Campbell County Electoral Board Meeting Minutes General Registrar's Office April 4, 2025 Members present: Raner, Wooldridge, and Millson-Martula Members absent: Guests present: General Registrar Martin and three members of the community Chairman Raner called the meeting to order at 10:30 am. Personnel Matters At 10:31 am, the Board voted unanimously to go into closed session to discuss personnel matters. The Board voted unanimously to leave closed session at 11:08 am and certified that personnel matters were the only matter discussed during the closed session. The Board appointed nine additional Officers of Election for 2025. Approval of the Agenda Wooldridge moved that the Board approve the agenda. The motion passed. Meeting Minutes Wooldridge moved that the Board approve the minutes of the March 7, 2025 meeting. The motion passed. Public Comment Period The Board did not take action upon any matters raised. Report of the General Registrar Campbell County currently has approximately 43,100 current registered voters. Special elections will be held in November for Town Council seats in Altavista and Brookneal. Old Business 1. Virginia Electoral Board Association Annual Conference Recap a. Special training will be required for all new Officers of Election. b. The Board will continue to use vendor marked test ballots for logic and accuracy testing of voting machines. C. The Board will make a motion when allowing CAP to open later than 6:00 am on Election Day. d. Officer of Election training will cover the fact that precinct workers are not allowed to accept gifts of any kind, including food, on Election Day. e. The Board will develop a statement of principles and standards for elections in Campbell County. Millson-Martula will prepare a draft for the Board to consider. f. The Board will review a table of roles and responsibilities assigned to the Board and the General Registrar. 2. Process for Selecting Officers of Election to Represent the Parties The Board and General Registrar will work with the lists provided by the local parties. For the June 2025 primaries, each precinct will have six or seven Officers of Election. New Business 1. Dates related to the June Primaries a. Logic and accuracy testing for the CAP machines will take place on April 25 at 10:00 am, while the date for the remaining machines will be May 23 at 9:00 am. b. The training session for Chiefs and Assistant Chiefs will be held June 3 at 6:00 pm. Training for new Officers of Election will be June 3 at 5:00 pm. C. If necessary, the Canvas will continue on the Juneteenth holiday, June 19. 2. July meeting Due to its proximity to the June primaries, the Board does not plan to hold a regular meeting in July. 3. The Board has invited the VEBA Southern District Chairman to attend the May meeting. 4. County support for the Elections Office's budgetary needs Wooldridge reported that, while Martin's proposal regarding office staffing and salaries was well received by the Board of Supervisors, the Board had not received all of the information that Martin had submitted. In similar situations in the future, we will need.to contact Supervisors earlier in the budget decision- making process. Public Comment Policy The Board agreed to implement a policy for public comments, and it will review the policy of Floyd County. Next Meeting The Board will meet next on May 2, 2025 at 10:30 am.
