Priority Purchase Right for TxDOT property located on Austin Ave. Section 551.074 = Personnel Matters B. Council may appoint a City Manager and approve an employment agreement. 7. Action as a result of the Executive Session Council may take any action deemed necessary as a result oft the Executive Session. A. No action will be taken. B. Council may appoint a City Manager and authorize the Mayor to sign an employment agreement with the City Manager. 8. Consider approval authorizing City ofBrownwood to issue Requests For Proposals for Administrative Services (RFP) and/or Requests For Qualifications (RFQ) for engineering services for the U.S. Economic Development Administration Economic Adjustment Assistance Programs, Planning and Local Technical Assistance Programs, Disaster Recovery Programs, and American Relief Act of 2025. B. Consider ratification of the Brownwood Municipal Development District Board action to approve a Building Improvement Incentive Program (BIIP) grant not to exceed $25,000 to Ashwin Pokharel for a building located at 413 Center Avenue. C. Consider ratification of the Brownwood Municipal Development District Board action to approve a Building Improvement Incentive Program (BIIP) grant not to exceed $22,500 to SML 3 LLC for a building located at 1004 W. Commerce. 11. Ordinances and Resolutions A. Consider authorizing the Mayor and City Secretary to sign a Resolution accepting the Brown County Hazard Mitigation Plan. 12. Consent Agenda A. Consider an ordinance on second and third/final reading amending the City's nonçonsent towing ordinance to abolish the Tow Truck Committee, clarifying that storage facilities must be licensed by the Texas Department of Licensing and Regulation, updating the ordinance to provide that State law will set the maximum charges for nonconsent towing services, and amending the reasons for removal from the nonconsent towing rotation list maintained by the Police Department. 13. Agreements and Contracts A. Consider ratification of the Brownwood Municipal Development District Board action to approve a funding agreement to the Small Business Development Center for operations ofa field office in Brownwood for $20,000 per year for 2 years. 14. Bids A. Consider awarding a bid to ASD Consultants, Inc. in the amount of $196,072.56 for Coggin Park phase II improvements. 15. Reports A. Riverside Park Ribbon Cutting June 7, 2025, at 10:00 a.m. in conjunction with the Heartland Rod Run. B. The City will be closed Thursday, June 19, 2025, in observance of Juneteenth. 16.
