Roll call As reported above. Minutes Trustees approved the minutes from July 24, 2014 as distributed. Matters presented by the Chair - Mr. LaRossa The Board received correspondence from Ms. Rita Fayvelevich and in closed session, trustees received an update on legal matters, and discussed employment matters. Mr. LaRossa reported that he had reappointed all Trustees to their current committee assignments. Action: Annual Meeting Schedule Mr. LaRossa moved that the Board approve the public meeting schedule as proposed. The motion was seconded and approved unanimously. No. 2987 Mr. LaRossa welcomed the Hon. Mark Fleming as the University's new University Counsel and counsel to the Board ofTrustees. Matters presented by the President Dr. Cole Dr. Cole reported that the University enrollment was expected to be the largest in University history once the final figures were tabulated and she was pleased to welcome 30 new tenure track faculty. The upcoming semester promises to be a vibrant and busy year. Some oft the scheduled events include: the Red Hawk Golf Open; Homecoming; Corporate Networking Event for Alumni hosted by Chair LaRossa and PSE&G, Trustee Maguire and Verizon, and Foundation Board member Angelo Genova; the Passaic River Institute Symposium; and the 10th Anniversary Gala celebrating the opening oft the Kasser Theater Chaired by Trustee Cali and Mary Mochary. Union Report Professor Richard Wolfson stated it was his 33d year as aj professor at the University and he wanted to acknowledge the professional staff and administrative staff who work all summer to ensure the campus is ready for the influx of students each Fall. Professor Wolfson asked that greater detail be provided regarding contract awards coming before the Board and invited the Trustees to attend a class. Matters presented by the President Dr. Cole Dr. Cole reported that the University athletic programs were performing well and our geography students won the final round in the Association of American Geography in the Middle States Division. Homecoming was extremely successful, with thousands of alumni and parents in attendance. The Women's Entrepreneurship Week conference, which included a key note address given by Lieutenant Governor Guadagno, was attended by hundreds of students and many women CEOS. The Kasser Theater 10th Anniversary Gala included wonderful performances and the University is grateful for the continued generosity oft the Mochary and Kasser families. Finally, Dr. Cole announced that the University enrolled 20,022 students for the Fall 2014 semester. Union Report Professor Richard Wolfson congratulated the 8 emeriti faculty, but mourned the loss ofinstitutional memory. Professor Wolfson invited the Trustees to attend a class and interact with the Faculty. No. 3000 Reports: Student Board ofTrustee Representative Anthony Fasano stated that he appreciated the ability to participate and contribute to the Board's S activities. Mr. Fasano then welcomed incoming student representative Ryan Gallagher to the Board ofTrustees. Mr. Fasano also announced the formation of a group of State higher education institution Board ofTrustee representatives that will discuss issues important to the State's higher education system and create an action plan to move those items forward. The group, which held its inaugural meeting at Montclair State University, will meet bi-monthly. She noted that Mountainside Hospital nurses were being taught on campus this semester. Spring enrollment is very strong as compared to Spring 2014 and that 7% of all student hours are now being taught on-line, which equates to 300 course sections. Our dance students performed at theJ Joyce Theater in New York City as part of the Martha Graham Festival. University choral students performed with the Richard Alston Company at Kasser Theater, and were SO well received that they were invited to perform at the Sadler Wells Theater in London. Finally, the Carnegie Foundation designated Montclair State University as one of the Community Engaged Campuses in the country. This is an acknowledgment ofthe important work we do in the communities which we serve. Tuition Hearing Executive Director of Budget and Planning David Josephson provided an overview related to State appropriations, the budget, and comparative tuition and fee data. The proposed tuition rates are 16.5% below the average rates of] New Jersey's 10 traditional senior higher education institutions. Mr. Josephson reported that the State of New Jersey operating subsidy to the University was expected to be reduced by 7.1% or $2.7 Million. As a result, only 20% ofstudent tuition was State funded as compared to 1998, when 50% of a student's tuition was State funded. The University, in response to the decreased State funding, planned to reduce its operating budget by 3%. The University does propose an increase in financial aid for merit and need based students. Cumulatively, this will represent a 61% increase in University funded need and merit based financial aid since 2011. James Anderson, Director of Financial Aid, provided an overview of financial aid programs and stated that the University is committed to providing financial aid funds. The University continues to grow its scholarship pool and 47% ofUniversity students require need based scholarships. Tuition aid grants and Pell grants will be increased this year. University students' loan default rates continue to drop, which serves as a strong indicator that our students are gainfully employed and have the ability to pay their loans. Dr. Cole stated that all students will be appropriately notified of an additional opportunity to comment and express their views on the issue oft tuition and housing rates prior to the Board ofTrustees acting at the July 2015 public meeting. Matters presented by the Chair - Mr. LaRossa Mr. LaRossa stated that the Board met in closed session prior to today's meeting during which it received an update on legal and personnel matters. Matters presented by the President Dr. Cole Dr. Cole reported that the construction ofthe new School of Business and Center for Environmental and Life Sciences buildings have proceeded exceedingly well. The projects are on time and on budget. The University will be providing student tours oft the buildings later this month and we expect the buildings to be fully occupied and activated by September 1st. The University will be breaking ground on the new School of Communications and Media building shortly. Enrollment for Fall 2015 is going extremely well. We expect a large and diverse group of students. Commencement