This month's bills include General Fund - $19,076.02, Community Center Fund - $7,365.13, and Community Improvement Fund - $4,535.09. A motion was made by Councilman DeAngelo and seconded by Councilman DePanfilis to pay the bills as presented and to accept the finance report. Motion carried unanimously. Mayor: Mayor Paget reported on his volunteer positions and personal matters. 260 Police: Monthly report is on file. Chief Clopp reviewed his report which included information on the department's recent events. He informed the public that the county has switched to a new digital radio system that will not be picked up on scanners. Chief Clopp presented a quote from Cavalier Roofing for $9,850.00 to cut an additional opening into the police garage building and install a garage door. After a discussion on the use of the space, a motion was made by Councilman Poague and seconded by Councilman Imbrogno to approve the quote with funding from previous years Act 13 funding in the general fund. Motion carried unanimously. Chief Clopp presented a quote from Advanced Computer Solutions for $10,149.83 for two new computers, monitors, a server, and installation for the police department. A motion was made by Councilman Poague and seconded by Councilman Warmbrodt to approve the quote for computers with funding from previous years Act 13 funding in the general fund and to support a county Act 13 grant for this project. Engineer Miller reported that the bids are being prepared for the Johnsonburg Community Center's Ballroom Air Conditioning Project and the CDBG Slum & Blight project on Bergen St. and First Ave. Discussions were held on other outstanding projects including the Bridge St. sidewalks, Flood Mitigation Grant culvert study project, and Johnsonburg Community Center Heating and A/C Project. Recreation Board: Minutes and monthly reports are on file. A brief discussion was held on the fitness room ceiling. Council Committees: President Maletto will be setting up a public works committee meeting with the Johnsonburg Municipal Authority to discuss the sewer line behind the Johnsonburg Community Center. Solicitor: Solicitor Thomas reported that he has reached out to the PA Borough Solicitor's Association for guidance on our code properties. A discussion was held on property maintenance issues. Municipal Authority: Johnsonburg Municipal Authority Manager Brian Buesink was present to update Council on the authority's current projects. He reported that the authority's recent Department of Environmental Protection inspection was satisfactory. 261 Old Business: None presented. New Business: 1. A motion was made by Councilman Poague and seconded by Councilman DeAngelo to approve Resolution 03-2025 which allows the borough to apply for a Department of Community and Economic Development Municipal Assistance Planning grant for the Community Heart & Soul program. Motion carried unanimously. 2. A motion was made by Councilman Poague and seconded by President Maletto to approve Resolution 04-2025 which sets the Tax Collector Compensation at 3% during the discount and face periods of collection and at 5% during the penalty periods of collection. This rate will go into effect on January 1, 2026. Motion carried unanimously. 3. A motion was made by Councilman DePanfilis and seconded by Councilman Imbrogno to allow Secretary Kilhoffer to sign the contract with Zambelli Fireworks again this year once it is provided by Domtar. ARS ENGINEERING SERVICES Engineer's Report - March 10, 2025 Johnsonburg Borough Council Meeting The following is a summary of work performed over the last month, including updates on current project status, provided herein for your review: We have been working with the Elk County Planning Department to get the required Environmental Review completed along with multiple DCED reviews. Once these steps have been cleared we will begin finalizing the demolition specs and get the project advertised. We also assisted Emma with condemnation letters for each property and she has submitted four (4) PHARE grants to assist offset the balance of costs not covered by the Borough's FY 2023 Elk County CDBG grant. We completed the Project Specifications and Bid Packet for the JCC Ballroom Air Conditioning Project and those were sent out to seven (7) local HVAC contractors in lieu of advertising based on estimated cost. No pre-bid meeting was scheduled; however, we did meet with one (1) contractor and another who expressed interest has completed several projects at the JCC and is familiar with what was proposed in the Ballroom. Multiple contractors expressed interest and any bids received will be opened at the March Council Meeting. Funding for this project has been made possible through a grant from the Doris Stackpole Foundation and was specified for the. A/C in thel Ballroom only. We continue working on finalizing Project Specifications and a Bid Packet for sidewalk replacement along Bridge Street adjacent to the Market Street intersection. We were required to submit a CDBG application in accordance with DCED requirements for this new scope of work and that has been submitted to the Elk County Planning Office for their use. There are a few remaining steps that needi to be cleared up by the County but once those are we will complete the project specs and this project will be