CITY COUNCIL REGULAR MEETING MINUTES APRIL 16, 2025 Pursuant to Public Notice, Mayor Steven Osmer convened a regular meeting of the City Council on Wednesday, April 16, 2025, at 6:00 p.m., in the Council Chamber. Those present were Mayor Steven Osmer, Vice Mayor Mark Boyd, Councilmember Mike Chase, Councilmember Jodi Rozycki, Councilmember Stephen Sams, City Manager Brittany Retherford, City Attorney James Beadle and City Clerk Gwen Peirce. Councilmember Chase led the Pledge of Allegiance and a moment of silence. (TIME: 6:01 P.M.) SWEARING IN OF FIREFIGHTERIPARAMEDIC JOSH MOTTA AND FIREFIGHTER/EMT EMMANUEL PATERAKIS Fire Chief Abernathy provided background information on Mr. Motta and Mr. Paterakis and administered the oath of office. (TIME: 6:01 P.M.) PRESENTATION BY STUDENTS WORKING AGAINST TOBACCO Members of the organization presented information on the harm caused by secondhand smoke and cigarette butts on the beach. They requested that the City Council adopt an ordinance to prohibit smoking at the parks and beaches. (TIME: 6:20 P.M.) CITIZEN COMMENTS Jenni Hughes, President of Beachside Impact Soccer Club, and Chad Pinnick, Coach, spoke regarding their U12 team who won runner up in the State FYSA Championship. The team members introduced themselves. City Resident, Mike Arnold, spoke regarding his experience with his neighbors helping him to find his dog who had gotten out and commended his neighbors for their help in getting her home. He spoke in support of the next year's City budget showing a reduction in spending. City Resident, David Vigliotti, spoke in support of no smoking in the parks and beaches. He spoke in support of the City installing pickleball courts somewhere in the City. (TIME: 6:38 P.M.) CITY COUNCIL COMMENTS Councilmember Chase spoke regarding an email from Sgt. Owens regarding the e-bike education effort and spoke in support of putting that information out to the public. He spoke in appreciation of the City Manager's update on the projects being done in the City. Vice Mayor Boyd expressed appreciation for the City Manager's email update, as well. He stated that he looks forward to the upcoming budget workshop. She spoke regarding the City alerting residents on the boil water notice last week and encouraged residents to sign up for the Mighty App. Mayor Osmer encouraged residents to start preparing for hurricane season. CITY MANAGER REPORT City Manager Retherford announced upcoming events, specifically Flashlight Egg Hunt and the Annual To Write Love on Her Arms 5K Race. She spoke regarding the Summer Camp online registration being open. She spoke regarding the upcoming Council workshop. She spoke regarding a thank you note received for the Fire Department. She announced that Carley Kestranek, Environmental Scientist, received a certificate of achievement for completion of the Florida State Erosion and Sediment Control Inspector Course. APROVE APPOINTMENTS TO SPACE COAST TRANSPORTATION ORGANIZATION (TPO) TECHNICAL ADVISORY COMMITTEE ACTION: Councimember Rozycki MOVED, SECOND by Councilmember Chase, to approve the Consent Agenda with a minor revision to the minutes that Vice Mayor Boyd had objected to the renewal of the lease for Wild Florida. VOTE: ALL YES. MOTION CARRIED. (TIME: 6:49 P.M.) DISCUSSITAKE ACTION ON AWARDING BID NO. 24-25.02 TENNIS COURT BUILDING TO DOUG WILSON ENTERPRISES (DWE), IN THE AMOUNT OF $299,922.00. City Manager Retherford presented background information on the item. The following City Resident spoke regarding this item: David Vigliotti. ACTION: Vice Mayor Boyd MOVED, SECOND by Councimember Sams, to approve awarding Bid No. 24-25.02 Tennis Court Building to Doug Wilson Enterprises (DWE), in the amount of $299,922.00. VOTE: ALL YES.
