Monica Powell of Kimley-Horn--- Permian Basin Regional Planning Commission (PBRPC) Comprehensive Safety Action Plan Monica Powell of Kimley-Horn and Associates presented the Permian Basin Regional Planning Commission's (PBRPC) Comprehensive Safety Action Plan for Fort Stockton, developed through funding from the Safe Streets and Roads for All Grant Program. The plan consists of eight key components and focuses on high-injury and high-risk networks, highlighting priority corridors such as US 285 in Fort Stockton. Analysis of this corridor revealed 16 crashes, with 63% involving angle collisions. Recommended improvements include conducting traffic signal warrant studies, enhancing access management, and considering the installation of roundabouts. The draft plan is open for public comment until June 10, and the grant application period closes on June 26, she encouraged local entities to apply. PROCLAMATION: 3. Discuss/Act upon Bid for RO Membranes for Water Treatment Plant owned and operated by City of Fort Stockton. Bids Received: Alpha Water Resources, LLC, Axis Water Technologies (R.O. Plant Sup.) Page 150 Assistant City Manager Jesse Gonzales Jr. informed the City Council that two bids were received for the project. Alpha Water Resources, LLC submitted a bid of $54,105.88, while Axis Water Technologies submitted a bid of$85,377.95. He recommended awarding the bid to the lowest bidder, Alpha Water Resources, LLC. Motion was made by Council Member Paul Jerome Chavez, seconded by Council Member Darren Hodges, and carried unanimously to award the Bid for RO Membranes for Water Treatment Plant owned and operated by City of Fort Stockton to Alpha Water Resources, LLC. Discuss/Act upon Accepting a $1,500 Donation from Vital Energy for Sports Program through the Intergovernmental Recreation Program, as approved by the Intergovernmental Recreation Board on April 16, 2025. (Rec. Dir.) Intergovernmental Recreation Director Ruby Bernal shared that one ofthe volunteer coaches works for Vital Energy, which has expressed interest in supporting the local leagues specifically Little League this year. The company pledged a $1,500 donation for this year and indicated a desire to continue contributing in the future. The Intergovernmental Recreation Board approved this donation on April 16, 2025, and it is being presented to the City Council for formal acceptance. Council Member Paul Jerome Chavez asked whether the donation was specifically intended for uniforms. The Intergovernmental Recreation Director responded that while the funds were donated to the Little League, no specific purpose was designated. She added that with the All-Star season approaching, the donation will likely be used for uniforms. Discuss/Act upon Accepting a Donation from Ashtrom Energy to Intergovernmental Page 151 Recreation for Challenger League Program uniforms, valued at approximately $325, as approved by the Intergovernmental Recreation Board on April 16, 2025. (Rec. Dir.) Intergovermmental Recreation Director Ruby Bernal explained that the Challenger League Program is a new initiative designed for individuals with disabilities who are unable to participate in the traditional Little League. As this is the program's first year, participation is currently limited, but she anticipates it will grow over time. The Intergovernmental Recreation Board approved the donation on April 16, 2025, and it is now being presented to the City Council for formal acceptance. Discuss/Act upon Termination of Lancium LLC Tax Abatement Agreement for the property that was subject to the September 7, 2021 Agreement. (Asst. City Mgr.) Assistant City Manager Jesse Gonzales Jr. explained that, rather than default on the Tax Abatement Agreement, Lancium LLC requested that the City of Fort Stockton formally terminate the agreement. He noted that the company has already sold some ofthe assets associated with the abatement, including the relevant property. Council Member Darren Hodges asked whether a lien had been placed on the property to prevent its sale until the terms of the Tax Abatement Agreement were fulfilled. Assistant City Manager Gonzales, Jr. responded that the agreement did not include such aj provision. Council Member Darren Hodges then recommended that future Tax Abatement Agreements include a provision preventing the sale of property until all terms are satisfied.
