Borough of Sykesville Council Meeting May 5, 2025 The regularly scheduled meeting of the Sykesville Borough Council was called to order at 7:00 P.M. with the Pledge of Allegiance by President Michele Yamrick. In attendance were Michele Yamrick, President; Elaine Fike, Vice President; Nate Alvetro, President ProTem; Council Members: Ron Morris, Sherry Pruzinsky, Don Reid, and Gabriel "Butch" Sweka; Mayor Gail Cunningham; Solicitor Nicholas Gianvito. Visitors were Justin Felger (Courier Express) VISITORS CONCERNS: No visitor concerns. CORRESPONDENCE: Nothing to report. OLD BUSINESS: A motion to approve April 21, 2025, Council minutes was made by Councilman Don Reid and seconded by Councilman Ron Morris. Motion carried. Solicitor Nicholas Gianvito updated Council that last week he received the survey and meets and bounds description for the Postal Service (which he immediately forwarded to the USPS). He received a call from Bob Shap informing him that the USPS's attorney is out of the office until May 15th. The plan is to do an electronic signing to hopefully speed up the filing process. Since we are waiting for the approval of the survey and meets and bounds description, settlement call 3 and 4 have been changed. Settlement call #3 will either be June 23rd or June 25th instead of May 7th. Settlement call # 4 will either be June 30th or July 2nd instead of May 21st. Solicitor Gianvito presented Council with an agreement between owner and contractor for construction contract (stipulated price). He informed that he reviewed the agreement and everything seems to be in order, it just needs to be approved. A motion was made by President ProTem Nate Alvetro and seconded by Councilman Ron Morris to approve and sign the agreement between owner and contractor for the construction contact for the stormwater project. Motion carried. 1 Solicitor Gianvito presented a revised resolution to reimburse the General Funds used to construct improvements to its stormwater conveyance system (PennVest did not like the language in the prior resolution). A motion was made by Vice President Elaine Fike and seconded by Councilman Butch Sweka to approve Resolution No. 05-05-2025 DECLARATION OF OFFICIAL INTENT TO REIMBURSE GENERAL FUNDS USED TO CONSTRUCT IMPROVEMENTS TO ITS STORMWATER CONVEYANCE SYSTEM WITH FUNDS RECEIVED FROM THE PENNSYLVANIA NFRASTRUCTURE INVESTMENT AUTHORITY". Motion carried. Regarding the Railroad easement, Solicitor Gianvito received assurances from the Florida office. The document with the wet signature was sent to them and they received it, and they will be sending it to the Syracuse office to have it signed there. It will then be FedEx back to Solicitor Gianvito's office to be filed. Council reviewed cost estimates from the previous meeting (4/21) for arring/chipping/paving/seai coat/surface treatment. President ProTem Alvetro informed that paving for all VanWoert Alley would cost $41,020 for a 4" of 19mm binder and $30,780 for a 3" of 19mm binder or the Borough Crew could do the prep work scratch/blacktop) and the alley could be tarred and chipped for roughly $7,020 (Council agreed with this option). Councilman Reid stated that he is not in favor of tarring and chipping Memorial Park Road or Willow Alley. Councilwoman Pruzinsky stated that her grates are falling in on VanWoert Street. After further discussion, a motion was made by Councilman Ron Morris and seconded by Councilman Butch Sweka to accept the proposal for all roads listed for seal coating/surface treatment. Councilman Don Reid and Councilwoman Sherry Pruzinsky opposed. Motion carried. A motion was made by Vice President Elaine Fike and seconded by Counciiman Butch Sweka to advertise for acceptance of bids for the tarring/chipping of the proposed roads, and separate bid for paving of Van Wort Alley. Councilman Reid opposed. Motion carried. Proposal is attached. CREW FOREMAN REPORT: Absent. Nothing to report. COMIITEE REPORTS: Public Works: President ProTem Alvetro informed Council that last week the Borough Crew had a water leak at the residence 135 South Park Street. The Crew successfully shut the water service off and discovered from the curb stop, the line runs over to the house, and it's supposed to run to the meter. A T was placed on the line 2 that only showed water being used to the kitchen and bypassed every other area of the home. Mr. Gamble informed the homeowner that the water will not be turned back on until the line is replaced and inspected by the Borough before being back filled. A motion was made by Councilman Morris and seconded by President ProTem Alvetro to send a letter to the residence of 135 South Park Street informing them of the procesy/requrements of their line before water service is restored. Motion carried. Finance/Personnel: A motion was made by Councilwoman Pruzinsky and seconded by Councilman Butch Sweka to accept and pay J&M Accounting & Tax Services Inc. $1,214.70 for their monthly retainer for April 2025. Motion carried. Vice President Fike informed that there was a power outage in the office and the time clock needed reset (reason for employee time write ins). Ordinance, Health & Safety Nothing to report. Utilities: Nothing to report. Parks, Recreation and Planning: Councilman Ron Morris informed that the light switch timer for the tennis courts have been fixed/replaced. Police, Mayor, Fire, Code Enforcement: Councilman Reid informed Council that Suzanne Sonnie was inquiring about the temporary speed bumps (would have to be moved for the winter months) for VanNess Street and Stahl Park. President Yamrick stated that estimates will need to be obtained. Councilman Reid stated that he asked Foreman Williams about a month ago to get estimates. Solicitor Gianvito: Nothing to report. 3 NEW BUSINESS: Nothing to report. EXECUTIVE SESSION: No executive session.
