Nominations Committee Mr. LaRossa reported that The Nominations Subcommittee ofthe Personnel, Compensation, Nominations and Governance Committee met previously to discuss a slate of Board officers for two-year terms running from September 2015 to September 2017. Mr. LaRossa moved that the Board elect Mr. Hiltzik as Chair, Dr. Cuss as Vice Chair, and Mr. Maguire as Secretary. The Motion was seconded and approved unanimously. No. 3024 Resolution of Appreciation for the Departing Chair As his first official act as chair, Mr. Hiltzik moved a resolution thanking departing chair Mr. LaRossa for his energetic leadership and generous contribution ofhis time to the University. The motion was seconded and passed unanimously. No. 3025 6. Action: Annual Schedule ofMeetings Mr. Hiltizk moved, upon the recommendations of the Nominations Committee, that Board ofTrustees adopt the public meeting schedule for the Academic Year 2015-2016. Appointment of] Board Committee/Chairs for AY16 Mr. Hiltzik made the following appointments to the Board's standing committees for fiscal year 2016: The Executive Committee: Francis Cuss, Thomas Maguire, Ralph LaRossa, Douglas Kennedy, and Susan Blount The. Representative to the New Jersey Association of State Colleges and University: Ms. Cali Representative to the University Foundation: Ms. Cali Union Report Professor Richard Wolfson congratulated Mr. Hiltizik on being elected Chair ofthe Board ofTrustees and thanked Mr. LaRossa for his outstanding leadership over the past four years. Professor Wolfson remarked that the new School of Business building is impressive and has provided faculty and staff the ability to serve their mission. Professor Wolfson congratulated the 23 new faculty members. Professor Wolfson stated he supported all the contract awards on the Board's agenda and raised a concern regarding faculty parking. 8. Action: Naming of the School ofBusiness Mr. Hiltzik moved that the Board of Trustees rename the School of Business as the "Mimi and Edwin Feliciano School of Business". The motion was seconded and approved unanimously. No. 3027 9. Action: Lease of] Property Mr. Hiltzik moved that the Board of Trustees authorize and direct the President or the Vice President for Finance and Treasurer, on behalf of and in the name ofthe Board, to do and perform such acts and take such actions as may be necessary or required to execute and deliver a lease and all lease exhibits for space within land identified as Lots 3, 4, 5, 6, 10, 10.01, 11 and 16 in Block 251, Little Falls, New Jersey, in accordance with the general terms as discussed with the Board of Trustees. The motion was seconded and approved unanimously. No. 3028 Matters presented by the President Dr. Cole Dr. Cole announced that the University's enrollment was 20,465, which represented a 2% (443 students) increase over the same time last year. Dr. Cole stated that the graduation rate has grown at a higher rate than the enrollment, which was a great indicator that the University was successfully moving its students toward degree completion. Dr. Cole welcomed the new members of the faculty and staff and took note of the ribbon cutting for the School of Business building that was to take place later that afternoon, as well as the ribbon cutting for the Center for Environmental and Life Sciences, which will occur on October 13, 2015. She reported that construction was under way on the new School ofCommunications and Media, the renovation ofPartridge Hall, which will house the new School ofl Nursing and the Graduate School, and the former Ward Trucking Building, which will serve as center for clinical services, training over 500 students once it opens in January 2016. The Red Hawk Statue was installed outside College Hall prior to Homecoming and both current students and alumni enjoyed taking pictures with the statue. The opening ofthe School of Business building and the naming oft the Mimi and Edwin Feliciano School ofBusiness was a quite successful event with Lieutenant Governor Guadagno attending. The Center for Environmental and Life Sciences building also had its ribbon cutting this past month which was highlighted by an impressive panel discussion between retired U.S. Naval Captain Mark Kelly and Celegene founder Dr. Robert Hariri. Also, a number of events have been held on campus recently, including the Choose NJ board meeting, the first statewide summit on autism research organized by Dr. Gerald Costa, and Women's Entrepreneurship Week organized by Dennis Bone and headlined by Lieutenant Governor Guadagno and Bobbi Brown. Dr. Cole: reported that University graduation rates continue to rise with the 6 year graduation rate up 2% to 