CITY OF ROBINSON, TEXAS PLANNING AND ZONING COMMISSION MEETING MINUTES March 6, 2025 I. CALL TO ORDER / ROLL CALL. Meeting was called to order at 6:00 P.M.by Chair, Paul Kenney, at Council Chambers, City Hall, I1I W. Lyndale, Robinson, TX, U.S.A. Members Present: Jeff Thompson (Viçe Chair), Les Davis and Wesley Gilbreath. Members Absent: Tim Holtkamp and Kris York. Alternate Members Present: Bracken Arnhart. Alternate Members Absent: None. Staff Present: David Harrell, Director and Michelle Weber, Secretary. II. PUBLIC COMMENTS FOR NON-AGENDA RELATED ITEMS. None. III. CONSENT AGENDA. Jeff Thompson motioned to approve the Minutes from January 16, 2025. Wesley Gilbreath seconded the motion. The motion carried by a vote of four (4) to zero (0). IV. NEW BUSINESS. 1. Project #25-0002; An Ordinance of the City of Robinson, TX modifying Planned Development District (PDD) Ordinance 2019-002 in order to allow for a reduction in lot sizes, increase in number of lots, open space preservation, and other changes for portions of the Windmill Preserve Subdivision on 48.67 acres, approximately addressed as 710 E. Stegall Dr., also known as McLennan Co. Appraisal District Property ID #158319 (O'CAMPO C. Acres 48.669). A. Staff Presentation - David Harrell provided a power-point presentation of the Staff Report. B. Applicant Presentation The applicant, Adrienne Donatucci, briefly addressed the Commission and was present for questions. Bert Echterling also addressed the Commission on behalf of the applicant. C. Open Public Hearing Chair opened the public hearing at 6:30 P.M. There were two (2) speakers: i. Robert Jones, 780 E. Stegall Dr., did not oppose the request provided potential traffic congestion issues were addressed, ii. Derick Kerbyson, 756 E. Stegall Dr., did not oppose the request provided potential traffic congestion issues were addressed. D. Close Public Hearing - Chair closed the public hearing at 6:35 P.M. E. Discussion - There was discussion amongst the Commission, City Staff, the applicant, and their representatives regarding potential traffic concerns and how Traffic Impact Analyses (TIAs) are conducted. The applicant confirmed that a new TIA would be completed, and that data from any previous analysis would not be considered. Additionally, there was discussion about the side yard setbacks and the possibility of increased fire risk due to the homes being placed in close proximity. It was clarified that the building code includes provisions for fire separation requirements when homes are constructed within certain distances of each other. F. Recommendation - Jeff Thompson made a motion to recommend denial to the City Council and Wesley Gilbreath seconded the motion. The motion carried by a vote of three (3) to one (1). Page 1 of2 V.
