PRESENTATIONSWORKSHOP - Section 1 1.1 Proclamation: National Public Works Week City Council Meeting MINUTES May 13, 2025 PUBLIC ADDRESS Chowchilla District Chamber of Commerce Manager Dillon Haworth updated the Council on Chamber events and outreach. COUNCIL AND STAFF VERBAL REPORTS = Section 2 2.1 COUNCIL VERBAL REPORTS Legislative, Collaborative Agency, Ad Hoc Ahmed attended the National Day of Prayer event, an economic development ad hoc meeting, and with a representative from the American Water Association. Mayor Pro Tem Troost also attended the National Day of Prayer event and the monthly meeting of Citizens Advisory meeting at the Valley Air Board. Council Member Chavez attended the City Leaders Summit in Sacramento. Mayor Smith National Day of Prayer event at Faith Hall; he and Mike Hedberg and Mayor Pro Tem Troost cleaned up along the parade route, along with Public Works staff. 2.2 STAFF VERBAL REPORTS Police Chief Palmer reported that since last meeting, the Chowchilla PD has responded to 1,850 calls for service. Conducted 860 proactive stops, resulting in 49 misdemeanor arrests, 9 felony arrests; 48 citations issued. Code Enforcement responded to 70 calls for service and took 21 different actions. That does not include the abatement calls. We are preparing for the fair and want to make sure everyone knows that our number one goal is to ensure we have a family friendly and safe environment. With that, reached out to Sheriff Tyson Pogue and he will have 4- 6 uniformed deputies there to support our uniformed officers. We will have zero tolerance for intoxication, gang activity or attire. Fire Chief Gaumnitz touched on the passing of Monty Pistoresi. In April, the department responded to 98 incidents, adding up to 488 individual responses for the entire month. He noted their involvement with the Chowchilla Fair from lighting the BBQ pit fires and standing by. He gave an update on the Weed Abatement Program. Public Works Director Rogers reported the Prop 218 notices have been mailed out with the public hearing set for June 24th. If residents have any questions, please direct them to Public Works sO that we can answer. He and the City Administrator attended a meeting with HSR to discuss the proposed frontage road improvements off of SR 152. HSR agreed to make the improvements that the City requested, improving Ave 23 %2 from Rd 16 to Chowchilla Blvd and Rd 17 % from SR 152 to Ave 24. Despite Rod's best efforts, they did not provide a schedule for when the improvements would be started. We completed and submitted the FAA grant application for the Airport Runway Rehab project. PG&E completed the undergrounding work on Washington Rd. in front of the new development. Staff has been and will continue working with the Fairgrounds for the fair this week. He and his family attended the Employee Appreciation BBQ at Schnoor Park. It was a fun event and we look forward to future ones. He thanked Council for putting it on and Director Wisener for her hard work on the event. Director Quintana reported that he has been tracking the alleged Rite Aid closure, with a second chapter of bankruptcy they have filed. Rite Aid released a list of stores marked for closure and sO far, Chowchilla is not on the list. He noted there was a developer who is interested in opening a pharmacy in town. Other than that, its business as usual, building permits are incoming, and Century Homes have pulled additional permits and inspections are ongoing. Collaborating with Engineering on the Public Works side for an encroachment permit for Maple Meadows project. City Council Meeting MINUTES May 13, 2025 Discussion ensued regarding pharmacy stores opening. Director Wisener is preparing for the Music and Movies in the Park summer events. Because of the Community Party in the Park that was added last year, there will now be 7 concerts this season. Central Valley Astronomers are booked to be in Chowchilla again, who do stargazing parties and work with kids on astronomy August 5 at Ed Ray Park. She applied and received a $5,000 grant from PG&E that is going towards Movies in the Park. The City hosted an employee BBQ and hope employee participation grows for next years' BBQ. After interviewing for the Pool Supervisor, one was selected. She has updated the agreements with the Community Soccer League and Adult Recreation. Lastly, she left pamphlets for Council on Madera County's Local Aging and Disability Action Plan, a multi-survey study across Madera County and for the Chowchilla area the feedback was a strong need for expanded senior services, better local transportation options and more social programs for the seniors. IT System Administrator Berrocal reported on the very recent new phone system deployment that is now in use. City Clerk McClendon attended the Employee BBQ and continue working with CivicPlus on the NextRequest launch. City Administrator Pruett met with Rancho Calera team regarding the new CFD and refunding of the CFD; attended the National Day of Prayer event, Community Task Force meeting, City Leaders Summit in Sacramento with Council Member Chavez, the Employee BBQ. Just received an email from Rancho Calera who sent photos of abating weeds on their property, and he took the time to ask about the condition of the billboards along highway 99. They were not aware of the condition they were in and stated they will work on them as soon as possible. Continuing to work on the budget, met with Community Development staff, and a met with American Water Association along with Council Member Ahmed.
