmember Head spoke to his experience as a city councilman, the team of the City of Thomaston, and the progress the city is making. H. Executive Session and Discussion for Potential Litigation, Personnel, and Real Estate Result: A motion was made to enter executive session at 7:46 pm.
