City Council Meeting May 13, 2025 1. CALL TO ORDER: Regular Meeting called to order at 6:00pm by Mayor LeBarre. 2. ROLL CALL: City Council: Mayor Mike LeBarre, Mayor Pro Tem Carlos DeLeon, Council member Carlos Victoria, Council member Rob Cullen, Council members Oscar Avalos City Staff: City Manager Steve Adams, City Attorney Roy Santos; City Clerk Erica Sonne 3. FLAG SALUTE: The flag salute was led by Mayor LeBarre. 4. CLOSED SESSION ANNOUNCEMENTS: No reportable action from the last meeting. 5. SPECIAL PRESENTATIONS: A. National Public Works Week Proclamation presented to King City Public Works by Mayor LeBarre to Public Works Director Octavio Hurtado. The Mayor and the City Council expressed all their gratitude for what Public Works does to maintain the infrastructure for our city. 6. PUBLIC COMMUNICATIONS: David Scaroni, SGH, Handed out 2 messages for Council. He invited Council to an open house of farmworker housing. He stated that they want to meet with the Mayor and City Manager to discuss the amended project that they have applied for to extend to 2036. HCD is telling them to sue the City and they don't want to but the city is stonewaling them. Margarita Lopez thanked the City Manager for everything he has done. Her concern is where they go with the department heads leaving now. She feels that Code Enforcement and Patrol should be citing people who park vehicles for more than 72 hours. There are a lot of illegal parking. She thinks the Chief is doing a good job but he can't do it alone. 7. COUNCIL COMMUNICATIONS: Council Member Cullen stated he wishes everyone luck with the fair. Council Member Victoria stated next week is classified employees week. May 28th the district is having a district wide BBQ of the school district. He asked Mayor LeBarre to attend. As soon as we have a plan for the City Manager and changes at the Police Department he would like to get it out to the public. He would also like to see Bracero program recognition in the near future. Mayor Pro Tem Deleon stated he would like to request an analysis on stipends for city council as it hasn't changed in years. The council is in concurrence. Maybe on a June or. July meeting agenda. CITY STAFF REPORTS AND COMMENTS: City Manager Adams stated he had nothing to report this evening. City Attorney Santos had nothing to report this evening. 9. CONSENT A. Consideration: Wastewater Rate Increases City Manager Adams introduced this item introducing Alex Handlers with Bartles Wells Associates. He further stated that the public hearing notice had a mistake sO we will only be introducing four years to approve. Mr. Handlers introduced this item with a PowerPoint. The Mayor opened the public hearing. The City Clerk received 5 protests at the public hearing. Rosalba Savage spoke in opposition to the sewer rate increase. She had a few questions. She had a few suggestions. She also turned in the 5 protests. Mayor LeBarre closed the public hearing. City Manager Adams made some comments on questions. Action: Motion to adopt a Resolution amending the City of King monthly wastewater service charges beginning July 1, 2025 by LeBarre seconded by Cullen.
