MAY 12, 2025 WISE COUNTY COMMISSIONERS COURT MEETING On this 12th day ofMay A.D., 2025 at 9:00 A.M. came on to be had a Regular Meeting of the Commissioners' Court of Wise County, Texas held in the Justice ofthe Peace, Precinct No. 2 Courtroom (200 Rook Ramsey Drive, Decatur, TX) of said County in the town ofDecatur with the following members present and presiding: J.D. Clark County Judge John "Biff" Hayes Commissioner, Precinct No. 1 Kevin Burns Commissioner, Precinct No. 2 Danny Lambert Commissioner, Precinct No. 3 Colby Shawn Commissioner, Precinct No. 4 Blanca Tuma, County Clerk and Ex-Officio Clerk of Commissioners' Court when and where the following proceedings were had, to-wit: All attachments referred to in the minutes ofthe Wise County Commissioners' Court are designated original or copy and are provided at the time of action by the Court unless otherwise indicated by provider. County Judge Clark votes aye on all agenda items unless otherwise indicated. 1. Clark called the meeting to order at 9:00 a.m. All court members were present. 2. Invocation 3. Pledge of Allegiance 4. Community Forum: None 5. County Correspondence: Clark states Freese and Nichols Engineering provided a status update report that covers the month of April. They will also hold their first townhall meeting regarding the County's thoroughfare plan on Wednesday, May 14, 2025, from 6:00 p.m. - 7:30 p.m. The event will be held at the Boyd Community Center where the firm will walk the public through the plans. Freese and Nichols will also have break-out sessions where the public can speak with the engineers and provide their input. Lambert states that Oscar Chavez ofTXDOT advised him that the state only maintains two (2) feet off the edge oft the driving surface and that the rest is the County's responsibility. Chavez provided a copy ofthe policy stating SO which Lambert shared with the Court. Clark reminds the Court that the County had the same issue regarding CR 4840 and that the County won that dispute. Shawn shares that CR 3250 should be passable by this afternoon. He also expresses his appreciation to the other Commissioners, his staff, the City of Bridgeport Police and Fire Departments, EMS, and EOC for doing a great job during the flooding. Shawn announces that he has a big satety-concern project coming up in three (3) weeks on Sunflower Road. Weather permitting, they will close the road to improve a safety-concern at an intersection where they will drop a hill down. Since they will grind down a hill later today, Shawn will control traffic this afternoon and post something about the upcoming closure. Lambert announces that CR 4668 will be open within the hour while CR 4757 might open at a later time this evening. 6. Issue proclamation designating May 2025 as Mental Health Awareness Month Clark introduces Heather Beal, Director of Community Relations with Healthy Wise County who is representing the Mental Health and Resiliency Action Team. She is partnering with Emily Russell who is representing Cooks Children Center for Community Health. Together they work with local organizations in a collaborant effort to spread awareness and education about mental health issues and improve children' S health across Wise County (attachment). 7. Discussion for the purpose of coordination and cooperation for efficiency between precincts: Hays states he is anticipating some assistance tomorrow from other Commissioners as it takes a large crew to asphalt Ridge View and also to control traffic. 8. Plats: None 9. Consider and discuss Right-of-Way on proposed bridge on CR 1590. Burns mentions that a couple of families, Matt and Ashley Bush and Tate Eperjesi, agreed to sell their properties located on CR 1590. These individuals need to receive payments as indicated on the "walk to court" documents provided by the Auditor Anne McCuiston to each Commissioner. Burns explains that although the County only requires a tenth of an acre, they will require majority of the acreage to stage some oft the products TXDOT has already assembled. The staging area will allow for the beams to be stored and help avoid hiring a crane multiple times. M AY 12, 2025 = COM MISSIONERS COURT Page 217 Motion made by Burns, seconded by Shawn, and unanimously adopted by the Court to authorize acquisition of the right-of-way purchases for the proposed bridge on CR 1590 from Tate Eperjesi and Matt and Ashley Bush, that is on walk to court as well. 10. Discuss upcoming board appointment for Upper Trinity Groundwater Conservation District. Clark explains that the Court needs to appoint a County representative to replace Todd Vinyard who will vacate the board seat on June 15t. Clark suggests Commissioners Shawn and Burns along with Parker County Commissioner Doug Shaw meet with and conduct interviews for Vinyard's replacement and bring recommendations back to the Court. Motion made by Burns, seconded by Hays, and unanimously adopted by the Court to form an ad hoc committee for appointment of a board member to Upper Trinity Groundwater Conservation District tasked with interviewing potential board members and bringing recommendations back to the Court consists of Commissioners Burns and Shawn and Doug Shaw of the Groundwater District. 11. Donations: Wise County Water Control donated 958.763.28 to purchase a skid steer for Environmental Services. Motion made by Burns, seconded by Lambert, and unanimously adopted by the Court to accept donation gladly with the Court's thanks. As part of Item No. 9, (Consider and discuss Right-of-Way on proposed bridge on CR 1590), Commissioners' Court Attorney Thomas Aaberg estimates the total should be $15,900.38 with $11,000 for the easement and $4,900.38 for the acquisition. 12. Bids County Asset Control Manager Diana Allen requests to destroy a couple ofitems: 1.) A harness from EMS and 2.) A broken taser from County Court at Law No. 2. Precinct No. 2 Constable Galen Wiley has not used the program in the past and would like to begin now. He requested eight (8) slots and Reserve Constable David Anderson has filled in the slot for Constable No. 2 (attachment). Auditor Ann McCuiston mentions the Auditor's Report for April (attachments). Treasurer Katherine Hudson presents investment report for January 1, 2025 - March 31, 2025 (attachments). C. Budget Amendments: County Auditor Ann McCuiston mentions various line items from FY25, item 25-11, various items. d. Capital Expenditure: On behalf of Fire Marshall Jeff Doughty, EMS Chief Randall Preuninger requests $20k from Doughty's capital purchase to replace a body armor.
