SPECIAL PRESENTATIONS/CEREMONIAL MATTERS: None PUBLIC COMMENTS: None COUNCIL RESPONSE: STAFF COMMENTS: City Manager de Geus announced that fresh mulch on Agoura Road medians was added to enhance irrigation water retention for plantings and median aesthetics. Mr. de Geus reminded residents that March 31, 2025 is the deadline to apply for the Westlake Village Community Foundation's High School Senior scholarship program, and for nominations for the Citizen and Youth of the Year 2025. City Manager de Geus reported that the Santa Monica Mountains Conservancy approved a grant of $100,000 to the City. Funds will be utilized for the City's annual weed abatement program with goat grazing brush clearance services and to initiate the Community Wildfire Protection Plan (CWPP). City Manager de Geus reported the State of California released updated Fire Hazard Severity Zone maps for Westlake Village and Los Angeles County this week. More areas of Westlake Village are now located in the Very High Fire Severity Zone as designated by the State Fire Marshal and can impact fire insurance coverage, legislation, building regulations, and grant eligibility for fire mitigation projects. Mr. de Geus reported that he along with several Counciimembers attended the Beyond the Surface event, a Las Virgenes Municipal Water District (LVMWD) and water tech company, OceanWell that demonstrated a new innovative technology to create a reliable and environmentally sustainable approach to harvest drinking water from the ocean. The event showcased OceanWell's submerged desalination water filtration technology, which may potentially provide a stable, scalable and climate-resilient source of water in the future. City Council Minutes City of Westlake Village March 26, 2025 3 STAFF COMMENTS (continued): City Manager de Geus highlighted agenda topics for the upcoming Council Committee meetings and City Council meetings. COUNCIL COMMENTS: Councilmember Davis commented on the goat grazing brush clearance services. Councilmember Halpern noted the significance of OceanWell's water purification technology offering desalination to provide a stable, climate-resilient source of water. Councilmember Pearl commented on the $100,000 grant opportunity from the Santa Monica Mountains Conservancy for the City's use in fire resiliency and protection. Mayor Honig introduced her daughter in the audience, Meredith, visiting from Seattle. MONTHLY DEPARTMENTAL REPORTS: 1. Sheriff's Department Report Deputy Brian Knott presented the Sheriff Department's report for February 2025 including crime statistics. He expressed appreciation for the City's support of the Lost Hills deputies during the recent wildfires. Deputy Knott invited residents to the Lost Hills Sheriff's Station Open House on April 26, 2025, 9:00 a.m. to 1:00 p.m. 2. Fire Department Report Assistant Fire Chief Drew Smith presented the Fire Department's report for February 2025 including the number of fires, medical response calls, and rescue activities conducted. He expressed appreciation for the City's support of the Los Angeles County Fire Department Station 144 during the recent wildfires. All meeting attendees stood and applauded the Los Angeles County Fire Department for their robust response to the wildfires. Chief Smith commented on the fire code, new fire map, snake season, and indicators for future fire seasons. 3. Chamber of Commerce = Quarterly Report Josh Gray, Director of Government Affairs and Tourism highlighted recent and upcoming events of the Greater Conejo Valley Chamber of Commerce. Information for events are located at www.coneochamberon. 4. Library Report Julie Frieze, Manager, Westlake Village Daniel K. Ludwig Library, presented the Library's report for the month of February 2025 covering traffic, circulation, programs, and reference requests. City Council Minutes City of Westlake Village March 26, 2025 4 CITY COUNCIL COMMITTEE REPORTS: None PUBLIC HEARINGS: 1. PLANNED DEVELOPMENT PERMIT NO. 24-003; RESOLUTION NO. 2394-25 Mayor Honig opened the Public Hearing. Planning Director Asp presented a request for approval of Planned Development Permit (PDP) No. 24-003 authorizing exterior renovations, including painting and improvements to the existing building facades and storefronts at the North Ranch Gateway shopping center located at 30805 - 30895 E. Thousand Oaks Boulevard. Providing background, Ms. Asp stated the property owner is proposing exterior renovations to enhance the appearance of the center. These improvements include repainting and revisions to make the five buildings' architectural character more consistent with a cohesive earthen tone color scheme and coordinated storefront and awning design. Planning Director Asp reviewed the proposed modifications including standardizing storefronts, sanding and resealing wood sidings, and replacing some of the