Roll Call - Declaration of a Quorum Council Present: Mayor Maxton and Council Members: Stroup, Rhoden, Olvera, Koerner, and Parker With a quorum present, the meeting was called to order at 6:30 PM. 2. Pledge of Allegiance - The Pledge of Allegiance was recited in unison. CITIZENS and GUEST FORUM 3. Citizens to be heard. Resident Eric Beilstein suggested to Council that they discuss the proposed amendments to the Transportation Safety Advisory Committee Rules of Procedure. He recommended that they notl limit requests from being reconsidered for 365 days as written and to instead allow staff and the Chair to determine ifit could be heard again. Mr. Beilstein also spoke about the Noble Lark/Dietz Elkhorn safety concerns and recommended that Council consider a restricted turn lane during peak times for a trial period. Resident Shari St. Clair asked Council to allow residents to vote on the proposed Community Center. She doesn't believe residents are in favor of the project in its current form. Resident Carol Willoughby urged Council to find a new location forthe proposed Community Center and to avoid building on the current City Hall campus. She suggested several locations and asked Council to think outside the box to avoid congestion and parking issues. PRESENTATIONS 4. Approval of the second reading ofan ordinance ofthe City Council oft the City ofFair Oaks Ranch, Texas, amending Chapter 1 General Provisions, Article 1.08 Boards, Commissions, and Committees, Section 1.08.003 Transportation Safety Advisory Committee ofthe City of Fair Oaks Ranch Code ofOrdinances; providing for severability and repealing clauses; and an effective date 8. Approval of a resolution of the City Council of the City of Fair Oaks Ranch, Texas amending Resolution 2024-34 adopting the Fair Oaks Ranch Transportation Safety Advisory Committee Rules of Procedures; and providing for an effective date 9. Approval of a resolution to appoint members to fill places on the City ofl Fair Oaks Ranch Transportation Safety Advisory Committee Council Member Koerner asked to remove Item 8 from the Consent Agenda MOTION: Made by Council Member Koerner, seconded by Council Member Rhoden, to approve the Consent Agenda (Items 6, 7, and 9). VOTE: 7-0; Motion Passed. CONSIDPRATON/DRCISION ITEMS 8. Approval of a resolution of the City Council of the City of Fair Oaks Ranch, Texas amending Resolution 2024-34 adopting the Fair Oaks Ranch Transportation Safety Advisory Committee Rules of Procedures; and providing for an effective date MOTION: Made by Council Member Koerner, seconded by Council Member Stroup, to approve the resolution as amended in Section 8.4 to read "Once an item has been heard and finally acted upon by the Committee, it cannot be reheard for a period of365 daysf from the day the Committee heard the item, unless new pertinent safety information is provided, as determined by the Committee and/or staff" VOTE: 7-0; Motion Passed. 10. Consideration and possible action approving a final plat request from Green Land Ventures LTD for Stone Creek Ranch Unit 2B proposing 12 single-family residential lots MOTION: Made by Council Member Stroup, seconded by Council Member Olvera, to approve the final plat for Stone Creek Ranch Unit 2B. VOTE: 7-0; Motion Passed. 11. Consideration and possible action approving a resolution authorizing the execution of an agreement with Bueno Pro Services, LLC for the Dietz Elkhorn Road Sidewalk Improvement Project MOTION: Made by Council Member Koerner, seconded by Mayor Maxton, to reject all bids for the Dietz Elkhorn Road Sidewalk Improvement Project and remove it from the Roadway Capital Improvements Plan. VOTE: 7-0; Motion Passed. CITY OF FAIR OAKS RANCH, TEXAS CITY COUNCIL REGULAR MEETING MINUTES March 06, 2025 WORKSHOP 12. Interlocal Agreement with Bexar County Emergency Services District No. 4 for EMS Transport Services City Manager Scott Huizenga led a workshop with the City Council on a proposed Interlocal Agreement with Bexar County Emergency Services District No. 4 for EMS transport services. Council members asked questions of staff and representatives from the Emergency Services District and provided suggested amendments. Staff will present a revised agreement incorporating these changes as an action item at the next Council meeting. REQUESTS AND ANNOUNCEMENTS 13. Announcements and reports by Mayor and Council Members Council Member Stroup wished her daughter Charlotte an early Happy Birthday for March 14th. Mayor Maxton reminded everyone that the Doggie Fun Run will kick off at Cibolo Creek Community Church March 8, 2025 at 8:00 AM. Participants will be able to either walk or run and water stations will be set up along the route. The Mayor also reminded residents that delayed construction on Battle Intense is expected to begin Monday, March 10, 2025 and could last the whole week. During this time Battle Intense will be closed to onel lane but flaggers will be on hand to direct traffic. Mayor Maxton asked residents to anticipate delays. Mayor Maxton alerted residents that staff will be testing out the newly installed HALT system on Rolling Acres from 10:00 AM - 11:00 AM on Friday, March 7, 2025 that could cause traffic delays. Lastly, Mayor Maxton announced that the City's municipal Election Day is May 3, 2025 and urged residents to register or make any necessary changes to their registration by April 3, 2025. Scott Parker announced he received an email that the concrete is being poured at the bridge on Ralph Fair Road this evening. Although it's not expected to impact traffic, he asked residents to be aware ofheavy equipment in the area. 14. Announcements by the City Manager None. 15.