advertised; the County will conduct all advertising and bidding. We anticipate this will take place in early Spring with a late Spring/Summer timeline for completion. The new scope of work will cover new sidewalks along Bridge Street from the intersection of Market Street to the alleyway between Market and Penn Street along the Brick Block and JMA Office. Funds for this project will come from the balance on the Borough's 2021 CDBG Center Street Storm Sewer Replacement Project. We continue to review the draft copy ofthe final version ofthe Flood Study Report submitted to us by TranSystems. We anticipate copies being sent out to Council later this month for review. We continue to be on track to finalize report and close out the project in advance of the June deadline. Funding for this project has been provided through a DCED Flood Mitigation Grant. Emma has started to identify potential funding opportunities for the next phase(s) of the stormwater project and we are currently reviewing those tosee ifthey are. feasible options. P.O. The Foundation anticipates announcing those awards by the end ofMarch. We continue to work on potential funding opportunities to cover the remaining heating and air conditioning upgrades at the Community Center. The remaining areas include the Third Floor Kitchen, Band Room and Parlor. Ifsuccessful the entire building would run independent of the existing steam boiler which would then be shut down. To date it appears the existing boiler has continued to perform relatively well throughout this Winteri in spite ofthe extended colder Winter weather. We continue to finalize the Hemlock Street Stormwater Project plans, project specifications and bid packet. We continue to anticipate completing the design and advertising oft the project in the first quarter ofthe year. Funding for this project has been provided through an ARPA PA Small Water & Sewer Grant previously awarded by the Commonwealth Finance Authority. We attended the CDBG/HOME grant funding training seminar on February 21, 2025 which was sponsored by Redevelopment Authority of Clearfield County in conjunction with both the Clearfield and Elk County Planning Departments. The training was an update on these current projects and was attended by several local contractors in addition to engineers and Planning staff. Elk County recently was approved for DCED's HOME program which will be available for repairs/upgrades to low to moderate income residential homes. A recent stormwater issue developed on Harrison Avenue in the area where the Borough upgraded the storm drain last year. Apparently National Fuel broke two (2) drains that were connected to the original storm sewer when they were installing their new gas line and these were never reconnected as they were buried in backfill. The combination of recent rains, snow melt and ground thaw from warmer weather had these drains running and they eventually broke through the hillside out onto roadway. National Fuel was notified and they have reconnected the old drains to the new stormwater sewer. I've been unable to contact the owners of the property at 542 Glen Hazel Road. After multiple attempts to contact them I finally sent a summary notification to the address I believe to be associated with the owner outlining the code violations, specifically accumulation of refuse as they left a pile of contents from inside the home out on the front lawn. We have one pending uninhabitable due to failure to pay the water bill. Ileft3 door hanger notices; all were for trash on or around the property. Ispoke to the homeowner of 520 Penn Street regarding the vehicle they have tarped between them and the neighboring home. informed her that the car needs to be brought up to code or moved to a covered garage out of sight otherwise iti is in danger of being towed. She explained that it is a "race car" and that it will be moved to a friends place to have work done on it. spoke with Robin Engl-Taylor about the vehicles parked outside of her home at 109 Main Street. She had been previously informed that the vehicles were in danger of being towed to which she requested an extension to take care of them. She failed to take any action to rectify the situation in that time and became irate when I told her they need to be moved or brought up to code. N - - The third Community Heart & Soul meeting took place at the Heritage-Education and Welcome Center on February 4. This meeting had our largest groupyet, which created 4 the opportunity for some great discussions. The theme oft this meeting was "Who Lives, Works, and Plays Here. 99 We created different boards representing groups within the community and brainstormed what brings those people together. We discussed what we love about where we live and who benefits from those amenities. Our next meeting will be at the Ridgway Senior Junction on February 25. : Johnsonburg and Ridgway will be submitting a joint application to the Municipal Assistance Program to fund the Community Heart & Soul program. These funds have already been designated for the program by the boroughs as of last year. Additionally, PA Humanities has graciously offered to pay for Coach Alice's position through a grant that I will submit later this spring. With this contribution as well as the facilitator position already being paid through