Step 1: Application Upon submission of the completed application, the item will be placed on the next scheduled Historic Preservation Board (HPB) meeting as an agenda item. Incomplete applications will not be accepted or forwarded to the HPB for action. Step 2: Hearing At the HPB meeting the applicant makes a presentation to the Board regarding the work to be performed. After presentation by the applicant the Board will either approve, deny, or approve with conditions the application for certificate of appropriateness. The Board has: ten (10) days to make its decision. The applicant may appeal the Board's decision to the City Council. All persons or entities having an interest in the property, may appear at the meeting and be heard concerning the proposed work. How do I obtain the Historic Site Tax Exemption? The Historic Site Tax Exemption (HSTE) involves a two-part process that requires approval by the HPB before the project is started, and final verification by the HPB and the City Council upon completion of the project. The Tax Exemption will go into effect January 1*t of the year following City Council verification. The Tax Exemption freezes the City ofHempstead taxes on the land and improvements at the pre-renovation values. The HPB must approve all working requiring a Certificate of Appropriateness in advance.
