241 Meeting of the Fulton County Commissioners Tuesday, August 29, 2023 - 8:30 a.m. at the Commissioners' Office 6 e ONDN IATINA Present: Commissioner Ulsh, Commissioner Bunch and Commissioner Shives Chairman Ulsh opened the meeting with silent prayer and all recited the Pledge of Allegiance to the flag. Motion by Commissioner Shives to approve the Commissioners' Minutes of the August 22, 2023 meeting. All in favor. Motion by Commissioner Bunch to approve the Accounts Payables dated August 25, 2023 in the amount of $309,719.63. All in favor. Commissioners met with Patty Fix; Prothonotary/Jury Commissioner to present and discuss a retirement notice in her department. Fix proposed changing the position from a part time to full time position due to the increasing work load from the public. HR Administrator Mary Huston was also in attendance. A brief Retirement Board Meeting was held with Conrad Siegel and Raymond James. Attending were Dave Lytle and Jonathan Cramer, Conrad Siegel via Zoom; Denny Koons, Raymond James and HR Administrator Mary Huston. Separate minutes are on file. Commissioners met with Services for Children Director Christine McQuade to discuss the plans for implementation year 2023-2024 and the budget year 2024-2025. 242 Motion by Commissioner Bunch to sign the County Assurance of Financial Commitment and Participation for Fulton County Services for Children. All in favor. Motion by Commissioner Bunch to sign the CWIS (Child Welfare Information Solution) Data Sharing Agreement, October 1, 2023-September 30, 2024 for Fulton County Services for Children. All in favor. Motion by Commissioner Ulsh to approve an "Application of a Deceased Service Person" from the Veterans Affairs Department for James F. Smith, who served in the Vietnam War, in the amount of $100. All in favor. Motion by Commissioner Shives authorizing Commissioner Ulsh to sign the COSTARS Enrollment Form for Electricity Procurement Services. The agreement 'acknowledges and agrees that DGS BOP, with the assistance of Penn State Facilities Engineering Institute in the role of Manager/Adminstrator of the Program, is acting as a facilitator for COSTARS Members". All in favor. Commissioners met with EMA/911 Director Brian Barton to discuss standard emergency operations. Barton plans to meet with the Commissioners again for further discussions at a later date. Commissioners signed two Travel Request Forms from Services for Children to attend the 2023 PCYA October Meeting in Lancaster, PA, October 4-6, 2023. Commissioners also signed the August 2023 Pension Report for Retirees; a Supervision Fee Agreement from the Probation Department and a Physician Services Request Letter for an inmate from the Sheriff's Department. Commissioners met with Tom Krause and Daryl Jamison, both with Teamsters Local Union 992 for a third round of Union Negotiations. Also in attendance were Shop Stewards Jennifer Burdge and Darron Butts and also the county HR Administrator Mary Huston. The next meeting will be held on September 12, 2023 at 10:00 a.m. in the Commissioners Office. Motion by Commissioner Shives to adjourn at 2:15 p.m. All in favor.