awnings. Ms. Asp stated that Building D renovations encompass the most exterior modifications to enhance its visual appeal and presence along Thousand Oaks Boulevard. These changes include removing outdated stucco, expanding entry hardscape, replacing fixed windows with operable sliding windows, and replacing the existing trellis at the building entrance with a new canopy featuring recessed downlights. No changes are proposed to the existing landscaping, parking lot layout, or signage program. On March 5, 2025, the Land Use Committee MeSweeneylapem, reviewed the Planned Development Permit request and recommended forwarding it to the City Council for a Public Hearing. Both committee members expressed support for the design changes to Building D, particularly the more open and inviting frontage at the property entrance and endorsed the proposed color palette. Project Manager Lauren Golem, Sterling Organization, on behalf of the property owners, addressed the City Council. City Council Minutes City of Westlake Village March 26, 2025 5 PUBLIC HEARINGS (continued): The City Council requested that the applicant address the concerns expressed by the public speakers regarding noise from a shopping center tenant and inquired when the residents brought this matter to the City's attention. Mayor Honig closed the Public Hearing. The City Council discussion included addressing the noise issue, thanking the property owner for requesting to update and invest in our community, and that the noise concerns from residents must be resolved before this PDP can be approved. City Council requested that the applicant, property manager, and Baja Fresh attend a Land Use committee meeting to address the noise issue. Councilmember Davis moved to refer this item back to the Land Use committee to discuss the matters related to the noise. Mayor Pro Tem McSweeney seconded the motion. FISCAL YEAR 2025-2026 ASSESSMENTS FOR LIGHTING AND LANDSCAPE ASSESSMENT DISTRICTS: RESOLUTION NOS. 2395-25, 2396-25 AND 2397- 25 Mayor Honig opened the Public Hearing. City Engineer Hughes reported the City Council must annually review and levy assessments against all assessable parcels within the three districts fori installation, operation and maintenance of certain street landscaping and street lighting improvements. Ms. Hughes reviewed the assessment amounts for each District, stating no changes are being proposed to the current assessment amounts in any of the Districts. She stated that several cost factors continue to provide growing pressure on the City's ability to maintain the level of subsidy without consideration of raising assessments in the future. A few of the key cost factors included increased costs for maintenance and contract services, rising utility rates, and costs associated with the City's transition to sustainable practices with Green Zone technology. Engineering Department Report City Engineer Hughes provided the Engineering report highlighting the enhancements to the Community Park trash enclosure and entry monument sign projects. Sidewalk Improvement work continues, a request for proposal (RPF) for the Lakeview Canyon Road Complete Street Design is currently in the bidding City Council Minutes City of Westlake Village March 26, 2025 7 MONTHLY IN-HOUSE DEPARTMENTAL REPORTS: process, and Street Improvement Program work schedules will be finalized shortly. Water updates included discussions from the recent wildfires and watershed impacts. 2. Planning Department Report Planning Director Asp provided the Planning Department Status Report announcing the April 19, 2025 Shred Day Event at City Hall for residents from 9:00 a.m. to 12:00 p.m., Housing Element implementation for Large Group Homes is coming to City Council for consideration in April, and staff is working on slope development standards and North Business Park Specific Plan modifications related to non-conforming businesses. 3. Cultural Recreation Report Community Services Coordinator Roush provided the Cultural Recreation report stating on March 19, 2025, staff returned to White Oak Elementary School to visit the 4th grade students and talk about local government as part of the City to Schools Program. Public Safety Officer Mike Woodard, Public Works Manager Tim Iverson, and the City Accountant Wendi Leeds discussed how the different departments work together within the City. On April 9, 2025 there will be a field trip and mock Council Meeting at City Hall, and on May 14, 2025 a visit to an official Council Meeting. Ms. Roush announced the upcoming Earth Month Festivities: Wishbone Trail Clean-Up with the Conejo Open Space Conservation Agency on April 12, 2025, 9:00-11:00 a.m., the Bi-Annual Shred event with Waste Management on April 19, 2025, 9:00 a.m.-12:00 p.m. at City Hall, and the Earth Day Festival on April 26. 2025, 3:00-8:00 p.m. at the Community Park.
