All in Favor 3* Opposed 0 Abstentions 0 *Since there was a lack of a quorum, additional votes were taken on all business presented at this meeting. Program None 1 Butler County Drug & Alcohol Advisory Board - April 15, 2025 Meeting Minutes REPORTS Director's Report SCA: Case Mamapement/freatment/Prevention Updates: The Center on Center update- The Center continues to be open three days a week from 1:00-7:00pm and membership has grown to over 130 individuals. The Center now offers weekly meetings including Refuge Recovery, a Professionals in Recovery meeting, an All Recovery meeting, and a Mothers/ Women in Recovery meeting. The center continues to work on the implementation of E-system to streamline membership applications, allow for electronic check-ins, and capture key demographic information as well as other information related to identified needs and interests. The Center on Center will be having a l-year anniversary celebration event on May 20th from 12:00-2:00pm. The event is open to everyone within the community and light refreshments will be provided. There will be a brief ceremony at 1:00pm to highlight the achievements made during the first year and to discuss plans for the future. e Annual Provider Monitoring- We will be wrapping up our provider monitoring at the end of April. As previously mentioned, this monitoring process typically includes all in-county contracted intervention, prevention, treatment, and treatment-related providers. e XYZ Rate Setting Process for FY 2025-26- The rate setting process continues to move forward, and we met with our regional committee, which included four other SCA's, to review 7 packets that had been submitted. The committee is scheduled to meet again this week to finish reviewing all packets and finalize rates. The finalized rates will be shared with providers by April 22nd. Providers who are not happy with the finalized rate are able to file a written appeal with the home SCA. Any unresolved SCA appeals are submitted to DDAP for a final ruling/decision. All SCA rates are required to be posted on the statewide website by June 10th. a County Overdose update- The total number of confirmed overdose deaths for 2024 is 43. This number is still not final as there is still 1 pending case for 2024. For 2025, as of last week, the number of confirmed overdose deaths remains at 3 and there are 4 cases still pending. For comparison purposes: at this time last year, there had been 8 confirmed overdose deaths with 6 cases still pending. Department of Drug and Alcohol Programs (DDAP) Updates: We submitted our pre-submission packet of materials in preparation for the 2025 monitoring review at the end of March. DDAP will be reaching out within the next month to schedule the onsite portion of the monitoring review. COVID and ARP Block Grant Supplemental funding update- 2 Butler County Drug & Alcohol Advisory Board - April 15, 2025 Meeting Minutes On March 26th we received correspondence from DDAP regarding COVID and ARP funding. They received notices from SAMHSA immediately cancelling these grants. According to SAMHSA, the grants were for a limited purpose related to the COVID-19 pandemic and now that the pandemic is over, the grants are no longer necessary. We were instructed to hold off on submitting invoices for January and February and plan for the possibility of these funds being reduced or eliminated. On April 1st, Governor Shapiro joined a multi-state lawsuit against the U.S. Department of Health and Human Services challenging this sudden and unlawful termination of critical public health funding. DDAP also filed a motion for temporary restraining order to block the grant terminations. On April 3rd, DDAP updated the SCA's about the above information and stated that in the interim, grants and contracts will continue at this time. SCA's were instructed to submit all invoices through February 2025 and prepare for submission ofthe March invoice as soon as possible. We did submit our invoices for January & February, and we were able to draw down the majority oft the remaining ARP funding designated for treatment and recovery housing services. The ARP funding designated for transportation services (25,000) may still be at risk because this service did not get up and running until sometime in March. On the prevention side of things, although we were able to move services/activities to other funding streams, there are some things that can no longer be funded with the loss ofARP funds. State Updates: Nothing to report Financial Report Cory Achezinski reviewed the state and county budget expenditures through March 31, 2025. Case Manager Report Tracey Hendrix reviewed the statistics for the Monthly Assessment Services and Client Location graph for March 2025. Prevention Report Lisa Gill gave an overview of upcoming Drug & Alcohol prevention events and trainings, along with recent and upcoming DARE graduations. Nominating Committee No report. PCCD Update Kristan Semmler reported there are seventeen (17) participants in the program. One individual in the LTR, one individual in a halfway house. Five are in IOP, six are in outpatient treatment, and three individuals are in jail. One individual is absconded, and there are two pending applications pending assessments. Drug Treatment Court Update Donna reported there are currently twelve (14) individuals participating in the program. Three people are in a halfway house, two individuals in inpatient, one individual in intensive 3 Butler County Drug & Alcohol Advisory Board - April 15, 2025 Meeting Minutes outpatient, and five individuals in outpatient treatment. There are two individuals incarcerated, both pending admission into inpatient treatment. One individual- whereabouts unknown. Council Members' Conerns/Comments/Amnouncements There were none.
