Declaring the week of May 11 - 17, 2025, as Police Week" Mayor Harvey read and presented the Proclamation to the Manor Police Department. B. Declaring the week of May 18 - 24, 2025, as "Public Works Week" Mayor Harvey read and presented the Proclamation to the Public Works Department. C. Declaring the month of May as "Motorcycle Safety Awareness Month" Mayor Harvey read and presented the Proclamation to the Wolverines Motorcycle Organization. PUBLIC COMMENTS Fay Carter, residing at 18128 Topsail Dr. in Manor, Texas, submitted a speaker card to express her heartfelt message about the power of unity. She passionately highlighted the importance of coming together to celebrate our shared values and foster a sense of community among all individuals. Ruth Bisco, a resident of Manor, Texas, submitted a speaker card to convey her sincere gratitude to the Mayor and City Manager for their invaluable support ofthe community events she has proudly organized. A discussion was held regarding citizens' concerns. A discussion was held regarding the city's safety concerns and regulations. MOTION: Upon a motion made by Council Member Wallace and seconded by Council Member Moreno to close the Public Hearing. Mayor Harvey indicated that the city's approval of this item is consistent with the Comprehensive Plan and that the development would create jobs for the city. There was no further discussion. Consideration, discussion, and possible action on an Interlocal Agreement Between Manor Independent School District and the City of Manor for the Summer Library Program. City of Manor Page 8 City Council Regular Session Minutes May 7, 2025 The city staff recommended that the City Council approve the Interlocal Agreement between Manor Independent School District and the City of Manor and authorize the City Manager to sign the agreement. Chasity Hawthorne from Manor ISD submitted a speaker card supporting this item; she discussed the Summer Library Program and expressed her hope to continue the partnership with the City ofManor. The city staff recommended that the City Council provide direction to city staff on revisions to the YAC Program Resolution. City of Manor Page 14 City Council Regular Session Minutes May 7, 2025 Associate Attorney Vanaparthy discussed the legal memo which provides valuableinsights for the council on successful youth programs implemented in different cities. This guidance could be instrumental in shaping our own initiatives to better serve our community's youth. City Secretary Almaraz clarified that the staff was currently seeking guidance. She asked if the council could review the proposed resolution and communicate any necessary revisions to the city manager and her via email SO they could submit it to legal for final review.
