BOARD OF SUPERVISORS BUDGET WORK SESSION April 30, 2025 1. Meeting Called to Order - Chairman Turman called the meeting to order at 1:00 p.m. or soon thereafter. 2. Opening Prayer - The Opening Prayer was led by Supervisor Cox. 3. Pledge of Allegiance - Deputy County Administrator Kim Chiddo led the Pledge of Allegiance. 4. Quorum - Dr. Linda Millsaps called roll, and a quorum was determined. PRESENT: Joe D. Turman, Chairman; Jerry W. Boothe, Vice Chairman; Kalinda Bechtold, Linda DeVito Kuchenbuch, and Levi Cox, Board Members; Dr. Linda S. Millsaps, County Administrator, and Kim Chiddo, Deputy County Administrator/CFO. 5. Budget Workshop Discussion. Deputy County Administrator/CFO Kim Chiddo reviewed with the Board ofSupervisors the following departmental expenditure summaries: Emergency Medical Services General Properties Local Health Department NRV Community Services NRV Agency on Aging NR Community College Parks and Recreation Library Planning Commission NRV Regional Commission Community Development Economic Development Skyline Soil Community Services Programs Virginia Cooperative Extension Budget Siabilization/Comingemey 1 Fire Department Solid Waste Recycling Social Services DSS = Comprehensive Service E911 Floyd County School System Drug Seizure Fund (Sheriff and Commonwealth Attorney) Throughout the review, the Board of Supervisors asked specific questions regarding departmental requests and the County Administration's recommendations. The Deputy County Administrator/CFO responded to departmental questions using the templates and justification from the Department heads, referring to current revenue and expenditures for the administration's recommendation. The Deputy County Administrator/CFO again confirmed that the proposed budget, County Administration Recommendation, included a 2.5% overall raise, and the health insurance has been updated to reflect recent monetary changes. Additionally, she presented the board with the Commonwealth budget approval of a one-time bonus for Compensation Board Funded positions. The Board of Supervisors discussed the financial implications and requested information regarding the impact of providing this opportunity to all full-time employees. The Deputy County Administrator/CFO provided an overall total for the one-time bonus. The proposed budget represents a one-time bonus of 1.25% for all employees, noting the Commonwealth's reimbursement of a portion of the bonus. An in-depth discussion around the EMS department occurred, with the noted Board's prioritization to increase staffing for the ultimate goal of staffing all locations. The board emphasized the importance of safety in the community. No changes were made at this time within the proposed budget under the County Administrator's recommendations. A question regarding the budgetary differences between this year to last year in Solid Waste and Recycling. Deputy County Administrator Chiddo explained the need to realign the staffi into the correct departments which changed each of the departments overall budget, showing one going up and one going down. However, the change is balanced with only the difference in the proposed COLA for FY26. Conversation ensued regarding the Parks and Recreation department's salary and maintenance, and contracts. Discussion of the need for increased full-time staff and what the job description would be like? Further conversation and explanation of what is coded to the maintenance and contract general ledger line. Deputy County Administrator/CFO Chiddo explained the contents and will provide the Accounts Payable report to provide further understanding of what is expended. 2 The Deputy County Administrator/CFO reviewed the county revenues as presented in the proposed budget. The board of Supervisors asked various questions concerning the projections. The revenue at this time remains as presented. 6. Adjournment. On a motion of Supervisor Kuchenbuch, seconded by Supervisor Boothe, and unanimously carried out, it was resolved to adjourn the meeting.
