So, in the recent 21 police arbitration award, the police officers 22 were awarded the DROP, the deferred retirement 23 plan, and with any change to pension, you need 24 an actuarial study done, which we had completed 25 by Joe Duda, and you have to make a pension 6 1 ordinance change, which is what this is, 2 nighlighting its sunsets, which it ends 3 December 31, 2026, the DROP program in this 4 current contract, and it's an 18 month DROP. 5 So, they can defer that requirement 6 for 18 months, at which point they have to 7 leave. 8 MS. BRIER: Right. So, this was 9 something that the police department asked for 10 but that the Borough management felt was gonna 11 be a two way street, very good for both of us. 12 So, that's why there wasn't any disagreement 13 about the DROP. 14 There was a disagreement about the 15 timeline, you know, the police wanted three 16 years and the Borough wanted 18 months, or 17 maybe a year, and there was a compromise. 18 So, that's the DROP. The current 19 qualifications to test, you needed a certain 20 amount of training, which you were unable to 21 attain without being appointed to the position. 22 So, it was kind of a catch 22, kind of chasing 23 around. 24 So, we amended it to - the Civil 25 Service Commission amended it to now the 8 1 qualifications to test for fire inspector in 2 the fire department, you have to have five 3 years of continuous fire service as a 4 firefighter with Dunmore Borough. 5 MS. BRIER: And do we have a fire 6 inspector now, Greg? 7 MR. WOLFF: We do not. 8 MS. BRIER: Okay. 9 MR. WOLFF: We will be testing for 10 that. 11 MS. BRIER: Okay. Good. OVEN: So, we have about 3.8 4 million dollars remaining from the Sewer 5 Authority proceeds that are currently with FNC 6 Bank. So, we had some presentations done by 7 Fidelity Bank and FNC Bank, and currently we 8 don't have any assets with Fidelity, and we're 9 trying to support both community banks. 10 They're wealth management team came 11 in and did a great presentation. They are very 12 competent. They work with a lot of 13 municipalities. 14 And SO the decision would be to move 15 some of the money that is currently at FNC Bank 16 into Fidelity for them to manage. So, this way 17 we'1l still have money at both banks and be 18 supporting both community banks. 19 MS. BRIER: Anyone else on the 20 question? 21 MR. BURTON: Good evening, Council. 2 A brief summary for the month of June. The 3 Borough had a net loss for the month of 4 $445,000, which brings the year to date net 5 income to 2.3 million dollars. 6 June was a typically slow month, a 7 slow summer month financially. On the income 8 side, typical sharp decline in real estate tax 9 collections with the discount period ending. 10 Special assessments, we received the 11 first of two payments of the landfill fine 12 payment, $91,000. Expenses, $17,000, repairs 13 and solid waste. And our $60,000 partial MMO 14 payment. Pretty typical slow summer month. 15 ALL MEMBERS: Thanks, Mark. 16 MS. BRIER: Anyone have any 17 questions. 18 (No response.) ) 19 MS. BRIER: Thanks, Mark. 20 MR. WOLFF: Mr. Kearney. 21 MR. KEARNEY: Good evening. The 22 past several weeks we have continued with our 23 party rentals in this room every weekend, 24 except the weekend of the 29th and the 30th. 25 In the gym, we're at about the 12 1 halfway point of our men's summer basketball 2 league, and we are continuing to host practices 3 for the Dunmore grade school teams. 4 The summer program kicked off today 5 and we registered close to 170 children in the 6 three parks, DCC, St. Anthony's and Sherwood. 7 We expect a few more this week. I was told 8 there's some people on vacation. 