my position, the boroughs are massively exceeding the benchmark of progress for where we're at in the program. Olson Park planning has begun. For this renovation, I have met with the Ridgway Parks Revitalization Committee to itemize current equipment and evaluate what needs to be repaired, replaced, or removed. Several grants are being considered at this time, but eligibility requirements are still being evaluated. While many have been affected by the federal funding freeze, our boroughs are fortunate enough to not be actively involved in any federal grants at this time. For the time being, we are only minorly affected by trickle down effects. Johnsonburg is moving forward with the implementation ofits Strategic Management Program (STMP). Terri Kunckle from DCED has helped us to identify which items are most pertinent at the moment. Her recommendations were largely related to code enforcement and work order software, handbook updates, and a blight study. Rachel Kilhoffer and I are working together to obtain quotes from various vendors for these items, and we will subsequently compile a submission for STMP Phase II. I've had several organization meetings this month, including Community Heart & Soul, the Family Resource Network, Leadership Elk-Cameron, the Harvest Daze Committee, and the Chamber of Commerce. There seems to be more and more collaboration and exciting changes on the horizon around our region. I am consistently blown away by our residents' passion and drive to better their communities. If anyone has any specific questions regarding these groups, I am happy to discuss them further. At this meeting, the group discussed motivating factors and the draft budget. After budget finalization, the Boroughs' application for DCED's Municipal Assistance Program was submitted. Funds from this program will be used to facilitate ohnsonburg-Ridgway Community Heart & Soul. Several DCED representatives hosted a meeting at Johnsonburg Borough to discuss a strategic plan for development. Members ofm multiple local organizations were present at the meeting, including the Johnsonburg Rotary, Johnsonburg Chamber of Commerce and Johnsonburg Area Development Corporation. Rep. Mike Armanini was also in attendance, as well as delegates from Rep. GT Thompson's and Senator Chris Dush's offices. This meeting included a presentation from DCED representative John McGranor, small group discussions, and a large group discussion. Funding has been secured to install a chain link fence around West End Park. Funding sources include a PIRMA Loss Control Grant, the Elk County Development Fund, the Harrison and Muriel Dauer-Stackpole Fund, and a generous donation. This fence is a major safety improvement that will greatly benefit the community. The Chamber ofCommerce is hosting the Elk County Road Race, a scavenger hunt throughout the region. This event will highlight local establishments and feature a variety of prizes. There is little to report on at this time as locations are being kept top-secret. Johnsonburg discussions include the history of Elk and Cameron County, the Lumber Heritage Region, and the Brick Block. The group will have lunch at the Brew Bank before a downtown walking tour and discussions about the community. Johnsonburg Borough is submitting five applications for PHARE funding. These funds will be used to demolish five dilapidated, condemned residences on Bergen Street and First Avenue. Partial funding for this project was acquired through a CDBG grant. Removing these blighted houses will improve the safety and aesthetic ofthese neighborhoods, as well as create more space to increase Johnsonburg's housing stock. A seed grant is being requested from PA Humanities to support Johnsonburg-Ridgway Heart & Soul. This $10,000 will be in addition to the $10,000 from DCED and the cumulative $10,000 pledged by the Boroughs for the Municipal Assistance Program. Dehumidifier in Weight Room We are still waiting for. Jon Updyke to come fix it. It is technically not a dehumidifier; it is an exhaust vent. Jon said that he has the stuff for it, he just has to find a time to do it. Tara Poague called Jon and told him he needed to get it done by the end of January. If he could not do it he needed to drop the equipment off that we already paid for SO we can have someone else do it. He said that he would be here by the end of January, but has not showed up yet. Jim and Tara have both reached out to him since then and he said he will be here as soon as he is finished with a big project that he is currently working on. 2.) Weight Room Ceiling The ceiling is starting to leak a little bit again. This started once we started having the heat on again. Maybe once the dehumidifier is finished and done the correct way, this will help completely stop the leak. Ricky Love is also going to come and reseal the patio where it meets the wall. This was done by cavalier years ago, but Ricky is going to try a different material this time. 3.) Water in Ladies Locker Room Tara Poague will reach out to Nick Cherry, Spike McClain, and Josh Meyer to get quotes on fixing the showers. The water has slowed down. We are going to order new shower curtains that go all the way to the floor to see ifthat helps. 