Work Session Meeting April 22, 2025 SALTVILLE TOWN COUNCIL WORK SESSION MEETING April 22, 2025, at 7:00 p.m. Counçil members present: Mayor Cheri H. Mayor Fullen called the work session to order, and Tammy Woodward called the roll. B. Mayor Fullen led the Pledge of Allegiance C. Citizen's Time **Matt Prater spoke about the upcoming Hobart Smith's birthday event taking place on May 10th, 2025 at the stage and commons area of the town. He spoke of the music entertainment that they had lined up for the day. He wanted to let council know that they would be placing a banner alongside the commons grounds for traffic coming in or going out could see information about the euent. D. Mayor Fullen read off the names of consideration for the vacant council seat and asked if anyone wanted to make a motion to accept someone from the (4) interests. On motion by Ms. Abramson, and seconded by Mr. Comer, Council voted to accept Davidc. Buchanan, Jr. for the vacant council seat. He will serve this seat until' December 31st, 2025. Carey Houck and Bert Gore with USG Water Solutions gaue a presentation on inspections they performed on the town of Saltuille's (8) water tanks. The company has inspected (2) of the (8) for 20 years. They did a slide show of pictures showing the good parts and also concerning parts of each tank. Because they were prèssed for time, they asked if they could leaue all the reports and pictures with each of the council for reuiew. They asked to be put on the May 20th, 2025 work session meeting to discuss options, pricing for adding additional tanks on the yearly inspection list. Work Session meeting April 22, 2025 F. Henry Carneal included a proposed easement summary for 563.75 acres of land that he owns. He is asking for the council's blessing for the easement which is located entirely within the Town of Saltuille and that the purpose for the easement is to protect nearly, 1000 acres of farm and forest lands, natural habitat and significant historic resources. Town manager Cecile Rosenbaum asked if information could be left at the town hall for those that may want to come on to the property, and they would know who to contact about this for permission. On motion made by Mr. Comer and seconded by Mr. Buchanan, the council voted to grant this easement. Carl Lamie, president of the North Fork Sportsmans Club Inc. spoke about a request that has been made the club before concerning the right of way entrance between the club ng the Town of Saltuille. Mr. Lamie provided documents and pictures of explanations about the area. Mr. Lamie says that their club brings in a large membership along with visitors to the town when there is an event. He says if their club obtains this property, they had plans of reuitalizing the appearance of the front area to make it more presentable. Mr. Lamie noted that their club has been able to help several non-profit organizations as well. Ms. Rosenbaum noted that the area would have to be surveyed, which Mr. Lamie said the club will make the arrangements and pay, for that tot be done. Mr. Comer mentioned that Smyth County will require a deed of vacation to split the property. Mr. Comer asked about the salt shed, Ms. Rosenbaum said ERS would be part of the requested property. Ms. Rosenbaum said she would like to know where the sewer line is, Mr. Henderson stated that there wasn't sewer line out there but he recalled a clean out going near the right-hand side. Ms. Rosenbaum recommended giuing the council(2) weeks to look ouer the questions they, may haue to be able to present a decision at the May meeting. Mayor Fullen said she would add this to the agenda for the May 13th meeting. H. Councilman Comer stated that Section 6 of the Town charter needed to haue a section of it changed and that his ordinance committee was all in agreement to make the change. He wants to refer this to our town attorney to draft up the necessary change. On motion made Mr. Comer and seconded Ms. Abramson, the council voted to haue Mr. MES draft up the change foy Section 6 of the charter. With Best Regards, James Tolliver VIRGINIA OUTDOORS OUNDATION Henry Carneal Proposed Easement Summary (Prepared for Saltville Town Council) Acres: 563.75 Town of Saltville VOF Board Meeting: June 12, 2025 Staff: Ruth Babylon Property Featurey/Conservation Values: This predominantly wooded property contains high quality forest, provides habitat for multiple natural heritage species and borders the Clinch Mountain Wildlife Management Area. Its waters include frontage on the North Fork Holston River and more than one mile of perennial streams to the Holston, among them, Muddy Branch Hollow and McHenry Creek. In addition, a portion of the property lies within the Saltville Battlefield Historic District due to its contributing features - a series of Civil War-era earthworks known as the Fort Hutton and Walnut Street fortifications. When completed, this property will complement the two existing VOF easements in Saltville- a privately-owned VOF easement just across Henrytown Road and the VOF easement on the Town- owned Saltville Battlefield. All three easements, located entirely within the Town of Saltville, will protect nearly 1,000 acres of farm and forest lands, natural habitat and significant historic resources. Tax Map or PIN: Acreage: 014-A-50 (Washington) 488 28A6-A-1A (Smyth) 75 Conservation Purposes Forestal Use: The Virginia Department of Forestry's "Forest Conservation Value" (FCV) model - designed to strategically identify the highest priority forestland for conservation in Virginia ranks approximately 400 acres of the property as "Outstanding. Natural Habitat and Biological Diversity: Borders the 25,477-acre Clinch Valley Wildlife Management Area (WMA), which is owned and managed by the Virginia Department of Wildlife Resources (DWR) for resource conservation. The Clinch Valley WMA is the second largest in the Department's management area system and açcording to DWR is "the most biologically diverse"in the system. The majority of the property lies within an area designated by the Virginia Department of Conservation and