9 Having some of the same people 10 working at the same places as last year has led 11 to a pretty smooth opening day, sO knock on 12 wood everything went good. 13 MS. BRIER: So, Chris, is that 14 typical, 170? That's a lot of kids. 15 MR. KEARNEY: Yeah. We always get a 16 big - - you know, it's like right now I think it 17 was 73 at Sherwood and 50 and 50 in here. And 18 it will get up there. And then as the summer 19 goes on - 20 MS. BRIER: It tapers. 21 MR. KEARNEY: Yeah, it tapers down. 22 But, yeah, it's busy. 23 MS. BRIER: When is our last day? 24 MR. KEARNEY: Well, right now we're 25 scheduled August 2nd, and what we did last 13 1 year, we had it for four weeks, and then there 2 was an option to go another fifth week if we 3 thought participation warranted it. 4 MS. BRIER: So we just keep an eye 5 on it? 6 MR. KEARNEY: Yeah. 7 MS. BRIER: Okay. 8 MR. KEARNEY: We just see what 9 happens. 10 ALL MEMBERS: Thank you. 11 MR. O'MALLEY: My three sons were 12 here today. 13 MR. KEARNEY: Oh, yeah, I saw them. 14 MR. O'MALLEY: And they were 15 thrilled. They loved it. My youngest woke up, 16 and he's a sleeper, he woke up this morning, he 17 came downstairs, he goes, I can't wait for 18 today. 19 MR. KEARNEY: Yeah. They were all 20 playing baseball. They were in there, and they 21 were all over. 22 MS. BRIER: That's great. 23 ALL MEMBERS: Thanks, Chris. 24 MR. WOLFF: Mr. Judge. 25 MR. JUDGE: We're behind. We're 14 1 still picking brush from last week, recycling, 2 and we just don't have, you know, we're short 3 drivers. 4 MR. CAMPBELL: Yeah. And the 5 recycling - 6 MS. ZANGARDI: You have to wait. 7 Sorry. 8 MR. CAMPBELL: As he's saying, as 9 Mr. Judge is saying, they didn't do pick up 10 for : what's the other besides recycle, is the 11 brush? 12 MR. JUDGE: Okay? 21 ALL MEMBERS: Thank you. 22 MR. WOLFF: Chief Marchese. 23 CHIEF MARCHESE: Monthly report for 24 June. We responded to 820 calls for service. 25 I have a task breakdown for Council via e-mail, 16 1 most of the major calls. 2 The arrests for the month, we had 7 3 criminal arrests, 12 non traffic, 38 traffic 4 arrests, 16 written traffic warnings and 64 5 verbal traffic warnings. 6 MS. BRIER: Did you have, like, 7 special units out there? Because it seems like 8 a lot of traffic stops. 9 CHIEF MARCHESE: With our grant 10 money, in certain situations, we'17 have them 11 out. They go out for, like, four hours at a 12 time. 13 MS. BRIER: Okay. That's good 14 numbers, right? 15 CHIEF MARCHESE: Yeah. Yeah, 16 they've been all over. They've been trying to 17 get all the hot spots. Any time somebody 18 calls, they have an issue with a certain 19 intersection or stop sign, we usually send them 20 there. 21 We had 11 overtime shifts went out 22 for the month for overtime. Training, Officer 23 Burgette took part in the monthly SWAT training 24 June 11th and 24th. 25 A1l full-time officers took part in 17 1 the annual firearms certification between June 2 17th and the 20th. 3 From the start of collection to the 4 end of June, we have collected over $6,664, 5 including coin, credit card and pay-by-phone 6 transactions for the meters at the Corners. 7 During the month, $180 was collected in parking 8 tickets and four citations had been filed. 9 Officers still continue to 10 familiarize themselves with the body cams while 11 we're waiting delivery of the body cams, which 12 should be coming very shortly. 13 MS. BRIER: Yeah. 14 CHIEF MARCHESE: And that's all I 15 got. 16 ALL MEMBERS: Thanks, Chief. 17 MR. WOLFF: Chief DeNaples. 18 CHIEF DENAPLES: Good evening, 19 Council. The fire department monthly report, 20 we'11 start out with expenditures. So, the 21 only real steep expenditure we had this 22 particular month is $1,463. 23 We purchased a mannequin through the 24 rescue billing account to do our testing for 25 new employees, full and part time, as well as 18 1 training. We generally use Scranton's, SO now 2 we're going to have our own. And, again, that 3 was through the rescue billing account. 