117 Meeting of the Fulton County Commissioners - Tuesday, October 18, 2022 8:30 a.m. at the Commissioners' Office Present: Commissioner Ulsh, Commissioner Bunch & Commissioner Shives Absent: None Others Present: Fulton County Resident, Sandra Barton Commissioner Ulsh opened the meeting with silent prayer and all recited the Pledge of Allegiance to the flag. Commissioner Ulsh opened up the floor for public comments. Sandra Barton addressed concerns and asked questions relating to an article in the Fulton County News that stated Commissioners Shives had no knowledge of the lawsuit filed on Dominion Voting Systems. Motion by Commissioner Shives to approve the Commissioners' Minutes of the October 11, 2022 meeting. All in favor. Motion by Commissioner Ulsh to approve the Accounts Payable dated October 14, 2022 in the amount of $62,764.40. All in favor. All in favor. Commissioners spoke with Mike Lamb, Wessel and Co., via telephone for a bid opening of three Audit Service Proposals; Duessel, SEK and Zettlemoyer. Lamb said he would score the proposals and have ar recommendation for the Commissioners for the bid award on October 25th. Commissioners met with Chief Tax Assessor Michelle Sowers and Property Transaction Clerk Melissa Gordon to determine a decision on the tax appeals. The minutes are obtained in the Tax Assessment Office. Commissioners met with Sue Cubbage, Food Basket Director and Patti Hess, Food Basket Board Member, to get an update on a meeting held with Cubbage and CCA, Center for Community Action in regards to the Food Basket Truck on Friday, October 14th. Commissioners asked Cubbage to submit her letter of concerns to the Bedford and Huntingdon Commissioners. Commissioners asked Hess to reach out to CCA's Director Wendy Melius to request a copy of the Department of Enviromental Protection Recycling Grant used to purchase the Food Basket Truck. Cubbage also proposed for a bigger food basket facility presenting Commissioners with drawings from CES Engineering. 118 Commissioners met with Julie Dovey, Executive Development Director for Fulton Family Partnership, who presented Resolution 7 of 2022, supporting $100 million in funding for mental health initiatives. Dovey shared the importance of supporting the funding and asked for support in reaching out to local and state legislators on the matter. Motion by Commissioner Shives approving Resolution 7 of 2022, a Resolution of the County of Fulton, Commonwealth of Pennsylvania, supporting the recommendations of the Behavioral Health Commissioner for Mental Health. All in favor. Motion by Commissioner Bunch approving signatories on the Project Supplement No. 2022-01 Grant Cooperation Agreement between Fulton County and Alleghenies Broadband, Inc. All in favor. Chief Clerk Stacey Golden stated that there was nothing new in the Supplement Agreement but that itjust simply spells out the selection of Upward Broadband, amounts agreed to and timeframes which tie the two agreements together. Commissioners met with John Schriever, Financial Advisor at Sideling Hill Financial to review the Krivak Trust Fund. Schriever presented a portfolio review showing investments being down 8.45% and stating that there isn't really any "safe place" to move money at this time and recommended the possibility of a 52 week treasury bill. Schriever said he would follow up in a couple of weeks. Motion by Commissioner Bunch to approve Liquid Fuels County Aid Allocation Allotment to Brush Creek Township in the amount of $1,510.33. All in favor. Elections Director Patti Hess met with the Commissioners to explain the HAVA Grant Agreement and have it executed. Hess also gave an update on the absentee/mail-in ballots and preranvasing/anvasing for the November gth General Election. Motion by Commissioner Ulsh to approve Resolution 6 of 2022, Resolution of Support for Operation Green Light for Veterans. All in favor. Commissioners signed a Travel Request Form for the Probation Department to attend an Annual Juvenile Conference November 2-4, 2022 in Harrisburg, PA. Commissioners discussed the Penn State 4-H Educator position in Fulton County and asked that a meeting be organized to discuss in further detail.
