Citizen Budget Advisory Committee David Reynolds, Ryan Evanczyk, Justin DeSola, Matt Svoboda, Doug Hamilton and Jeff Connolly, discussed topics including but not limited to: Mr. Reynolds introduced the Citizen Budget Advisory Committee members, noting that there are a total of eight individuals serving on the committee. The introductions began with Doug Hamilton, who shared his extensive background in finance, budgeting, and economics. Now retired, he has worked in philanthropy and previously served as a U.S. Treasury advisor. Matt Svoboda followed, detailing his 30 years of experience in corporate finance and accounting. He transitioned to academia, where he has spent seven years teaching at the university level, including at Colorado Mountain College (CMC). In retirement, he continues to take classes at CMC. Justin DeSola introduced himself with a background in HOA management, he currently oversees Copper Mountain's maintenance operations and plays a significant role in its budgeting process. Jeff Connolly shared that he retired in Summit County due to his deep appreciation for the community. With 25 years of experience as a technology executive managing budgets, he is highly detail oriented. His primary goal in joining the committee is to bring clarity to the community regarding the budget. Ryan Evanczyk, Patrol Director at Arapahoe Basin, has been with the organization for 25 years, starting Summit County Board of County Commissioners Work Session Meeting Minutes of January 28, 2025 Page 1 of 5 as a volunteer ski patroller. He joined the committee to become more engaged with the community. He emphasized the importance of ensuring that community members are well-informed about local government operations. Mr. Reynolds then introduced Ben Brown, who is a teacher in the local school district and unable attend. The commissioners expressed their gratitude for the committee's efforts. Commissioner Waters expressed interest in exploring ways to present the budget in a more digestible format for the average county resident and looked forward to the committee's suggestions. Commissioner Pogue also thanked the committee and highlighted the importance of thoughtful communication. Commissioner Mamula acknowledged that communication within the community is often difficult and reinforced the need for support from the committee. II. CCI Legislative Updates The Commissioners and Staff discussed topics including but not limited to: Commissioner Pogue began the discussion by inviting the commissioners to highlight significant bills of interest that were on the CCI Steering Committee meeting agendas later this week. Commissioner Waters outlined her key conçerns and questions. Regarding the general government section, she inquired about accessibility standards and building codes, seeking clarity on whether recent changes would impact the county. Commissioner Pogue confirmed that the new regulations would affect local building codes. Mr. Greer noted that Mr. Morgan would present further details to the board in February. Commissioner Waters expressed interest in adopting accessibility codes, and the other commissioners raised no objections. On the topic of the Colorado Voting Rights Act, Commissioner Waters asked whether the Clerk's Office was prepared for potential impacts of this legislation, and the Commissioners agreed to defer to the Clerk's Office for further assessment. Commissioner Waters also raised concerns about the Community School Yard Grant Program, particularly regarding severance tax implications. She expressed hesitation, noting that she did not want the bill to negatively impact water funding. Commissioner Pogue reported that she had not yet received clarification on whether this bill would affect water resources. Commissioner Pogue addressed additional legislative topics. She introduced the proposal for a regional county jail approach, which would encourage counties with populations over 2,000 to explore regional jail solutions, potentially reducing costs. The commissioners collectively agreed to support the proposal. In terms of land use, Commissioner Pogue discussed the "Yes in God's Backyard" bill, which would allow religious institutions that have owned land for over five years to develop housing or childcare facilities on their property. Legal counsel expressed concerns about the bill's language and lack of affordable housing provisions. Commissioner Pogue suggested an amendment to address workforce housing needs. Another land use discussion focused on regional building codes for factory-built structures. This bill aims to streamline the complex approval process for modular housing by establishing regional building codes based on climate factors. Commissioner Pogue noted that the current system is ineffective and questioned whether authority should reside at the state or local level. She expressed a desire to pursue amendments. He discussed SB25-060, a bill addressing the misuse of 911, which would allow authorities to issue warnings to individuals