4 The only other expenditure that's 5 kind of steep that it was added after this 6 report was generated and sent to Katherine and 7 Greg, I got a quote today, one of our new 8 portable radios fell. It went partially under 9 the wheel of one of the trucks. One of our 10 firefighter's straps broke. 11 So, that's going to be about $800 to 12 repair. That's an $8,000 radio, it's gonna 13 cost us about 800. So, tomorrow I'11 get a PO 14 generated and we'1l move forward with that. 15 The only other thing that wasn't on 16 here is $66 in batteries for our air packs that 17 we change out once a year, but that wasn't on 18 here. 19 As far as the overtime when this 20 report was generated, it's pretty high this 21 month, 480 hours overtime. 22 MS. BRIER: Oh, boy. 23 CHIEF DENAPLES: That's just for 24 July, and there was a couple after that with 25 call offs. 19 1 MS. ZANGARDI: Just July? Not June? 2 CHIEF DENAPLES: That's just July. 3 MS. BRIER: The first seven or eight 4 days of July? 5 MS. ZANGARDI: Yeah. 6 CHIEF DENAPLES: No. This is from 7 the first of the month until the end, 8 projected. 9 MS. ZANGARDI: Oh, projected. Okay. 10 MS. BRIER: Oh, projected. 11 CHIEF DENAPLES: Well, it's actually 12 scheduled. 13 MS. BRIER: Oh, it's scheduled 14 already. 15 CHIEF DENAPLES: Yeah. But, I mean, 16 there was a couple more shifts in addition to 17 that because of call offs. So, it went up 18 above probably about another 24 hours above 19 that. 20 In addition to that, as far as 21 staffing, there was 53 part-time shifts put out 22 for July. So, it's pretty bad. 23 And, again, as of January, just SO 24 all of Council hears this together, SO 25 January 1 of 2023, within a couple days, the 20 1 new contract went in effect. So, the full time 2 minimum manning in June, which was 15 full 3 timers, and then the contracts we have obligate 4 it to keep four firefighters on shift. 5 So, the minimum manning went down 6 for full time, but, yet, we're obligated in 7 this contract to keep four people around the 8 clock. 9 So, we're doing that with 11 people. 10 And there's, you know, three retired last 11 summer that we didn't replace on a full-time 12 level, and one has been out injured. So, that 13 brings us down to 11. And the part-time staff, 14 we have about three that put a lot of time in. 15 MS. BRIER: Chief, we're going to 16 get some certifications through the civil 17 service, right? 18 CHIEF DENAPLES: Yep. Yep. 19 MS. BRIER: Okay. How many do we 20 have? 21 CHIEF DENAPLES: So, I believe 22 there's three to four on the list. 23 MS. BRIER: Oh, good. 24 CHIEF DENAPLES: There's one that 25 there's an issue with, Janet. 21 1 MS. BRIER: Oh, okay. 2 CHIEF DENAPLES: That's why it was, 3 I guess, tied up to this point, which Katherine 4 did get back and she's hoping that August that 5 list will be certified. 6 MS. OVEN: Hopefully, yeah. 7 MS. BRIER: Oh, good. And then we 8 can hire them? 9 CHIEF DENAPLES: Yep. 10 MS. BRIER: And then this Robert 11 Bock. 12 CHIEF DENAPLES: Bock. So, he's 13 part time. So, we have three part timers going 14 through orientation right now. So, they're 15 working through the orientation process. 16 MS. BRIER: Okay. 17 CHIEF DENAPLES: A couple of them 18 are getting, you know, going through it a 19 little quicker than others. So, we're working 20 on that. 21 And then, you know, the bottom line 22 is, like, for instance, this weekend, just sO 23 everybody's clear on this, we had a part timer 24 scheduled, he has a full-time job, SO last 25 minute he called off because he got overtime at 22 1 his full-time job. So, this is what we're 2 running into. 3 Another firefighter is a cop down in 4 Luzerne County, full-time police officer, she 5 calls off a lot. What happens is they switch 6 her shift. 7 MS. BRIER: Oh, okay. It's 8 mandatory then. 9 CHIEF DENAPLES: So, you know, sO 10 we're having a lot of issues with that. So, 11 again, there's a couple of them, like, one guy 12 he, in the last pay period I think he worked 13 100 and some hours, part-time hours. Now, some 14 of that is overtime. 