BOROUGH OF FRANKLIN PARK BOROUGH COUNCIL PRE/POST MEETING MINUTES WEDNESDAY, APRIL 16, 2025 A pre/post meeting of the Borough Council of the Borough of Franklin Park was held on Wednesday, April 16, 2025 at 7:00 p.m. at the Municipal Building, 2344 West Ingomar Road, Pittsburgh, Pennsylvania 15237. The meeting was also held virtually via remote audio and video conferencing. Council President Uday Palled called the meeting to order. Insp./Fire & Tech Official.. present Tim Phillips, Building Inspector/Zoning Officer. present PRE-MEETING AUDIENCE: 2 OLD BUSINESS: Wireless infrastructure survey update - Mr. Ebner spoke with Susan Rabold following the work session, and they both recommend giving residents the ability to opt out after completing one half of the survey. Council discussed and agreed to move forward with printing the postcard to be mailed for the survey. The postcard will include a QR code to link directly to the survey and a QR code to link directly to the Home Rule section of the website. MS4 update - Mr. Ebner had sent out the DEP nspection report to Council and Mayor. The DEP noted a number of findings that we expected, and a majority are ministerial and can be corrected. They have given us 45 days to submit the annual reports. We have six months to compare our stormwater ordinance to the DEP 2022 model ordinance to be sure we are in compliance. The inspector understood why the MS4 work has not been completed, and we expect to receive an extension from the DEP to complete the work. Staff will work on compliance over the next few months. 1 BOROUGH OF FRANKLIN PARK BOROUGH COUNCIL PRE/POST MEETING MINUTES WEDNESDAY, APRIL 16, 2025 REGULAR MEETING AGENDA REVIEW: Cardinal Ridge Plan - The applicant provided the revised documentation as requested. Council reviewed the information and discussed whether or not the revisions address all of their questions from the last meeting. They will ask the representatives questions for clarification during the regular meeting. MANAGER'S REPORT DISCUSSION ITEMS Paper retriever bin = Ms. Platt is recommending we provide an Abitibi bin for paper recycling at the designated area near the police entrance of the municipal building. There is no cost or revenue associated with the bin. Chief Leach expressed a concern that vehicles may impede emergency vehicles. Staff will monitor and relocate or remove the bin if necessary. HOME RULE UPDATE - Mr. Palled will be speaking to his HOA next week to provide information regarding Home Rule. Ms. Czekaj will email some suggestions to be added to the Home Rule section of the website. REPORTS FROM COUNCIL MEMBERS & MAYOR Mr. Malkin noted that a third ward resident had emailed him, Mr. Ebner, Mayor O'Keefe, and Mr. Schwartzmier to ask about fiber optic cable for Internet in this area. They only have Xfinity and asked if the Borough can do anything. It was noted that the Borough has no control in these matters. A resident contacted Mr. Malkin about speeding in the Bellwood Plan. The Chief is aware of the issue, and Mr. Malkin is happy with the results of the chalk line and surveys, but he asked if there is a permanent solution such as stop signs. It was noted that stop signs cannot be used to control speeding. Council discussed the possibility of solar speed signs that could possibly be purchased with grant funds and installed on Borough roads. Mr. Ebner will investigate. Mr. Malkin had sent an email to Chief Leach about cars cutting through on Dalton Drive and Nevin Drive from West Ingomar Road that are causing a concern for children at a bus stop and cars parked on the side of the road.. Chief Leach parked in the area for a couple of days to monitor the situation and provide a temporary deterrent. EXECUTIVE SESSION - An executive session was held to discuss personnel matters and a potential property acquisition.