Recreation's Natural Landscape Assessment (VANLA) as the highest possible ecological core (CI- "Outstanding"), meaning the property likely supports numerous habitat and ecosystem values. The VANLA project was developed to identify, prioritize and link natural lands as targets for protective activities, such as the adoption of conservation easements and the restoration ofh habitat. Fronts for 1500 feet on the North Fork Holston River, contains McHenry Creek and Muddy Hollow Branch and lies within the North Fork Holston River - Laurel Fork Wolf Creek Stream Conservation Site (SCS), designated as such by the Virginia Department of Conservation and Recreation's Division of Natural Heritage. The Holston River is a tributary of the Tennessee Watershed, which is considered the second-most biologically diverse river system in the lower 48 states. Approximately 400 acres of the property lie within an area designated by the Virginia Department of Wildlife Resources as a "Wildlife Biodiversity Resilience Corridor. 9 Due to increased fragmentation of habitat from development, these wildlife corridors contribute to the success of native species by providing safe routes to more suitable habitats as well as food, water, shelter and other populations of their species. The property's waters provide habitat for several rare mussels and other aquatic species designated by DWR as "Species of Greatest Concern," including the Shiny Pigtoe (Fusconaia cor), the Slabside Pearlymussel (Pleuronaia dolabelloides) and the Sickle Darter (Percina williams). Scenic/Open Space: The property is in close proximity to the Saltville Historic District, listed on the National Register of Historic Places on April 12, 2002 and on the Virginia Landmarks Register on September 13, 2000, and protection of the Property herein contributes to the historic setting of the district. The property lies just across Henrytown Road from an existing VOF open-space easement and one mile west of the "Saltville Battlefield" easement donated to VOF by the Town of Saltville. All three open- space easements lie entirely within the town limits of Saltville and collectively protect nearly 1,000 acres ofl lands notable for their multiple public conservation values, including agriculture and forestry, wildlife habitat and historic preservation. The property is adjacent to land owned by the Town of Saltville containing the Salt Trail, an 8-mile pedestrian trail from Saltville to the town of Glade Spring. The trail preserves the history ofa branch of the Virginia & Tennessee Railroad that was once integral to the expansion of the town's salt industry during the Civil War and the protection of the property contributes to both the historic and recreational experience of users along that trail. Water Resource Protection: The Center for Watershed Protection, a non-profit, non-stock Maryland corporation, has determined through research that imperviousness levels exceeding 10% in a watershed cause irreparable damage to the streams (particularly aquatic habitat and riparian buffers) due to excessive flooding and resultant sedimentation. Protection of the property, in association with protection of other easement properties held by VOF and The Nature Conservancy in the area, helps diminish the potential future impacts of flooding in the North Fork of the Holston River. The property lies in an area of limestone geology with karst features, and in this type of terrain, as compared with other areas, surface contamination is more likely to travel through solution channels and cause groundwater contamination. The restrictions in the easement, including riparian buffers and prevention ofintensive development on the property will help minimize soil erosion and contribute to the protection of water quality and karst ecosystems by reducing the introduction of pollutants in the streams and sinkholes on the property and in the North Fork Holston River. Historic Preservation: During the Civil War, Saltville's marshy wellfields, briny ponds and salt furnaces supplied the Confederacy with a vital supply of salt, and the destruction of the saltworks operations became a major objective for the Union army. The Property's high ridges contain both "Fort Hutton" and the "Walnut Street Forts," well-preserved and historically signifiçant field fortifications built by the Confederate troops to defend the saltworks. Aj portion ofthe property lies within the boundary ofthe 2,737-acre Saltville Battlefields Historic District, listed in the National Register of Historic Plaçes on March 25, 2010 and in the Virginia Landmarks Register on December 17, 2009. The District includes numerous historic buildings and sites as well as the core areas of two Civil War battles. Approximately 120 acres of the Property lie within a "Civil War Study Area" as designated by the National Park Service's American Battlefield Protection Program (NPS-ABPP) and the restrictions contained in with this Easement will protect the Property for future historic and educational purposes. Our çlub can not secure our right-of-way entrance and neither can the Town of Saltville where you are storing equipment , trucks, camper, and multiple storage containers. Most of you have recently viewed the unsightly entrance to our çlub property and heard the complaints from our visitors. I'm thankful this past week the weeds were cut down and hoped this was the start to relocating equipment and trucks before our October 29h fund raising pistol competition for the Special Olympics and Lunch on Us which is a free meals from the Allison Gap First Church ofGod. Meetings with Manager Martin, Mayor Young and Councilman Comer all agree separate entrances are the only solution. Closed session meetings the last two months discussed options not acceptable to the North Fork Sportsmans Club. A simple solution was presented months ago which is a long term lease for less than one acre that our right-of-way and water lines go through. This request is similar to leases with at least three other non-profit organizations in Saltville the last one was January ofthis year.