15 MS. BRIER: Yeah. 16 CHIEF DENAPLES: But, you know, 17 it's very, very difficult to, you know, 18 maintain with that with that four minimum 19 obligation. 20 So, I know we're working toward, you 21 know, trying to get this resolved, and 22 hopefully sooner than later. 23 MS. BRIER: Yeah. Hopefully if we 24 can hire those three next month. 25 CHIEF DENAPLES: Yeah. That would 23 1 be good. 2 MS. BRIER: I wanted to ask you, 3 too. 4 CHIEF DENAPLES: Sure. 5 MS. BRIER: When you were talking 6 about the rescue training, do we do that? Is 7 that like a BLS? 8 CHIEF DENAPLES: So, that's rescue 9 billing. So, any time that the fire department 10 responds out to a motor vehicle accident, a 11 rescue-type call, whether it be a rope rescue, 12 something of that nature, a hazmat incident, 13 and the person has insurance, we send a bill to 14 the insurance company. 15 If the insurance company doesn't 16 cover it for whatever reason, we don't bill the 17 individual. It drops there. 18 MS. BRIER: I see. 19 CHIEF DENAPLES: But, for instance, 20 today Sally sent me a summary, it was five 21 thousand and change we got in, and I think 22 there was about eight incidents we billed for. 23 So, we get that in regular, and it's a small 24 percentage that company takes to bill these. 25 MS. BRIER: Oh, okay. That's 24 1 great. 2 CHIEF DENAPLES: So, that account 3 right now - and then, again, this is usually 4 attached to my monthly report - that account, 5 without this five thousand that was, you know, 6 brought in today, there's $42,335.80 in that 7 account. 8 MS. BRIER: That's awesome. 9 CHIEF DENAPLES: Yep. So, there's a 10 pretty good amount in there. And, again, it's 11 all from the rescue billing. 12 So, the only thing I have left in 13 the fire department report is the call volume 14 from July 1st to current, today at the close of 15 business. 16 Rescue and EMS calls are three, 17 false alarms and fire alarms were four, and 18 special-type incidents was one, bringing it to 19 eight. That was just the 1st. 20 As far as code enforcement, we're 21 probably going to have a pretty busy month this 22 month with the grass and that. I was unable to 23 get a total accurate account of how many 24 inspections we have scheduled because Jean Hill 25 is on vacation. 25 1 So, we tried to get - - Sally tried 2 to get on to her computer but she didn't have 3 her correct password, and I can't get on that 4 screen to check the overall number. We were at 4 Covington Park on June 29th. 5 This Merli Sarnoski Park is very 6 popular this week apparently. July 13th it's 7 going to be a host again of this wonderful 8 event. It's free events. Come out enjoy live 9 music, hot dogs, soft drinks, arts and crafts 10 and more up at Merli Sarnoski Park. 11 A17 right. For the youth, we have a 12 youth soccer clinic commencing. It's actually 13 happening this week. The first week is this 14 week, July 8th through the 11th. EHNOT: Good evening, Council. 15 My name is Charles Ehnot and I'm the president 16 of Sherwood Youth Association, and a while back 17 we submitted a letter with the DEP funding, the 18 penalties money that was there for us to use in 19 a grant to help clean up pieces of the park 20 that we're looking to get done before we push 21 on forward with our major grant process to 22 revamp the entire wooded area section of the 23 park. 24 And we're looking to use any of that 25 money that we have that's available right now 33 1 just to kick start that process of cleaning up 2 and getting the debris out from behind where 3 the Missy league stadium is, behind the indoor 4 batting cage. 5 Things were dumped back there many, 6 many, many years ago, 40 years ago even, and 7 it's just piled and piled, and what we're 8 looking to do is obviously it's a safety 9 concern to begin with, we'd like to clean that 10 up and then assess going forward what we're 11 going to need to do to get our grant to 12 potentially revamp that entire area, which 13 would include Clearing it out. 14 We want to expand the walking path, 15 make it ADA accessible, have it lit with solar 16 lights, and potentially put in a few new pieces 17 back there, a small baseball, combination 18 baseball, softball, soccer stadium, possibly a 19 dog park, some more pavilions and other 20 activities like oickleball courts, tennis 21 courts, etc. 22 MS. It's over noise, music. 