Regular City Council Meeting May 13, 2025 STATE OF TEXAS COUNTY OF MONTAGUE CITY OF BOWIE On this the 13th day of May, 2025, the council convened in a regular meeting open to the public as advertised with four Councilors present. Councilors Shaw and Walker were absent. Presiding: Mayor Burris Councilors: Ashley, Post, Sproles, and Truax City Secretary Page City Manager Cunningham Mayor Burris called the regular meeting to order at 6:07 p.m. Invocation Invocation was given by Chief Page. Items of Community Interest None Proclamation: Emerpency Medical Services Week Mayor Burris presented a proclamation to the Bowie Fire Department in honor or Emergency Medical Services Week. City Manager Report The big news over the last two weeks has been excessive rainfall, The significant problems we have faced are the washed-out culverts at Rock and Pillar Street intersection and the potholes that have formed. We even have a sinkhole on one street that, thankfully, is not traveled very much and needs to be repaired and filled. We had two crews out all last week filling potholes and trying to get the streets fixed. We must figure out how to pay for the new culverts on Rock and Pillar. We already have a preliminary plan estimated to cost around $1,000,000.00. should have a funding solution soon, which will probably be borrowed money by the next meeting. Another problem with the rainfall is Amon Carter Lake. It has been very close to running over the emergency spillway, and as of last Thursday, the lake level was at 924.26 MSL. The normal pool level is 920 MSL, and we will begin considering opening the lake backup at 922 MSL. We have the contracts on the Smythe Street project. We are waiting for our city attorney's opinion so that the mayor can sign the contract. Upon signing the contract, we will be ready to proceed. We are still on hold at the substation, waiting for the switch to come in, which should be in about two weeks. When we get the switch, we should be able to finish the construction of the new transformer. Hopefully the new transformer will be in operation around the last of. July or the first of August. Consent Agenda Items: Approval of Minutes -April 22, 2025 Regular Mecting. Councilor Post moved, with a second from Councilor Truax, to approve the consent agenda items. Motion carried with Councilors Ashley, Post, Sproles, and Truax voting Aye. Ordinance 2025-05 - An ordinance amending Chapter 10, "Traffic Control", of the City of Bowie Code of Ordinances, by repealing Article 10.400 "Speed Limits". Section 10.402 "Speed Limits on Specific Streets Established", in its entirety and adopting a new section: repealing any conflicting. codes, ordinances or orders: providing for a severability clause; adopting a savings clause: determining that this ordinance was passed in accordance with the requirements of the Open Meetings Acl; and establishing an effective date. Councilor Ashley moved, with a second from Councilor Post, to approve Ordinance 2025-05. Motion carried with Councilors Ashley, Post Sproles and Truax voting Aye. Public Comments Rex Hamilton made comments on the Rock/Pillar Street condition. He wanted the city to reach out to FEMA or the County for help with this street problem and not wait 2 years to fix it. Dr. Pam Barlow spoke on the food truck ordinance that passed last meeting. She felt the ordinance was passed on lies. Council was told all vendors were on board with the idea of a food truck park. She feels if you pass an ordinance on false information, it should not stand. Regular City Council Meeting May 13, 2025 Page 2 Public Comments (continued) Jeff Clancy has a food truck in Bowie and was not notified before this ordinance passed but received an email after passage. He does not want to be limited to one area and said people downtown like to walk and not have to drive. He goes to other towns and they have different areas in town that you can be located, not just one area. Another problem when vendors have to be in one area, you have conflict between food trucks that sell the same food. He feels it's better when you have different areas and can spread out.
