MINUTES Troy Recreation Board Meeting Wednesday, April 16, 2025 4:00 p.m. Hobart Arena Members Present: Marty Hobart, President; Tom Dunn, Vice President; Ashley Reed, Secretary; Eric Herman and Lindsy Fisher. Others Present: Kenneth Siler, Director of Recreation; Carrie Slater, Assistant Director of Recreation; Alli Schiffer, Arena Office Manager; Nate Ford, Facility Operator; Korey Wise, Facility Operator and Jared Wullenwebber, Facility Operator. The meeting was called to order by the President of the Recreation Board, Marty Hobart. The minutes of February 19, 2025, Recreation Board meeting were read. It was moved by Mr. Dunn and seconded by Mr. Herman that the minutes be approved as read. Motion carried. The Director introduced Nate Ford, Korey Wise and Jared Wullenwebber to the board. They are the three newest Hobart Arena Facility Operators. Korey started in October of 2023. His father also works for the city. Nate started in August of 2024. Jared Wullenwebber started in March of 2025. The Director told the board that between all the positions throughout the Recreation Department and the Arena, we are now at full staff. They have all been great additions. The last couple ofweeks with the ice being off, they have been working on a lot of events and a lot of hours related to those. They have also been working on maintenance projects that they are not able to do when there are events, ice down and people using the building 18 hours a day. All board members introduced themselves to Nate, Korey and Jared. Mr. Hobart told them the Arena and Recreation Department have excellent staff, and the board is very proud ofe everyone and appreciates them being here and keeping the place spotless. Mr. Herman said the arena was unbelievable. The arena is always clean, things are where they should be, etc. He thanked the staff for the great job they do. The Director said staff work well together as a team and he is very fortunate to have the best crew across the city. The Director informed the board that all summer program registrations have begun. To date, there are 29 tents reserved for Float Troy. Reservations are slightly down from last year. Mr. Hobart asked about the low dam removal. The Assistant Director told him it keeps getting bumped back. The project has been pushed back to fall. Youth hockey registrations started on April gth. There are currently 27 kids registered. Registrations are ahead ofwhere they were last year at this time. The first round of evaluation skates for the travel teams were held three weeks Troy Recreation Board Meeting Wednesday, April 16, 2025 Page 2 ago. The second round will be held this week. The Troy Bruins Hockey Boosters sponsor the second round since there is no ice at the arena. They are held over at Springfield Chiller SO that all kids are able to be evaluated for the teams. Summer adult hockey registrations began that same week. There are 38 participants registered to date. The maximum number is 48. The Director anticipates that with every session it will be full within the next week or ten days. The Director informed the board that the next event at the arena will be the Irish Dance next weekend, April 26th. Upper Valley Career Center will have their Achievers Recognition Ceremony on Apil 29th The Ohio Baton Twirling Championships will be held on May 3rd and 4th. The Center State Academy of Dance Spring Recital will be held on May 10th & 11th. Graduation ceremonies will be held May 15th through May 30th. There are seven graduation ceremonies plus two awards assemblies. There is a Dance Recital on May 31st. Once that is completed, staff will get the floor cleared, glass installed and start to chill the floor on Monday, June 2nd. Summer ice will start on Monday, June gth. The Director is working with a couple of promoters and the talent buyer to try to finalize the event schedule for the fourth quarter of 2025. The Director reminded the board that an offer was initially submitted for the Brett Eldredge Christmas Show Tour. He has an annual Christmas show tour that he does. It is the only tour he is doing this year. It creates more demand and interest in seeing him. The offer submitted for his show was initially set at $75,000, however, they came back with $100,000. The Director would like approval to submit an offer of$100,000 for the Brett Eldredge Christmas Show Tour. It was moved by Mr. Hobart and seconded by Mrs. Fisher to give the Director approval to submit an offer of$100,000 for the Brett Eldredge Christmas Show Tour. Motion carried. The Director informed the board that maintenance staffhave been mulching outside ofthe arena and pool facilities, doing touch-up painting throughout the building and cleaning the dasher boards. They are also working on doing some painting in the main arena space as well as replacing some ofthe kickplates on the dasher boards and rebuilding some things in the compressor room. There are several projects taking place or getting scheduled with contractors. The Director reminded the board that it was budgeted to replace the condenser, which he was hopeful it would make it through the season. It has already been replaced. It was replaced the first week the ice was off. They have been doing work on replacing one of the wells. They are waiting on a part and will be back on Friday to complete it. Ifthe weather holds out, there is about ten days set aside over the course of the next six or eight weeks to have the parking lot seal coated, which is overdue. The parking lot was done six years ago. It is recommended to have it done every three to four years. Roofr replacement for the back corner ofthe building is scheduled for July. The Director is working on events for the fourth quarter. He is also working on Treasure Island events preparing contracts, food trucks, alcohol permits, insurance coverage, etc. Troy Recreation Board Meeting Wednesday, April 16, 2025 Page3 The Director updated the board on the roundabout project at the corner of Staunton Road and Adams Street. The original plan was to start the first part of. June after the Strawberry Festival. He thinks it is going to be delayed because they are trying to work through some details. It may start late summer or fall. It may not be as impactful as thought. The Assistant Director informed the board that pool memberships are still on sale. They