24 I'm coming in front of you, I was 25 told that you guys can't help me, the police 36 1 can't help me, that there's the ordinances in 2 place. 3 So, I did a little research with 4 some other people, spoke to different 5 authorities and different people, there's - I 6 have in front of me here, this is the Borough 7 of Clarks Summit, their ordinance. It's an 8 ordinance of the Borough of Clarks Summit 9 prohibiting noise which disrupts the enjoyment 10 and property quality of life in the Borough of 11 Clarks Summit. 12 I mean, we got to put this in place. 13 I'm asking you guys to help us. And just not 14 our neighborhood. From speaking to other 15 people to cops to other public people, from a 16 van that starts up and he sits there and lets 17 it run for hours, to a guy that comes out at 18 11:30 at night and just triggers his car alarm 19 constantly just to disrupt the neighborhood. 20 That's what this is about. 21 I'm being tortured day in, day out 22 with my doors and windows closed. The music, 23 the bass, which you can't pick up on a speaker 24 or a camera, which my wife actually purchased a 25 decibel meter. Today, in my house, 96 on the 37 1 decibel meter in my house, the bass thumping, 2 my windows shake. You can't sleep, you can't 3 rest. It's done purposely. It's nonstop. 4 The cops go to his place, he hands 5 them an ordinance which is done by Council 6 stating he's allowed to play his music from 7 7 a.m. until 10 a.m. as loud as he wants. 8 MS. ZANGARDI: 7 a.m. to 10 a.m.? 9 MR. CRUSER: That's what he has the 10 paper. 11 MS. BRIER: I would love to get a 12 copy of that. If you can leave that copy, 13 Jerry? 14 MR. CRUSER: I don't have that. I 15 have this. 16 MS. BRIER: Oh, no. That's the one 17 we want to look at. 18 MR. CRUSER: If you look, they're 19 all the same, Clarks Summit, Moosic, Taylor, 20 Dickson City, Olyphant. 21 My family physician that lived in 22 Clarks Summit, she's the one that told me to 23 look this up. CRUSER: There was a little 21 private meeting without the magistrate with a 22 few officers and a member from Council, and we 23 thought it all went away. 24 MAYOR CONWAY: Okay. 25 MS. BRIER: Yeah, we did too. 39 1 MAYOR CONWAY: Yeah. 2 MR. CRUSER: We thought it went 3 away. 4 MAYOR CONWAY: So, it never went in 5 front of the magistrate, correct? 6 MR. CRUSER: The magistrate did 7 charge him. He was convicted, and then it was 8 he appealed it and he was supposed to go 9 downtown. 10 I never got paperwork on it to go 11 downtown because we kind of settled the dispute 12 amongst everything, and it was we thought 13 it went away. Chief thought it went away. . It 14 was - it is what it is. 15 We're dealing with an adult who's an 16 adolescent, and it's just, it's nonstop. It's 17 like - the moral of this, it's not racism, 18 it's not discrimination, it's turn your music 19 down. 20 Now it's being done by his vehicle. 21 The officer was at my house last week, he was 22 at my house for 32 minutes, the music was 23 blasting. The guy was sitting on his porch 24 doing what he does with his car blasting 25 between my house and his house with the music 40 1 just pumping. 2 The officer walks over, he turns it 3 down. The officer asks him, Why are you doing 4 this? So on and SO forth. As soon as the 5 officer leaves, the music goes up even louder. 