Regular Meeting Minutes The meeting of the Pocomoke City Mayor and Council was held in Council Chambers on Monday, May 5, 2025. The meeting was called to order at 6:30 pm. Present: Mayor: Todd Nock Council Members: R. Scott Holland, S. Tull, Diane Downing, Brooke Cottman, C.L. Marshall Interim City Manager: Brandy Matthews Attorney: Andrew Hluminati City Clerk: Melinda Stafford Pledge of Allegiance, Prayer by Councilmember Downing and Call to Order Approval of Minutes from Meetings of March 25, 2025, April 8, 2025 & April 21, 2025 Motion by Councilmember Downing to approve the minutes of March 25, 2025. Motion to approve the bills as presented by Counciwoman Cottman, seconded by Councilwoman Tull. Motion passes. Holland = aye, Downing = aye, Cottman = aye, Tull = aye, Marshall- aye Approval of Public Works Quotes Bill East from the Public Works Department presented a proposal to replace the aging and damaged Pump House Shed located behind Don Seafood and beside Motel 6. Three bids were received: 1. Kawood Construction - $19,500 2. Cox Building and Remodeling - $19,500 3. All Gold Roofing and Siding - $18,000 Each bid includes permitting, demolition, reconstruction, and electrical services disconnection/reco nnection. Mr. East recommended approval of All Gold Roofing as the lowest bidder, which includes a 5-year warranty. Funding will come from the FY 2024-2025 Capital Improvement Budget. Reading of Resolution No. 2025-R-10; Setting the Tax Rates for FY 2025-2026 Mayor Nock reads the first reading of Resolution 2025-R-10. Reading of Resolution No. 2025-R-11; Approvai of Abatement of Certain Real Property Taxes Mayor Nock reads the first reading of Resolution 2025-R-11 Reading of Resolution No. 2025-R-12; Approval of FY 2025-2026 Fees, Charges, and Rates Mayro Nock reads the first reading of Resolution 2025-R-12. Reading of Ordinance No. 2025-0-5; Ordinance Amending the Pocomoke City Zoning Map - 01- 015095 Mayor Nock reads the first reading of Ordinance 2025-0-5. Attorney Andrew Illuminati points out that "as a point sO the public knows it's written as do not adopt the findings in fact of the Pocomoke City City Planning and Zoning Commission. That's how they've been written in the past. The city council hasn't made a decision on how they're going to proceed. The public hearing will likely be on the first meeting in June as long as that meets the advertising requirement. And then like last time, somebody will make a motion and if the decision's not to adopt, then there won't be a second. So just because it's written this way, it was read this way. Doesn't mean a decision's already been made. That's just it has to be written one way or the other. That's how it's written. Otherwise, there would be no point in writing it to not adopt the finding." Comments a. Comments from the City Council Members 1. Councilwoman Tull- had someone reach out to me about, on my street, Clark Avenue, about our street lights. noticed as well, is our street lights, they don't come on at night. It's very dark down the street. So that's one thing. Was able to be with the beautiful ladies of the Delta Sigma Theta organization for Delta Day here in town. Was sO pleasantly proud to be the person here with you ladies today. 2. Councilman Holland - Wanted to thank the fairground volunteers for their efforts and the concert and rodeo this past week or April 26th. Wanted to give a shout out to Lori Becker and thank her for her continued work with the Future warriors program. After school, with middle school, they had a lot of stuff going on in the winter with, with kickball and soccer and now playing basketball. 3. Councilman Marshall - Want to echo Councilman Holloman's subject sentiments about the great Pocomoke Fair and the great job those folks did. very pleased with the local turnout, and I was very pleased with our time for hosting such a nice event. look forward to many more in the future. 4. Councilwoman Downing = None 5. Councilwoman Cottman = Thanks all for being there. b. Comments from the Mayor There are just 10 days left to apply for the City Manager position in Pocomoke City. wanted to update you all. The posting does close on May 15, 2025. As of today at about 5 o' clock we had. We've received 16. Just to go over the process one more time for transparency purposes. Once the application window closes, the Mayor and city council will be will begin reviewing all candidates resumes and cover letters from this pool. The field will be narrowed down to six candidates. A scoring sheet will be provided to all of us to ensure a consistent and objective evaluation process. These six candidates will be to able invited to participate in interviews with the city Council. The Mayor and council reserve the right to bring any candidate back for a follow up interview if needed. After the interviews we will narrow down the list of our top three finalists. At that point the background checks will be done for each for each of the candidates prior to public introduction. To engage the community in this important process. We will then host a meet and greet event for each finalist. These events will allow residents to hear from each candidate and provide feedback before you all make the final decision. We all remain committed to transparency community. Invited the ladies form the Delta Sigma Theta to come forward the proclamation of the Mayor and City Council of Pocomoke City. C. Comments from the Interim City Manager finance department and administration department has been operating smoothly. All billing cycles for utilities have been completed and delinquent account manager, management is underway. We've also completed our payroll cycles and continue to track expenditures and revenue to ensure we remain within our budgeted allocations. Had Mayor attend department meeting and question about the old bank building getting filled. Karah Lacey from Economic Development informed all that the building was unable to be leased at this current time because regulations and guidelines would require them to get a back door added to the building. We discontinued referring to the parcels on Old Virginia road as the 74 acres. It is 81.49 acres and we need to call it as such. She is waiting for an update on from planning and zoning and expects it to. expects that on the next planning and zoning agenda that rezoning it to multi use will be on their agenda. She also expects for staff to draft language about renters and borders. Code enforcement has had over 400 homes register their rental properties SO far. We've inspected between 130 and 150 thus far. d. Comments from the Audience 1. Kimberly Purvis - "serve as the president of the Princeton Alumni Chapter of Delta Sigma Theta where we serve WO Worcester and Somerset counties. And we have had a tremendous day in Pocomoke City today. And I want to thank Mayor Todd Knock and Councilman Sharnell Tull and the entire council for welcoming us here today and giving us a full day sharing the wonderful things about Pocomoke City. We were able to go to the Sturgis one room schoolhouse. We toured the Discovery Center. We were here today. We were at the Marvel Theater. It has just been a full day. And several of you know me and I spent 14 years working in Pocomoke schools between Pocomoke Middle School and Pocomoke High School. And the love I have for that community has transcended 32 years and. And it continues today as I see the great work that you guys are doing for the city of Pocomoke. So just want to say on behalf of our chapter and myself, personally, I thank you. I'm ever sO proud of those of you who have seen growing up through the ranks keep doing the great work of Pocomoke. And just thank you guys on behalf of our chapter.'