have until the end oft the month to receive $10 offt the normal price. Sales are around what they typically are at this time oft the year. The Assistant Director reminded the board that in December, the unions had proposed getting a free pool membership for city employees and how that was implemented with their contract. To date, there are approximately 61 families that have taken advantage ofthe free pool membership. They have all been implemented into the system SO that they can receive their free pool membership for the summer. Swim team registration began earlier than they typically do. Registration began in February. Last year there were 160 participants. That was the largest swim team has ever had. Challenges were faced with pool space and working with water aerobics, swim lessons and everything else that goes on in the morning. This year the Director decided to cap the swim team program at 160. There was some shifting around of when swim lessons started and the maximum capacity oflessons in order to accommodate. So far, the projected times for swim team practice was moved, and the start of swim lessons is working out. There are currently 134 participants registered for swim team. As ofyesterday, there are 29 participants who swam on the swim team last year that have not registered. Tomorrow is in-service one for lifeguard staff at the Troy Aquatic Park. As oftoday, there are 41 lifeguards hired. There are 12 lifeguards in the current lifeguard class that the Director and Amanda Setser are teaching. They will be certified before the pool opens. Ofthe 41 lifeguards, eighteen are 15 and 16 year olds. There is a very young crew this year, which will present some different challenges that the pool has had in the past, but the Assistant Director feels very comfortable that with the in-services that were held in May, those young individuals will know what their expectations are. It was moved by Mr. Hobart and seconded by Mrs. Reed to request authorization from City Council to advertise for bids for a new ice resurfacing machine not to exceed $150,000. It is in the 2025 budget. The timeline that was given is approximately 12 months, SO the equipment won't be received in 2025. The Director will be working on getting the bid specs finalized SO that they are prepared to go for bid. Motion carried. It was moved by Mr. Hobart and seconded by Mr. Dunn to authorize the Recreation Board President to sign a letter of support for the City's application for a $190,000 UVMC Community Benefit Fund Grant for the purchase and installation ofaccessibility turf to compliment the new ADA-accessible playground equipment at Duke Park. Ifthe grant is approved, the City will provide the stamping oft the UVMC logo onto the new accessibility turf at Duke Park. This has already been approved by the Park Board. Motion carried. Troy Recreation Board Meeting Wednesday, April 16, 2025 Page 4 The board reviewed updated Field Use and Facility Use Policies. The Director informed the board the Alli Schiffer will be going over the policies with the board. She has been working on the AEDs that have to be installed at any park locations where athletic contests or sporting events take place. She informed the board that on the Field Use Policy there have been a couple of changes on page 8. Rule 13 was added, which is requiring that all teams follow the state Concussion Law and the state Lindsay's Law, which is about cardiac arrest. It is already mandated through all the leagues that our field users play in. The department felt it needed to be added as part of the rules and regulations for all the necessary training that they are required to do. On page 9, a small modification was made to the roster information. The biggest piece added was on pages 15-21. The state passed House Bill 47, which requires AEDs at all sporting facilities where all games are played. It was a mandate for schools and school facilities. It also includes recreational indoor and outdoor facilities. All requirements were met for indoor facilities and the pool, but AEDs were not accessible to the public in the parks permanently. The Park Department along with the City Electricians are finishing up the project. A public facing AED has been added that will remain outside all year long in a locked cabinet with a heating component to the Duke Park softball concession stand between fields 3 and 4, the Duke Park football concession stand, which is on the north facing wall. There will be one placed on a post on the bike path trail head on the south end oft the facility at the soccer fields (Duke Park soccer fields 5-8). The AED will remain at the Pickleball courts for the users to be able to access. An AED has been added in Archer Park on the restroom facility by the baseball fields, North Market Street ball fields on the men's restroom side for the High School teams to be able to use as well as the recreation programs that are held there in the summer, Trostle Park/Mercer Field on the white storage barn/shed near the porta john and Troy Community Park on the back side ofthe brick shelter that faces the barn in the park. All units are coded the same way. The code will be given to all field users to be shared with all coaches in case they need it in an emergency. If anyone from the general public needs the AED, it is marked on the cabinet for them to call 911 to get the code. Alli and Carrie will be working with 911 to provide them with the code in case anyone calls in. As part of that, an AED emergency action plan had to be created. It has been reviewed by the City Law Director and he has approved it based on State Law. All users and organizations will be required to sign a waiver stating that they shared the information with their coaches. There is a map showing locations where all AEDs are located. The same information has been added to the Facility Use Policy. Mr. Hobart asked ift there was an AED at Treasure Island. Alli told him that the law specifies it must be anywhere youth sporting events or activities are scheduled. Because Treasure Island doesn't have sporting events or activities. He also asked about the lifespan of the AEDs. The AED batteries last up to 5 years and the pads are between 3-5 years. It was moved by Mr. Dunn and seconded by Mr. Herman to approve the updated Field Use and Facility Use Policies. Motion carried.