who call 911 without reasonable cause. The 911 board supports this measure. Regarding HB25-1056, which pertains to wireless telecommunication facilities, Mr. Atencio explained that if a local government does not approve a cell tower application within 60 days, it would automatically be approved. He advised the commissioners to verify this timeframe and emphasized the need to be prepared for the shortened approval timeline. Lastly, Mr. Atencio addressed a proposal to reallocate broadband funding to incentivize the construction of cell towers. While he supports the initiative, he expressed concern over the potential diversion of resources from fiber and middle-mile infrastructure, which has already faced funding challenges. He acknowledged that, while the bill represents a reasonable balance, careful consideration is needed to avoid unintended consequences. III. Colorado River Water Conservation District Update Gary Martinez discussed topics including but not limited to: Mr. Martinez expressed his gratitude for being appointed to the Colorado River Water Conservation District Board (CRWCD). He stated that he is happy to attend meetings or provide written reports as needed. Mr. Martinez provided an overview of the recent meeting which focused on strategic planning updates. He summarized the discussions, noting that the board is making strong progress and remains on track. Their primary focus is on securing durable water supplies and positioning themselves as a trusted water source. He concluded that they are moving in the right direction with strategic initiatives. Commissioner Pogue raised a concern regarding the intersection of affordable housing and water availability. She emphasized that water access will become one of the biggest obstacles to affordable housing development over the next 50 years and encouraged Mr. Martinez to bring this issue into discussions to promote early planning. Commissioner Waters acknowledged that water and housing are already part of ongoing conversations but added that the broader issue is determining at what point growth will no longer be sustainable. Mr. Martinez then provided a review of additional meeting topics. He highlighted the Shoshone Water Rights Project and outlined the financial aspects of the purchase agreement. Regarding severance tax policy, Mr. Martinez noted that the River District has taken a supportive position on Senate Bill 040 and is keeping it on their radar. He also provided an update on the 79 Program. The board successfully passed a tax measure, and their report on the program has been completed. The Lower Blue area is receiving funds to improve stream flows, and progress on this initiative has been positive. Before concluding, Mr. Martinez asked if the Commissioners had any additional direction for him to bring to the board. Commissioner Mamula emphasized the importance of protecting local water rights and requested timely updates on the status of the Shoshone Water Rights Project. IV. Caitlin Johnson Duane Dailey the Grand/Summit Veteran's Service Officer has requested a meeting with the BOCC on February 11 at 2 PM to provide an update, and the Commissioners have agreed. Regarding Library Board appointments, Ms. Wilkinson would like to know if the BOCC would prefer a presentation or bring it straight to regular meeting. The Commissioners agreed on a written report before then going to regular meeting. Joint work session with Grand County is nearly finalized. If there are agenda items, notify Mr. Rossi. The meeting will be at North Branch Library. This afternoon there will be a Summit County Housing Authority meeting. Adrienne Isaac Provided updates on budget communications. Provided updates on the Safe Streets 4 All open house. She expressed that it was valuable and thanked the Summit Stage drivers for attending. There will be a second event in February. Steve Greer Meeting tomorrow for the Summit Stage Transit Board to discuss microtransit. Mr. Morgan will be presenting at the February 25 BOCC work session on building code. Provided an update on the meeting with Northwest Colorado Council of Governments with a focus on water quality discussions. She thanked Ms. Isaac for putting together the proclamations for Black History Month and Transit Equity Day. Commissioner Pogue Requested to add two items for executive session regarding the Blue River Apartments and Xcel Energy. Commissioner Mamula Provided updates on his meeting with High Country Conservation Center (HC3). Discussed his conversation with Breckenridge History as they are interested in getting Ms. Wilkinson involved. Will be attending the Colorado Association of Ski Towns (CAST) Conference this weekend. Mr. Rossi will also be attending. A motion was made by Commissioner Mamula and seconded by Commissioner Pogue to go into Executive Session to discuss housing issues related to the Blue River Apartments, USFS housing and admin sites, Xcel gas facilities, and real property matters subject to negotiations and requiring legal advice.
