PUBLIC APPEARANCE James Jones of irehouse Ministries spoke about the success of the Chili Cook-Off event, thanked those who participated, and thanked Jennifer Valenzuela for her guidance through the process; thanked Patrick Martinez for his help, and complimented the music performed by Class Act. Wayne Colburn of River Community Coalition thanked city staff, and specifically Jennifer Valenzueld, for help during the process of getting the Chili Cook-Off event scheduled. Wayne reported that there will be a 50th Birthday party for Spike at Palo Verde Community College on August 9. Mistie Hanson spoke about the Chili Cook-Off event, thanking city staff, Firehouse Ministries, River Community Coalition, and promoted the next event in eleven months. PRESENTATION 1. Terri Pilawa, Onelegacy Ambassador, shared her story as a transplant recipient and urged citizens to become organ donors. Mayor Jernigan presented a Proclamation declaring April 2025 DMV Donate Life Month in the City of Needles 2. City staff and Atlas Planning Solutions presented the DRAFT 2025 Local Hazard Mitigation Plan (LHMP), a five-year strategic initiative designed to enhance preparedness for hazard events. The plan is funded through a grant from the Federal Emergency Management Agency (FEMA) and is being led by City staff with support from key stakeholders and technical consultants. Waived the reading and adopted Resolution No. 2025-18 approving a Fourth Amendment to and Extension of Agreement for Dial-a-Ride and Dial-a-Ride Medical/Shopper Shuttle Pilot Program Services (AKA Fort Mohave/Bulhead Shuttle) between the City of Needles and Parking Concepts, Inc. dba Transportation Concepts. 7. Waived the reading and adopted Resolution No. 2025-19 approving a Second Amendment to Extend the Lease Agreement (EI Garces Unit Lease) oetween the City of Needles and Parking Concepts, Inc. dba Transportation Concepts 8. Waived the reading and adopted Resolution No. 2025-20 approving a Seventeenth Amendment to and Extension of the License between the City of Needles and Bonnie Baker Senior Center for use of the kitchen and a portion of the dining area in the Needles Senior Citizens Center during the 2025-2026 fiscal year 9. Accepted Change Order No. 1 (final) and the work completed by Superior Paving Company, Inc. DBA United Paving Company for the CDBG Flip Mendez Parkway Paving Improvements Project for a total project amount of $300,266.24 and authorized staff to issue a NOTICE OF COMPLETION to be recorded with the San Bernardino County Recorder's Office. Considerable Council Discussion ensued. Mayor Jernigan opened public comment Shawn Gudmundson stated that it is a public facility, and the name should remain the same. Marianne Jones said it would create confusion if another name was added to the complex. Mayor Jernigan closed public comment. Vice Mayor Campbell made a motion, second by Council Member Longacre, to continue the item to another meeting when the person bringing it forward could be present. Council Member McCorkle reported on the success of the egg hunt and Chili Cook off/car show/canine demonstration events; stated Tour busses generated positive feedback. Council Member Pogue - missed Chili cook off; Art in the Park was successful; thanked Patrick for Governance Training Session; meeting with Dawn Rowe was informative; suggested reaching out to Schultz family for Spike's birthday event. Vice Mayor Campbell - commented on the recent community events and good participation; thanked those hosting events; reported Women's Club flower show April 26; swim team sign-ups and rec center swim lessons coming up; stressed importance of local youth learning to swim. Council Member Belt - Encouraged citizens to shop local; May 6 is nurses' week. Council Member Longbrake - reported it is good to see events in Needles; Art in park, Chili cook off SOAR booth; car show and canine demo were all successful events; reported SOAR sign coming to K & Needles Hwy.
