Motion by Commissioner Wible to approve the April 29, 2025 Commissioners' Meeting Minutes. All in favor. Motion by Commissioner Hann to approve Account Payables dated May 12, 2025, in the amount of $263,949.44. All in favor. All in favor. Motion by Commissioner Bunch to approve Payroll dated May 16, 2025, in the amount of $130,491.45. All in favor. Commissioners met with County Treasurer Bonnie Mellott Keefer to discuss transitioning of county offices. Commissioners met with IT Director Rick Grissinger to discuss 2-Factor Authentication quotes and Phishing & IT Security Training. Grissinger provided two quotes, one for partial employees and one for all employees. Grissinger noted that just over 35% of employees completed the Phishing & IT Security Training and discussed making the training mandatory. Motion by Commissioner Wible to approve a quote from Aspire for 2-Factor Authentication for all employee computers in the amount of $1,875.00 and also a quote from Elect Technology Management for the implementation for all county computers in the amount of $2,800.00. All in favor. Commissioners met with several individuals to approve a Proclamation for Mental Health Month 2025. In attendance were Erin Glenn, True North Wellness Services; Cori Seilheimer and Erin Nye, Franklin/Fulton MH/IDD/EI; Carol Slemmer and Scott Graham, Mental Health Association of Franklin & Fulton Counties and Melissa Masters, Centerfor Community Action. Motion by Commissioner Bunch to approve and proclaim May 2025 as "Mental Health Month- Turn Awareness into Action" in Fulton County encouraging all residents of Fulton County to: ACTION- Assess your mental health needs and the resources available to you; Choose a course of action; Take steps toward care; Identify additional supports; Observe what's working..or not; Nurture yourself. All in favor. Commissioners met with Building and Grounds Director Brad Seville to review quotes for fencing for recycling dumpsters located at Penn State Extension Building at 610 North East Street, McConnellsburg, PA and Forbes Road School District at 143 Red. Bird. Lane, Waterfall, PA. Motion by Commissioner Bunch to approve a Proposal & Contract from Benshoff Fence, Inc. to furnish and install fencing around recycling dumpsters at the Penn State Extension Building located at 610 North East Street, McConnellsburg, Pa and Forbes Road School District located at 143 Red Bird Lane, Waterfall, PA in the amount of $8,900.00. All in favor. Motion by Commissioner Bunch to approve and execute the 'Addendum to Custody or Trust Agreement" by Charles Schwab for the Fulton County Employees' Retirement System Plan. All in favor. The meeting with Recycling Coordinator Linda Doyle was listed on the agenda but was postponed to a later date to be determined. Commissioners met with James Eagler, Frankin/Fulton Drug & Alcohol Administrator, to approve an amendment to a grant agreement for the purpose of extending the term of agreement. Motion by Commissioner Hann to approve and execute "Amendment No. 1 to Grant Agreement No. 4100086647 between the Commonwealth of Pennsylvania, acting through the Department of Drug and Alcohol Programs and Franklin/Fulton Counties", with the purpose to extend the term of the agreement to December 31, 2025, originally entered into on July 01, 2020. All in favor. Motion by Commissioner Hann to retroactively approve Invoice #3382 from lluminated Integration for "Travel Time" and "On-Site Service Call" to repair the Fulton County Courthouse Sidebar issue. All in favor. Motion by Commissioner Hann to approve and execute a BFJRA (Bedford Fulton Joint Recreation Authority) Grant Letter to support Phase 1 ofthe TOPP Trail Development, funded by the PA Department of Conservation and Natural Resources and the Appalachian Regional Commission. All in favor. Commissioners met with Forbes Road School District Officials Clint Heath and Chris Seymore to discuss maintaining or relocating recycling dumpsters for safety purposes. A decision to hold off on purchasing fencing was decided. Motion by Commissioner Bunch to table the 2024-2025 PCORP Loss Prevention Grant Program Application until more information is gathered. All in favor. Motion by Commissioner Hann to enter into Executive Session at 10:40 a.m. for Personnel Matters. All in favor. Motion by Commissioner Hann to exit Executive Session at 10:58 a.m, All in favor. A brief Salary Board Meeting was held at 11:02 a.m. Separate minutes are on file. Motion by Commissioner to enter into Executive Session at 11:17 a.m. for Personnel Matters. All in favor. Motion by Commissioner Hann to exit Executive Session at 11:35 a.m. All in favor. Motion by Commissioner Hann to approve and execute a form submitted by the Sheriff's Department for a Bedford County Correctional Facility Inmate for physician services. All in favor. Commissioners: met with John Schriever, Sideling Hill Financial, for a review ofthe Krivak Trust accounts. Schriever noted that he would do another review later in the summer/fall. Motion by Commissioner Bunch to approve and execute the 3rd Quarter ACT 148 Certification Statement submitted by Stephanie Mellott, Services for Children, for period 1/1/2025 through 3/31/2025. All in favor. Motion by Commissioner Wible to approve the William Penn Printing Co., Invoice #25196ABS for Absentee Ballot Envelopes in the amount of $1,585.76. All in favor. Motion by Commissioner Bunch to approve the MaherDuesse. Invoice #1105284-P1 in the amount of $10,000.00 for professional services rendered in connection with audit services provided for the County of Fulton for the year ended December 31, 2024.
