Judge Elliott brought the meeting to order at 9:05 a.m., asking for proof of posting which was affirmed by Elizabeth Perez, County Clerk, on the north and south door and the bulletin board. Commissioner Green was present until 9:15 a.m., via phone. 2. Public comments. No public comments. 3. Elected official reports. No elected official reports. 4. Discussion and/or action concerning service agreement with Engineer Austin, LLC.J For the County Courthouse. Commissioner Albright made a motion to approve the service agreement with Engineer Austin, LLC. for the County Courthouse. Commissioner Wuebker seconded; motion carried. 5. Discussion and/or action conceming service agreement with Engineer Austin. LLC. For the Sheriff's Department. Commissioner Albright made a motion to approve the service agreement with Engineer Austin, LLC for the Sheriff's Department. Commissioner Willberg seconded; motion carried. 6. Discussion andlor action concerning canvassing clection. Commissioner Wuebker made a motion to approve the canvassing election. Commissioner Willberg seconded; motion carried. 7. Discussion and/or action concering approving county official's bond. Commissioner. Albright made a motion to approve the county official's bond. Commissioner Wuebker seconded; motion carried. 8. Discussion and/or action concerning declaration of disaster. Commissioner Wuebker made a motion to approve the declaration of disaster for 30 days. Commissioner Willberg seconded; motion carried. 9. Discussion and/or action concerning Deputy SheriffMatt. Jones Memorial Highway: WAC. Commissioner Albright made a motion to approve the resolution concerning the Deputy Sheriff Matt Joncs Memorial Highway, WAC. Commissioner Willberg seconded; motion carried. 10. Discussion and approval ofc compensatory hours payout for one ()jail employee. Commissioner Albright made a motion to approve the payout for one (I)jail employee. Commissioner seconded; motion carried. Willberg 11. Discussion and/or action. concerning Texas Class investment pool as an authorized investment. Sheryl Pringle, County Treasurer, is requesting Commissioner's Court approval investing with Texas Class. Sheryl would also like the court to approve the investment of $50,000, with $25,000 invested with Texas Class and $25,000 with Texas Star. Commissioner Willberg made a motion to approve investing with Texas Class and the approval $25,000 with Texas Class and $25,000 with Texas Star, Commissioner Albright seconded; motion ofinvesting carried. 12. Discussion and/or action conceming amendment to investment policy. Commissioner Willberg made a motion to add Texas Class to our investment policy. Commissioner Albright seconded; motion carried. 13. Discussion and/or action concerning quarterly county investment report. Commissioner Albright made a motion to accept the Falls County quarterly investment report. Commissioner Wuebker seconded; motion carried. 14. Discussion and/or action concerning contracting with a new software vendor, E-Doc for court record management service for the County and District Clerk as well as the DA's Office. including funding and technical requirements. Judge Elliott stated that for Falls County to enter into a contract with B-Doc, they will need to an interlocal agreement with ESC 19. sign Commissioner Albright made a motion to approve the interlocal agreement with ESC 19. Commissioner Wuebker seconded; motion carried. Commissioner Albright made a motion to approve the contract with E-Doc, Commissioner Wuebker seconded; motion carried. 15. Discussion and/or action concerning Strattmont Group for CJIS IT Compliance. Sheriff Jason Campbell is requesting the approval of Strattmont Group for CJIS IT Compliance. Sheriff Campbell stated that the program would help manage training, audits, and make sure that everything runs smoothly- Commissioner Albright made a motion to approve the CJIS Compliance Action Plan with Strattmont Group. Commissioner Wuebker seconded; motion carried. 16. Discussion and/or action concerning Kologik. JMS contract. Commissioner Albright made a motion to approve the Kologik, JMS contract for the Sheriff's Department. Commissioner Willberg seconded; motion carried. 17. Discussion and/or action concerning insultation for 40x50 building at the Sheriff's Department. Commissioner Albright made a motion to approve Brazos 7 Enterprises LLC, to insulate the building at thc Sheriff's Department, Commissioner Wuebker seconded; motion carried. 18. Discussion and/or action concerning 7 Bar LLC road cut/bore on CR 354. Commissioner Willberg made a motion to approve the 7 Bar LLC road cut/bore on CR 354. Commissioner Albright seconded; motion carried. 19, Discussion conceming Netdata. No discussion. 20. Discussion and/or action concerning leasing lot by Annex to NextLink: There is no lease currently. 21. Discussion and/or action conceming opening RFP's for used motor grader. There were no sealed bids that were received for the motor grader. Due to the need to get an additional motor grader. A motion was made to give the County Judge the authority to approve the purchase ofa used motor grader, if one can be found for less than $130,000. Commissioner Albright made a motion to give the County Judge authority to approve the purchase of a used motor grader up to $130,000 for 90 days from an auction, dealer, or another governmental entity. Commissioner Wuebker seconded; motion carried. 22. Discussion and/or action concerning the purchase of 2014 freightliner for road & bridge. Commissioner Willberg made a motion to approve the purchase of a 2014 Freightliner for the road and bridge department for $25,000 with a bill of sale. Commissioner Albright seconded; motion carried. 23. Discussion andlora action concerning road use agreement with SBE DC- Project Orion - Site Access Roads, CR 354 and CR 355. Do not have the road use agreement currently. 24. Review and discussion of Road and Bridge precinct work reports. including Administrator's progress report. Jeff. Jackson, Road and Bridge Administrator, gave a report for the Road and Bridge Department. 25. Discussion and/or action concerning the approving ofpayment of bills. including reimbursements. late charges, the transfer of çash or funds from any line item or departments to another, book transfers and any budget amendments: including but not limited to discussion and action concerning department or non-departmental items with line items that go past their budgeted amounts. Commissioner. Albright made a motion to approve the payment of all bills, budget amendments, and payroll. Commissioner Wuebker seconded; motion carried. 26. Approval ofr minutes of prior meetings ofCommissioner's Court. Commissioner Wuebker made a motion to approve the minutes ofthe prior meeting. Commissioner Willberg seconded; motion carried. 27.