6 There's more than enough proof with 7 the videos, the recordings. And not only did 8 it stem from that, it stemmed to other 9 harassment charges. Like, other harassments 10 that I filed against him from, like, tailing my 11 wife, spitting at my wife, hiding behind a tree 12 and throwing fireworks at another neighbor 13 waiting for him to come up with his dog and the 14 neighbor had to run down the street. 15 It's all on video. It's being 16 presented to the magistrate on July 16th. 17 MS. BRIER: Oh, good. 18 MR. CRUSER: I would invite any one 19 of you people to come stay at my house at any 20 time of the day and listen to what goes on, 21 whether it's 3:00 in the morning when I get up 22 to go to the bathroom, the bass is thumping and 23 you can't sleep, with my air conditioner on 24 because my windows are shaking. 25 MS. BRIER: So, Jerry, was it before 41 1 Magistrate Ware? 2 MR. CRUSER: This one is, yes. 3 MS. BRIER: On the 16th? 4 MR. CRUSER: Yes. And it's just, 5 it's non-stop. I'm asking you guys to help. 6 There's an ordinance, you can look up Moosic's, 7 Taylor's, they're all originated from state 8 laws. 9 MAYOR CONWAY: Right. Well, I think 10 we can compare those to what we have, and if we 11 have to adjust it, I think Council would 12 probably more than 13 (Inaudible crosstalk.) 14 MS. BRIER: Yeah. Definitely. 15 MR. Him 20 backing his car down through the driveway 21 purposely with the windows down, whether it's 22 zero degrees or 90 degrees, it's spitefully 23 done. He's disrupting the neighborhood. 24 MS. CRUSER: And he actually, he 6 apologized to other neighbors. So, he knew he 7 was wrong. And I really don't want to get into 8 all this, this is going in front of the 9 magistrate. 10 MS. BRIER: Yeah. 11 MR. CRUSER: I'm just asking you 12 guys, the Mayor and Council, to look at this. 13 MS. BRIER: We definitely will, 14 yeah. 15 MR. He asked me to talk to 6 Council first and see if there was information 7 that you need that he'd have to provide, or I 8 can provide, oecause he can't come to the 9 meeting. CAMPBELL: Which roads they're 3 gonna pay for. 4 MS. BRIER: No, no, no. We don't 5 pay for roads we don't own. So, this has been 6 gone over and gone over. 7 So, right now we're at an impasse, 8 Jim, and we just need your attorney to call our 9 attorney, because it is pretty complicated, 10 it's a legal issue, and we cannot resolve this 11 for you until we have a meeting of the minds. 12 MR. It looks awesome. 14 Greg, Bucktown Truck Sales and 15 Service, I'm continuing to get complaints about 16 the mess he has back there. If you could - 17 and I know he's a commercial property in a 18 residential area; however, he's a commercial 19 property in a residential area, some of those 20 homeowners have been there for generations, two 21 or three generations. If you could ask him to 22 put up a privacy fence or even trees to block. 23 It's a mess back there, and I've seen it, and I 24 know you have. So, if you could do that. 25 A big shout out for Dunmore music 57 1 festival. And I just want this on the record, 2 I mentioned it before, no right turns on 3 Blakely Street in the block from Rite Aid to 4 Cal Ideas. It just causes a lot of congestion. 5 People are stopping. 6 And this is a difficult one for me. 7 We live in a very small, narrow neighborhood. 8 I'm on Homestead Street. Frank Street is 9 behind us. We have over 35 apartments in that 10 neighborhood. 11 I requested the captain of the 12 police department to come up and look at the 13 parking issue. The apartment quantity and the 14 people are parking on - tenants are parking on 15 the sidewalks, not allowing people to walk on 16 the sidewalks, having 95 year olds, 87 year 17 olds, young families, children, park - or, I'm 18 sorry, walk on the street. 19 So, I asked the Chief to come up and 20 I also asked the fire chief to come up to check 21 out the parking situation and the apartment 22 problem. 