4 A Regular meeting of the Commissioners' Court of Garza County, Texas was held on Monday, May 12, 2025 beginning at 9:00 a.m. at the Commissioners' Courtroom, 300 W. Main St., Post, Texas with the following members present: Lee Norman, Judge; Pct. 1-Jeff Williams; Pct. 2-Kim Wilks; Pct. 3-Byron Lane Jones and Pct. 4-Giles W. Dalby. County officials present: Terri Laurence, District & County Clerk; Michael Isbell, Sheriff; Annhya Velez, County Attorney; LuAnne Terry, Treasurer and Nancy Wallace, Tax Assessor-COlector. Also present: Carol Williams, Administrative Assistant; Kylene Wheeler, Elections Administrator; David Graves, Constable Pct. 1; Chelsey Webb, Juvenile Probation Officer and Anna Gibson, Post Dispatch. Judge Norman called the Regular Meeting to order at 9:00 a.m. Order 1: Prayer Order 2: Pledge to Flags Order 3: Public Comment None presented. Order 4: Minutes from the April 28, 2025 regular were approved as presented with a motion by Commissioner Wilks and seconded by Commissioner Dalby. With a majority of the court members voting aye, the motion carried and SO ordered. Order 5: Came on for consideration was accounts payable from April 28, 2025 through May 12, 2025. Motion was made by Commissioner Williams and seconded by Commissioner Wilks that all accounts presented in the fund requirement print-out is ordered paid and presented to the Treasurer for payment. With a majority of the court members voting aye, the motion carried and sO ordered. See attachment. à A Order 6: Reports from county offices-The following items of information were brought before the Court as a written and/or verbal Report: Sheriff Isbell: Jail Inmate Count; 82, 32 are county inmates and 50 out of county. Garza County Billing for April, 2025. Judge Norman: Next Commissioners' Court Meeting will be Wednesday, April 28, 2025 at 9:00 a.m. Giles W Dalby, Commissioner Pct. 4: Had a walk thru of the Dalby Unit with Kim from Detain Inc. and she was concerned about the toilet flushing valves. Dalby says there is no need to spend funds to flush every day until he's sure the county will receive funds. Hire Brad Mason to spray weeds between the two security fences. Nancy Wallace, Tax Assessor-COlector: Advised the court her Tax Program is increasing from $310.00 to $2,500.00 a year. Monthly Report for April 2025. Justice of the Peace Pct. 1: Monthly Report for April 2025. Justice of the Peace Pct. 2: Monthly Report for April 2025. US Bank: Garza County Public Facility Corporation Taxable Project Revenue Refunding Bonds, Series 2012 from April 1, 2025 to April 30, 2025. See attachment. A motion was made by Commissioner Williams and seconded by Commissioner Wilks to accept the reports as presented. With a majority of the court members voting aye, the motion carried and SO ordered. 0 N3 TY Order 7: Consider to approve the closing, abandonment and vacating of Certain public roads and alleys in Burnham, Garza County, Texas. No action taken. Order 8: Consider to approve engaging the Law Firm Crenshaw, Dupree & Milam LLP to aid in Public Information Requests. A motion was made by Commissioner Dalby and seconded by Commissioner Williams to approve retaining the Law Firm Crenshaw, Dupree & Milam LLP to aid in Public Information Requests. With a majority of the court members voting aye, the motion carried and SO ordered. See attachment. Order 9: Consider to approve exploring the possibility of engaging a Law Firm to compel Post Independent School District to release school Records pertaining to Garza County Juvenile Court Orders or seek other legal remedies. A motion was made by Commissioner Dalby and seconded by Commissioner Wilks to approve exploring the possibility of engaging a Law Firm to compel PISD to release school records pertaining to Garza County Juvenile Court Orders. With a majority of the court members voting aye, the motion carried and SO ordered. Order 10: Discussion of the Foundation that will receive funds from the sale of the Giles W Dalby Correctional Facility. Discussed previously approved plan to create a foundation to receive funds from the sale of the Giles W Dalby Correctional Facility. Allison & Bass Law Firm has been hired to help with the process. No action taken. Order 11: Budget Amendments and Line Item Transfers. A motion was made by Commissioner Dalby and seconded by Commissioner Jones to approve the budget amendment. Sheriff Isbell received money from NCIC Technology Grant for Sheriffs' APP in the amount of $7.000.00. With a majority of the court members voting aye, the motion carried and SO ordered.
