CLOVIS CITY COUNCIL MEETING May 5, 2025 6:00 P.M. Council Chamber Meeting called to order by Mayor Mouanoutoua at 6:02 Flag Salute led by Councilmember Ashbeck Roll Call: Present: Councilmembers Ashbeck, Basgall, Bessinger, Mayor Pro Tem Pearce Mayor Mouanoutoua PRESENTATION = 6:03 6:03 = 1 - Presentation of Proclamation declaring May as Bike Month. 6:10 - 2 - Presentation and update by the Measure C Committee on Measure C Renewal. PUBLIC COMMENTS = 6:20 Bill Scott, resident, commended Mayor Mouanoutoua for his leadership in resolving the recent Clovis recycling contract controversy and presented him with a proclamation of thanks. Eric Rollins, resident, requested the Council explore becoming a charter city to assert more local control against state mandates. Steven Trevino, resident, expressed concern about the dangers of bull riding at the Clovis Rodeo. Bill Rogers, resident, announced that the Vietnam War memorial replica, the Wall That Heals, will be coming to Clovis in October 2025. CONSENT CALENDAR 6:30 Upon call, there was no public comment. Administration - Receive and File - Business Organization of Old Town (BOOT) Third Quarter Report, January through March 2025. 5. Planning and Development Services - Approval - Bid Award for CIP 23-28 Barstow Avenue Street Improvements to Dave Christian Construction Company, Inc. in the amount of $788,312.00; and Authorize the City Manager to execute the contract on behalf of the City. 6. Planning and Development Services - Approval = Final Acceptance for CIP 21-18 Clovis Avenue Street Improvements for a final contract cost $773,190.34. 7. Police - Approval = Annual Review and approval of Clovis Police Department Military Equipment Policy 706, Annual Military Equipment Use Report, and Renewal of Ordinance 22-03 in compliance with AB 481. PUBLIC HEARINGS - 6:32 6:32 ITEM 9 - Consider various actions related to the Big Dry Creek Canal Improvements Project at Letterman Park. Upon call, there was no public comment. ITEM 9a. Consider Approval = Res. 25-39, Amending the 2019-2020, 2023-2024, and 2024-2025 Community Development Block Grant (CDBG) Action Plans and the 2016-2020 Consolidated Plan to provide Community Development Block Grant (CDBG) and CDBG-Coronavirus Program funds to the Big Dry Creek Canal Improvements Project at Letterman Park in the amount of $187,000.00, for the prevention of the spread of Coronavirus by increasing the capacity for social distancing. Consider Approval - Res. 25-40, Amend the 2024-2025 Community Investment Program Budget for Parks Improvements, to include Big Dry Creek Canal Improvements Project at Letterman Park in the amount of $187,000. Motion carried by unanimous vote. 6:43 ITEM 10 - Consider Approval - Res. 25-41, Adoption of the City of Clovis 2025-2026 Annual Action Plan for the expenditure of Community Development Block Grant Funds. Steven Trevino, resident, asked if the organization represented by the young women accepts donations and how the public can help support them. Leticia Campos, Chief Programs Officer at the Marjaree Mason Center, explained that the organization accepts donations, provided details on drop-off locations and hours, and highlighted the availability of an online wish list for priority items. Dr. Jeni-Ann Kren, resident, asked about allocation. expressed concern about potential federal funding cuts to CDBG allocations and asked how the city would respond if funding were significantly reduced or eliminated. Motion carried by unanimous vote. 7:03 ITEM 11 - Consider various actions related to the Fire Hazard Severity Zones (FHSZ) as recommended by the California Department of Forestry and Fire Protection pursuant to Government Code Section 51178. ITEM 11a - Consider Approval - Res. 25-42, Adopting findings and designated fire severity zones by the California State Fire Marshal's Office (CSFM) as identified within the local response area (LRA). ITEM 11b - Consider Introduction - Ord. 25-07, Adding Chapter 4.4.1 to Title 4 of the Clovis Municipal Code Pertaining to adopting the Designation of Fire Hazard Severity Zones and Reflected in the FHSZ Map. Motion for approval by Councilmember Ashbeck, seconded by Councilmember Bessinger. Motion carried by unanimous vote. 7:14 ITEM 12 - Consider items associated with fees under the Planning and Development Services Department and find that the project is exempt from further environmental review under Section 15061(b)(3) of the California Environmental Quality Act Guidelines. Consider Approval - Res. 25-44, Approving the 2025 City of Clovis Planning Division fee schedule. Motion for approval by Councilmember Ashbeck, seconded by Counciimember Basgall. CITY MANAGER COMMENTS = 7:25 City Manager Haussler highlighted the success of the recent Trail Fest event in gathering community feedback for the General Plan Update. He announced a low-cost microchip and vaccine clinic at Clovis Animal Services, Saturday, May 10, 2025, an upcoming General Plan Page 3 of 4 workshop on Thursday, May 8, 2025, and encouraged members of the community to apply for the Clovis Youth Commission and the Measure Y Oversight Committee. COUNCIL COMMENTS - 7:26 There was a consensus of the Council to send a letter of opposition, on behalf of the Council, to Senate Bill 549 (Newman), the Gaming: Tribal Nations Access to Justice Act.