23 There are non-inspected apartments. 24 There's not enough parking for all of the 25 apartments that are there. One building has 12 58 1 apartments and probably, would you say, three 2 spots, Sal? Two? Two. Zero parking. There's 3 no parking for - - there's one apartment that 4 has three apartments and we know they're not 5 zoned for nor are they legal apartments and 6 permitted. 7 MS. BRIER: Well, Beth, maybe you 8 can give Chief DeNaples a list. 9 MS. ZANGARDI: I did. 10 MS. BRIER: And Mike Brazil. 11 MS. ZANGARDI: And I spoke to Sal, 12 and unfortunately Mr. Conway stopped it saying 13 he doesn't want it taken care of, which is why 14 I would like it on the record to please - I'd 15 like to make a motion that there's - actually, 16 maybe make it a one way. 17 We have talked about this with the 18 neighbors, do no parking on one side of the 19 street, and, thereby, the other side has 20 sidewalks. So, I'd like to make a motion to 21 look into no parking on the one side or making 22 it a one way. 23 And I would request, respectfully 24 request, me being an elected official, 25 Mr. Conway, please call me next time if there's 59 1 an issue. I would have appreciated a phone 2 call. And then I wouldn't be sitting here 3 doing this. 4 MAYOR CONWAY: What did you say that 5 I said no to? 6 MS. However, we were more 19 concerned about where are these cars gonna park 20 before we go up and ram all these signs up 21 there. 22 MS. ZANGARDI: That's correct. 23 CHIEF MARCHESE: So, his concern 24 was what's gonna happen after this. So, we 25 kind of 60 1 (Inaudible crosstalk.) 2 MS. ZANGARDI: That's correct. 3 However, we also did discuss the illegal 4 apartments and the fact that 5 MAYOR CONWAY: I have no problem 6 (Inaudible crosstalk.) 7 MS. ZANGARDI: But we still have the 23 problem of illegal apartments and no parking in 24 an entire block of over 35 apartments. ZANGARDI: And, Sal, your quote 5 to me was, I'm in the middle. And I said, 6 Well, I'm gonna put it on the record SO we can 7 clarify and clear up and have conversation 8 moving forward. 9 MAYOR CONWAY: Well, on the record, 10 if we're talking on the record, if there are 11 illegal apartments on those streets, I agree 12 that they should be shut down. 13 MS. ZANGARDI: Well, we're taking 14 care of that, because I spoke to Michael Brazil 15 about that. 16 MAYOR CONWAY: As far as no parking 17 signs go, I don't think the solution is for you 18 to call the police chief and say, Put up no 19 parking signs. 20 MS. I could do it tonight. I said, 16 My daughter has a softball game up at Sherwood. 17 I said, It's over about 9 - - 8 or 9:00, it was 18 actually over a little atter 9, sO I drove down 19 there, and the parking, you couldn't get a fire 20 truck through there. 21 So, I told Chief Marchese, I said, I 22 will e-mail this to you. If you need me to do 23 anything further after that, please let me 24 know. So, I actually e-mailed him and then I 25 texted him that I e-mailed him, and he said, I 64 1 just wanted that documented. 2 Well, a day or SO later, Beth had 3 called me and I told her I was already up 4 there, I looked at it, the street is tight, I 5 e-mailed Chief Marchese but I haven't heard 6 anything regarding apartments up there that are 7 not supposed to be occupied, meaning they're 8 not zoned for that. This is the first time I'm 9 hearing that. 10 I know Beth said she spoke with Mike 11 Brazil. What I would recommend to do with that 12 is, again, I'17 follow up with Mike Brazil 13 tomorrow, because, again, that's the first time 14 I'm hearing about that component of it. The 15 parking, I was up there. 16 However, I think that where this 17 needs to go, I think we need to get that 18 information from Mike Brazil, addresses. 19 MS. BRIER: Okay. 20 CHIEF DENAPLES: And I think it 21 needs to go to Anthony at NEIC. 22 MS. BRIER: Okay.
