Belton City Council Meeting May 13, 2025 = 5:30 P.M. The Belton City Council met in regular session in the Wright Room of the Harris Community Center. Members present included Mayor David K. Leigh, Mayor Pro Tem John R. Holmes, Sr., Councilmembers Craig Pearson, Daniel Bucher, Stephanie O'Banion and Dave Covington. Councilmember Wayne Carpenter was absent. Also present was Councimember-Elect Luke Potts. Staff present included Sam Listi, Matt Bates, John Messer, Mike Rodgers, Amy Casey, Chris Brown, Larry Berg, Jon Fontenot, Bob van Til, Megan Odiorne, Cynthia Hernandez, Scott Hodde, James Grant, LaCretia Van de Plas and Joe Dyer. The Pledge of Allegiance to the U.S. Flag was led by Councimember Craig Pearson. The Pledge of Allegiance to the Texas Flag was led by Assistant City Manager Matt Bates. The Invocation was given by Mayor David K. Leigh. 1. Call to order. Mayor Leigh called the meeting to order at 5:31 p.m. 2. Public Comments. (Audio 1:38) Councimember Bucher thanked Council, Staff and Council Candidates who helped him during the election when his dad became ill and ultimately passed away on Election Day. There were no other public comments. 3. Presentation of Council pay for May 2024 - May 2025. (Audio 2:52) The City Council received their annual pay in the amount of $1.00 for the past year of service to the citizens of Belton. 4. Reorganization of the City Council: (Audio 14:25) A. Select Mayor for one-year term Councilmember Pearson made a motion to nominate David K. Leigh for the role of Mayor. Councilmember Bucher seconded the motion, and it was unanimously approved by a vote of 7-0. B. Select Mayor Pro Tem for one-year term Councilmember Bucher made a motion to nominate John R. Holmes, Sr., for the role of Mayor Pro Tem. Councilmember Pearson seconded the motion, and it was unanimously approved by a vote of 7-0. 9. Hold a public hearing and consider an ordinance amending Chapter 2 of the Code of Ordinances to establish the Municipal Court of Record in the City of Belton. ORDINANCE NO. 2025-34 AN ORDINANCE OF THE CITY OF BELTON, TEXAS, AMENDING CHAPTER 2, ARTICLE III, MUNICIPAL COURT, OF THE CODE OF ORDINANCES OF THE CITY OF BELTON; ESTABLISHING THE MUNICIPAL COURT IN BELTON, TEXAS, AS A MUNICIPAL COURT OF RECORD; PROVIDING FOR THE TERM AND APPOINTMENT OF JUDGES OF THE MUNICIPAL COURT OF RECORD INCLUDING A PRESIDING JUDGE AND ASSOCIATE JUDGE; AUTHORIZING THE CITY MANAGER OR HIS DESIGNEE TO APPOINT A MUNICIPAL COURT CLERK; PROVIDING THAT THIS ORDINANCE SHALL BE CUMULATIVE OF ALL ORDINANCES; PROVIDING A SAVINGS CLAUSE, A SEVERABILITY CLAUSE, AND A REPEALER CLAUSE; PROVIDING FOR CODIFICATION, PUBLICATION AND AN EFFECTIVE DATE 10. Upon a motion by Mayor Pro Tem Holmés, and a second by Councilmember Covington, the Municipal Court of Record contracts were unanimously approved by a vote of 7-0. City Clerk Amy Casey administered the Oath of Office. 11.Presentation: Youth Advisory Commission = End of Year Report (Audio 30:01) Director of Parks and Recreation James Grant introduced members of the Youth Advisory Commission Board of Directors including Kira Woods, Finn Mauk, Veda Bennett, and Jacqueline Gantivar, who summarized the YAC events during the past year. No action was required of the Council. Consent Agenda Items 12-14 under this section are considered to be routine by the City Council and may be enacted by one motion. Consider an ordinance adding Tyler Ridge Belton, approximately 113.4 acres, located generally east of Hubbard Branch Addition on FM 436/Holland Road, to the City of Belton's ETJ.