4.) Easter Egg Hunt is scheduled for April 6th at 1pm. Candy should be brought to the office by mid-March. JCC Rec Board members should be present to help set up because Tara will be taking her lifeguard recertification during set up. 5.) Wine Festival Tara Poague emailed Rachel Kilhoffer all of her notes and information on the wine festival. We are going to do this on September 13th. We will have to meet with the Chamber of Commerce sometime in the near future to get this event going. The weight room door has been installed. Waiting on better weather to install the pool door Gymnasium Doors Tara Poague submitted the quote to Emma Coppolo and told her that we could match 25%. We received a letter from the Elk County Community Foundation yesterday that said they will give us $2,000 towards these doors. That means that we will owe $4,285 as opposed to the 25% $1, 572. Joel has funded a lot of buildings in Kane like Sixth and Kane. Wednesday February 19th Tara Poague met with her contact from Career Link and a high school student that they will be hiring to work here with us. Cleaning, working on projects, setting up for events, maintaining the playground, etc. Wednesday February 19th, we had our soup sale to test out a Wednesday to see how it would do. We made $760 which is above average SO we will have another one Wednesday March 19th 10am until sold out. Thursday February 20th Carlson's came and moved the camera in the cardio room to the other side. Sunday February 23rd Ben Sammick installed the snack machine downstairs. Wednesday February 26th Hardware Specialties installed the new door at the weight room. Wednesday February 26th was our last day of volleyball club. It was a successful second year. Tara Poague is lining up some new volunteers to take this program over for the fall. Wednesday February 26th Chris DeVallance stopped by to check out the bank at the playground. He is going to email Tara Poague a quote to landscape it. Friday February 28th Larry Wilhelm stopped and picked up the pictures that he is going to hang down by the pool. Friday February 28th Geno Polaski changed some parts that needed fixed on the chlorine pump. The Easter candy has been trickling in. If anyone else is able to donate it is greatly appreciated! Tara Poague did reach out to the Rotary to see if they are still interested in donating the candy and not having an egg filling day since Patty offered to do this, they said they are good with this idea. Sunday March 2nd Larry Wilhelm hung the old pictures and Mr. Keister shadow box in the hallway bythe pool Tuesday March 4th we had the swim test for lifeguards. We have four recerts and 4 newbies. Once this class is complete, we will have a total of six adult lifeguards, one senior, and two freshmen. Plus, we have six certified lifeguards still on payroll who are or will be in college and can help whenever they are home on breaks or weekends. Wednesday March 5th we received a grant for $2,000 from Harrison and Muriel Dauer Stackpole Family Fund to put towards new gymnasium doors. Wednesday March 5th Tara Poague met with Taylor Nelson to discuss the Safe Station that they are working on getting us for the playground as their LEC project. David Sallack is going to put bricks on the wall in cardio room to match the main room ofthe fitness center. Cost is $150.00 for the initial visit and $100.00 for the final visit on an as-needed basis. These fees will be paid from the PHARE funds. Gebauer and carried unanimously. 2. Request by the Prison, renewal agreement with The County of Cameron to house their inmates at a rate of $60.00 per day per inmate. Request by the Prison, ratification of extension to previous agreement with Centre County to house our inmates on an as-need basis at ai rate of $75.00 per day per inmate. Request for exoneration of2022 Real Estate Taxes from TriCounty Rails to Trails Association for the Dickinson Homestead Spring lot parcel in the amount of $55.44. Matthew G. Request by Emergency Services, renewal of911 Statewide Interconnectivity Grant Agreement between the Commonwealth ofPennsylvania (through PEMA) and Elk County Emergency Services in the amount of $242,768.00. Note: Elk County is the fiduciary for the multi-county 911 consortium. Mike. McAllister stated the single 911 system supports all 10 counties in the consortium. Motion by Matthew G. Request by Court of Common Pleas of the 59th Judicial District, for vendor, For The Record for upgrading the recording software for the courtrooms in the Courthouse at a cost of $5,166.00 and for vendor, SBM Electronics for hardware in the amount of $34,350.00. Total of $39,516.00 will be paid through Act 13 Funds. LeeAnn Covac explained this would enhance the software and hardware for recording courtroom proceedings. The project name is F & W#3 Well Plugging and Site Restoration" and is located in Benezette Township. The project will also involve the removal of an exposed natural gas pipeline crossing Medix Run. Keller Engineers (received January 30) regarding intent of Brockway Borough Municipal Authority to submit a Joint Permit Application for a water Obstruction and Encroachment Permit to replace two waterlines crossing Little Toby Creek and its tributaries, which is located in Snyder Twp., Jefferson County and Horton Twp., Elk County. The proposed waterline will be a 16" diameter line bored beneath Little Toby Creek, and replacing both existing waterlines.
