I. 911 Update Michael Berry discussed topics including but not limited to: Mr. Berry began with an introduction of members of the 911 Policy Board to the Board before moving on to recent updates with the 911 Center which included recruitment and retention efforts, building needs, a continuity of operations plan (COOP), technology-Dased projects for the Center. The Board posed questions on cloud-based technology updates, pros and cons to virtual dispatchers for the department, Artificial Intelligence (AI) involvement with dispatchers before requesting that Mr. Berry and the 911 Policy Board research options to a cost-effective way to building a new 911 Center and potentially look into Jefferson County's recent regionalizing for their 911 department. II. Wildfire Update Sheriff Jaime FitzSimons and Chief Jay Nelson discussed topics including but not limited to: The Sheriff began with providing some information on the recent wildfire in Frisco on Saturday, May 10th which included contributing factors to the fire and the Sheriff deputies and Summit Fire Summit County Board of County Commissioners Work Session Meeting Minutes of May 13, 2025 Page 1 of4 and EMS' responses to quickly contain it. The Board posed questions on the lack of safety alerts for the community and requested the Sheriff's Office maintain communication with the Board as the County enters wildfire season and potential wildfire restriction implementations. III. Heeney Sewage Study Results Dan Hendershott and Amy Wineland discussed topics including but not limited to: Mr. Hendershott began his presentation with providing background on the Heeney community's lack of a public sewer system. Homes in that area currently manage wastewater with Onsite Wastewater Treatment Systems (OWTS), but many of these systems are very old. Several failing OWTS are discovered every year by staff and have come to the Board present potential next steps that the community could implement as solutions. The Board posed questions on how many homes need to be on sewage before confirming to staff that they should continue to work with the Heeney community. IV. Strong Future Contract Negotiations (Recommended Executive Session) Cameron Turpin requested a brief Executive Session to receive legal advice pursuant to CRS 24- 6-402 Subsection (4) (a)(b)(e) on the topic(s) of contract negotiation. A motion was made by Commissioner Pogue and seconded by Commissioner Waters to go into Executive Session to receive legal advice on the topic(s) of contract negotiation. The BOCC voted 3 to 0 to go into Executive Session per CRS 24-6-402 Subsection (4) (a)(b)(e). The motion was approved. The Board moved to get out of Executive Session. V. Behavioral Health Needs Assessment Allison Hiltz and Kellyn Ender discussed topics including but not limited to: Ms. Hiltz provided background on how the Board requested this Needs Assessment before the Board provided their approval for staff to move forward. VI. Managers & Commissioners Updates The Commissioners and Staff discussed topics including but not limited to: Andy Atencio No updates. David Reynolds Provided updates on upcoming sale of County's side of the Medical Office Building. Caitlin Johnson Confirmed that next week's Work Session will be canceled. Confirmed upcoming Board of Health Meeting to appoint a new medical officer. Confirmed with the Board their attendance for upcoming events. Adrienne Isaac Expressed her gratitude to the PIO team for their efforts on Saturday's Frisco wildfire event. Provided update on in progress community outreach involving Rec Path use safety and responsibilities. Summit County Board of County Commissioners' Work Session Meeting Minutes of May 13, 2025 Page 2 of4 Steve Greer Provided updates on Regulation 31 and how it could affect the cost of the County's Landfill for implementation. Mr. Greer is working with Mr. Huntley and Aaron Byrne on a letter that he plans to send with 25 other Colorado Counties to the State to express their objections to the Regulation. The Board expressed their support for the draft letter and potential coalition with the other counties. Jeff Huntley No updates. David Rossi No updates. Commissioner Waters No updates. Commissioner Pogue Provided CCI legislative updates from the State now that session has ended for the season. Commissioner Mamula Provided updates on recent meeting with the Forest Services' team. VII. USFS Housing Project Update Lina Lesmes and Brandon Howes discussed topics including but not limited to: Ms. Lesmes provided updates that included coordination with the County's representative and the USFS Housing Project's architecture, cost estimates for construction, coordination with neighboring Counties to discuss similar Housing Projects, modification efforts for the ground lease, and modification options for the admin building. Jeffrey Huntley requested a brief Executive Session to receive legal advice pursuant to CRS 24- 6-402 Subsection (4) (b) on the topic(s) of budget amendment procedures. Ar motion was made by Commissioner Pogue and seconded by Commissioner Waters to go into Executive Session to receive legal advice on the topic(s) of budget amendment procedures. The BOCC voted 3 to Oto go into Executive Session per CRS 24-6-402 Subsection (4) (b). The motion was approved. VIII. Adjourn Staff will return to the Work Session on May 27, 2025.
