BOROUGH OF WIND GAP 545 East West Street WIND GAP, PA 18091 610-863-7288 FAX 610-863-1011 Wind Gap Borough Council meeting on Monday, May 5, 2025, was called to order at 7:00 p.m. by Council President George Hinton, at which time he reminded those present that the meeting was being recorded. In attendance were Council members: Steve Bender, Mark Crossen, Dave Manzo, Jason Boulette, Patrick Webber, and Alex Cortezzo. Also in attendance were Mayor Wesley J. Smith, Borough Solicitor Ronald Karasek, Borough Engineer Brian Pysher, and Borough Manager Louise Firestone. Absent was Junior Council person Olivia Bently. Wind Gap Borough Council was in Executive Session from 6:00 p.m. through 7:00 p.m. to discuss personnel issues. Council President George Hinton stated that no action will be taken this evening. PUBLIC COMMENT: No public comments were heard at this time. APPROVAL OF MINUTES On motion by Dave Manzo approve April 22, 2025, minutes and seconded by Patrick Webber. Roll call vote taken. In favor: S. Bender, M. Crossen, G. Hinton, D. Manzo, P. Webber, J. Boulette. Abstained: A. Cortezzo. Motion passed: 6- 0 -1. APPROVAL OF EXPENSES On motion by Dave Manzo approve the expenses in the amount of $42,259.58 and seconded by Patrick Webber. Roll call vote taken. Council agreed unanimously. SOLICITOR'S REPORT Attorney Karasek reported that he received an e-mail from the attorney who is representing the owner of 332 N Broadway and Silver Knight, Inc. The property owner has agreed to immediately cease all operations on the subject property, and he will remove all trucks on the subject property by early May. He will not appeal to the Wind Gap Zoning Board and he will not defend against the Borough's injunction complaint. Attorney Karasek added that the owner's solicitor will work with him and his engineer to prepare a new zoning application and a new revised site plan that addresses the deficiencies in question. ENGINEER'S REPORT Brian Pysher reported that the work at the complex is progressing. All of the base course is done, and sidewalks and curbing are done. The Borough requested additional time prior to Bracalente Construction doing the wearing course in order for the street department to 1 work on the rain garden and concrete pads for the dumpsters. We have the amended soil at the oottom of the rain garden but still need to do the planting and seeding. Fry's Plastic was contacted to order materials to install a dry well over by the salt shed to collect the rainwater from the downspouts on the west side of the maintenance garage. Brian spent time in the park laying out a concrete pad for a storage shed that is going to be installed. The Green Knights had a contractor come in to install topsoil around the backstop and hyper seed everything around the area that was dug to install the backstop and fencing. The GKEDC's concrete contractor will be doing the installation of the dugouts and bleachers. Brian did send letters, certified and regular mail, to two property owners on School Alley. They have until May 12, 2025 to remove all the vegetation and any other encroachments that are there in preparation for the borough project of straightening the alley with stone. NEW BUSINESS Accept Resignation of Assistant Street Foreman, Kyle Hester On motion by Dave Manzo to accept the resignation of Assistant Street Foreman Kyle Hester and seconded by Patrick Webber. Roll call vote taken. In favor: A. Cortezzo, M. Crossen, G. Hinton, D. Manzo, P. Webber, J. Boulette. Opposed: S. Bender. Motion passed 6-1. George Hinton said that next step would be hiring someone to fill that position. By contract, if the job is posted, the current street employees are allowed to apply and they would have to be interviewed for the position. The Borough has the opportunity to fill the position from the out of the current work force should the two employees that we currently have do not have the necessary qualifications to fill the position. On motion by Jason Boulette to hire a new Steet Assistant Foreman and seconded by Patrick Webber. Roll call vote taken. Council agreed unanimously. 2. Jason Boulette reported that Louise asked if he would attend the Lehigh Valley General Assembly. They are developing a training course specifically for traffic impact, which is something that is a concern to all of us. They hope that this will be useful for planning commissioners, borough council, engineers and solicitors. Some of the things they are going to cover including calculating transportation impact and traffic impact studies, but unfortunately, this is not on the schedule yet. They also showed a housing dashboard that allows officials to see how many housing units are available, the price of houses and rentals. OLD BUSINESS George Hinton reminded Council that the Slate Belt Regional Police Commission meeting is scheduled for tomorrow evening in our conference room beginning at 5:00 pm.
