Consideration, discussion, and action to approve an agreement with the law firm of Linebarger Goggan Blair & Sampson, LLP to act as special counsel to perform all legal services necessary to collect unpaid fines, fees and court costs as provided in Texas Code of Criminal Procedure Article 103.0031; and unpaid utility accounts; B) Authorize the mayor to sign the agreement on the city's behalf. Camillia Battle with Linebarger stated to council they have been collecting court and fines since 2021. They have collected over $400,000 for the city since 2021. The utilities collection they started late last year, it is slowly growing. Councilmember Dave Shelburne made a motion to approve the agreement. Consideration, discussion and action on a Resolution from the City Council oft the City ofHempstead regarding Linebarger Goggan Blair & Sampson, LLP as being fully qualified as special counsel to perform all legal services pursuant to Section 2254.1036 of the Texas Government Code. Public Hearing closed at 6:29 P.M. Anthony Kennedy stated to council that the facility is on gth Street and a proposed daycare facility on 7th Street. Waiting on Fire Marshall for an inspection. Councilmember Veronica Klausmeyer asked if there is a need for two adult daycares? Building Inspector Frank Rodriguez stated that the off-street parking needs to be addressed. They are asking for eleven spots total for parking, six at the facility and five off-street parking. b. Consideration and action on an Ordinance of the City Council of the City of Hempstead amending the City of Hempstead Code of Ordinances by granting a Specific Use Permit to allow the placement of an adult daycare to be used at Block 87, Lot 6 located in the R-1 Single Family Residential; Providing for a penalty in an amount of $2,000 for each day the violation exists; providing for an effective date; and providing for severability and repeal of any Ordinance in conflict herewith. Councilmember Nora Hodges made a motion approve the Ordinance. Councilmember Karon Neal seconded the motion and carried unanimously. 7. Attorney Charles Willams stated to council no action taken, but the adult daycares have to follow the same standards and child daycares. 9. Consideration and action on a proposal for engineering and surveying services for construction of Asphalt Roads in the City of Hempstead. 1st Street to Galveston Street to Allen Street. Street Supervisor Scott Duncan stated to council that development is coming, and the city needs the roads constructed. Elevations are met, he has funds in capital outlay, and needs engineering done on final elevations. Councilmember Dave Shelburne is not in favor of paying that much money for engineering and surveying services. Mayor Ward stated to postpone this item agenda. 13. Consideration and action on payment of current bills. Councilmember Dave Shelburne made a motion to pay the bills. Councilmember Nora Hodges seconded the motion and carried unanimously. 13. A. Consideration and action at 805 12th Street located in the Historical District to install and paint concrete blocks to the back of the building. Christina Hamilton, the owner ofthe building stated that the bricks and the color ofthe bricks were submitted to council and were in the packets. She is looking at two weeks for the brick wall and another two weeks for the painting. Councilmember Veronica Klausmeyer made a motion to approve the renovations. Nora Hodges- On April 30, 2025, I attended a webinar on "Fair Housing for Local Government's" sponsored by HGAC. Topics of discussion included partnerships, resources, and programs. Provide construction contract administration services including preconstruction meeting, review of contractor pay estimates, preparation of change orders as applicable, coordination of agency inspections, and communications between City staff, and the contractor. 13.