will take place on May 20th in the Newark Prudential Center at 5:00 pm. The University will be conferring degrees on its largest graduating class in its 107 year history. The Chief Justice of the Supreme Court of New Jersey, the Hon. Stuart Rabner, will receive an honorary degree and be the keynote speaker. Finally, the womens basketball team came in third in the nation at this year's Final Four and deserves the University's congratulations. Union Report Professor Richard Wolfson congratulated the three professors who are being granted emeritus status. He stated it was a well deserved honor. He applauded the University for making nine tenure track faculty appointments and appreciated the University growing the faculty despite decreased State funding, Mr. Wolfson criticized the increase costs associated with new building and the administration in the current economic climate. Prof. Wolfson also criticized the granting of sabbaticals for non-AFT members and suggested that they properly be labeled administrative leaves. Prof. Wolfson asked for greater detail regarding Board ofTrustee actions in advance of meetings. Mr. Gallagher also expressed his appreciation to Dr. Cole and Vice President Pennington for dining with 45 University leaders, which allowed for a strong dialogue between the student and University leadership. The University received over 12,000 applications for approximately 3,000 incoming freshmen seats. The projected enrollment will be 20,300 students in Fall 2015. Union Report Professor Richard Wolfson congratulated the University for the enhanced landscaping and the professional and technical employees that maintain the campus in an safe and attractive manner. He congratulated the newly elected union representatives, new faculty, professional staff that was re- appointed, and those faculty that received promotions. Professor Wolfson commented that specialists now account for 10% ofthe faculty. Professor Wolfson stated that he did not have enough information to determine ifhe was in favor oft the School ofNursing and asked that the Board ofTrustees honor the continuation clause of the expiring collective bargaining agreement. The University received over 12,000 applications for approximately 3,000 incoming freshmen seats. The projected enrollment will be 20,300 students in Fall 2015. Union Report Professor Richard Wolfson congratulated the University for the enhanced landscaping and the professional and technical employees that maintain the campus in an safe and attractive manner. He congratulated the newly elected union representatives, new faculty, professional staff that was re- appointed, and those faculty that received promotions. Professor Wolfson commented that specialists now account for 10% of the faculty. Professor Wolfson stated that he did not have enough information to determine ifhe was in favor ofthe School ofNursing and asked that the Board ofTrustees honor the continuation clause ofthe expiring collective bargaining agreement. Mr. LaRossa stated that prior to the public session the Board of Trustees met in closed session and received an update on legal matters, discussed personnel matters, and conducted its annual presidential evaluation. Union Report Professor Richard Wolfson congratulated the University on the outstanding new Center for Environmental and Life Sciences and School of Business building. Professor Wolfson thanked the University for limiting tuition growth to 2% for the second straight year and for maintain the summer tuition discount. Professor Wolfson asked to be provided greater detail regarding the University's annual budget and that there be greater public discussion regarding the budget. He also stated that he hoped any increased administrative costs supported the University's academic mission. Professor Wolfson questioned whether the University was too reliant on debt financing for portions of its capital construction program. Professor Wolfson concluded by questioning the appropriateness ofl President Cole's compensation. Matters presented by the President Dr. Cole Dr. Cole announced that the University had received a historic $20 million anonymous gift that will enhance the School of Buiness' academic programs, prepare its 2,800 students to transition to careers in business and create more productive collaborations with the business community. The School of Business ribbon cutting will take place on September 10, 2015. The opening event for the Center for Environmental and Life Sciences, which has extraordinary laboratories and magnificent public spaces, will occur in October. The University has broken ground on Phase II oft the new School of Communications and Media building, which is scheduled for completion in December 2016. Reconstruction of Sprague Field has been completed. The new surface will provide a safe playing environment for the University's scholar athletes. Enrollment for the upcoming academic year is extremely strong, with over 3,000 freshmen enrolled. The University will welcome its first SAT optional class, which has produced a class with increased socio economic and geographic diversity and a higher grade point average than previous years. The University's residence halls are at 100% utilization and the University welcomes 22 new tenure track faculty. Dr. Cole introduced three new Deans: Dean of the School of Business A. Gregory Cant, Dean oft the College of Humanities and Social Sciences Robert Friedman, and Dean of Students Margaree Coleman-Carter. No. 3020 FY 2016 Tution and Fees Ms. Cali moved that the Board ofTrustees approve the tuition and fee rates for Fall 2015 through Summer 2016. The motion was seconded and approved unanimously. No. 3021 FY 2016 Meal plan and room rates Ms. Cali moved that the Board ofTrustees approve the room and meal plan rates for Fall 2015 and Spring 2016. The motion was seconded and approved unanimously. No. 3022 FY2016 Annual budget Ms. Cali moved that the Board ofTrustees approve the fiscal year 2016 operation budget for Montclair State University. The motion was seconded and approved unanimously. No. 3023 Motion to enter closed session: Mr. LaRossa made the following motion, which was seconded and approved unanimously: Be it hereby further moved pursuant to N.J.S.A. 10:4-13 that the Montclair State University Board of Trustees shall enter into Closed Session prior to the next scheduled Public Session to discuss the following pursuant to N.J.S.A. 10:4-12.b: 1) pending litigation filed against the University; 2) personnel matters; and 3) other matters which may arise consistent with N.J.S.A. 10:4-12.b.