65.6%. Dr. Cole also stated that Professor Jeff Miller in the English Department achieved worldwide acclaim for his research which resulted in the discovery of the earliest known draft oft the King James Bible. No. 3053 Tuition Hearing Executive Director of Budget and Planning David Josephson provided an overview related to State appropriations, the budget, and comparative tuition and fee data. Mr. Josephson reported that the State of New Jersey operating support would fund less than 20% ofi the University's FY 2017 operating budget. The University does propose an increase in financial aid for merit and need based students. The University has increased need and merit based financial aid offered to students by 85% since 2011-12. James Anderson, Director of Financial Aid, provided an overview of financial aid programs, noting the increasing percentage ofUniversity funds devoted to need-based grants. He: reported that 3,000 students received the maximum grant in both the Pell Grant and Tuition Aid Grant programs in FY 2016. Montclair State's student loan repayment rate is 89% compared to the national average of 67%, which is a strong indicator that our students are gainfully employed post-graduation. In return, the Red Bulls have agreed to increase stadium seating at Pittser field and add amenities such as a locker room and ticket booth. The University's s relationship with Sony is beginning to be realized as the new School of Communications and Media construction moves forward on budget and on pace to open as scheduled in January 2017. Union Report Professor Richard Wolfson congratulated newly elected University Senate President David Trubatch. Professor Wolfson stated he looked forward to welcoming the new faculty in the Fall, and the professional staff appointed to 4 and 5 year contracts as well as those faculty receiving congratulated promotions. Professor Wolfson questioned the change in University policy regarding faculty use of versus Apple windows based desktop computers. The Union does not take exception with the proposed computers managerial salary adjustment pool, but rather, Profession Wolfson asked the Board of Trustees to advocate on behalf ofthe Union for its salary increases. Professor Wolfson then introduced Robert Neuman, the new President ofLocal 6025, which represents adjunct faculty and asked the Board to consider pay equity for adjunct faculty members. Roll call - As reported above. Minutes from the meeting ofJune 2, 2016 Trustees approved the minutes from June 2, 2016 as distributed. No. 3068 Matters Presented by the Vice Chair Dr. Cuss Dr. Cuss reported in closed session the Trustees reviewed the minutes from June 2, 2016, and received an update on legal matters. The Board also received a copy oft the Clery report for January - June 2016. The report will be appended to the minutes and made a part oft the permanent record. Matters Presented by the President - Dr. Susan A. Cole Dr. Cole reported that new student orientation has commenced as the University readies for the Fall term. In addition to the many physical plant and maintenance projects underway, the renovation ofPartridge Hall and the construction ofthe new School of Communications and Media buildings are on time and on budget and expected to be occupied in January 2017. The College of the Arts will benefit from the outstanding new studios and building technology being undertaken in partnership with Sony. Stone Hall has been given new life as a residence hall that will house approximately 145 students. The School of Nursing has received its first gift from the McMullen Family Foundation to fund scholarships for nurses at 3 Mountainside Hospital to continue their education, and the first class of students has been admitted to the University for the RN to BSN program. Union Report Dr. Laura Field, Instructional Specialist, spoke on behalf of AFT Local 1904. Dr. Field suggested the University increase tenure-track faculty and attempt to limit increasing fees that students, faculty, and staff are subject to. Dr. Field congratulated the thirty-two Specialists receiving full-time contracts with the University and recommended that the instructional and clinical specialists be recognized as part of the faculty, that the specialist compensation structure be increased, and they be given a role in the University governance structure. Personnel, Compensation, Nominations and Governance Committee Mr. McGoldrick stated that the Personnel, Compensation, Nominations and Governance Committee reviewed a list of new hires anticipated before the Board' S next meeting and met in Executive Session regarding the President's annual performance evaluation.
