CITY OF CORRY COMMUNITY CENTER 6:30 PM MAY 12, 2025 AI Public Hearing was held at the Community Center to discuss the 2025 Community Development Block Grant (CDBG) Program and seeki input from the public as to the proposed uses for this funding. Roll call found Council members, Mayor Baker, Mr. Fike, Mr. Maloney and Mr. Hammond present; Mrs. Lindstrom was absent. Also present were, City Administrator Smith, Beverly Weaver and Lorie Sutton, of the Erie County Housing Authority. (1) Mrs. Weaver opened the meeting stating that the purpose of this meeting is to discuss and receive public input and comments regarding the 2025 Community Development Block Grant (CDBG). Funds available for the City of Corry under the 2025 CDBG Program will total approximately $300,000. (2) Mrs. Weaver read the Public Notice for the meeting, which included the statement of eligible activities that qualify for CDBG fund, which include broad areas of housing, infrastructure, economic development and public services. More specific activities include: code enforcement where such enforcement, together with public improvements, rehabilitation and services to be provided may be expected to arrest the decline of the area; improvement of public works, including water, sewer, and storm sewer projects. Limited funds are available, as well, for public services, administration and planning costs. Proposed activities must meet one or more of three objectives: benefit low-andmodenateincome persons; prevention or elimination of slums or blight; and or alleviation of immediate threats to the health and safety of the community. The City of Corry is required to and will commit not less than seventy percent (70%) of the total funds to projects, which principally benefit low and moderate-income persons. (3) Mrs. Weaver stated they are ready to start their survey process (of a certain percentage of people) and will need a list of addresses for the city. Once ready, they will advise residents that this process willl be taking place and will advertise this information. Council should consider their 2025 projects and have those ready. Mrs. Weaver anticipates knowing the amount of money the City of Corry willl be receiving around June. Mrs. Weaver also went over the funds remaining in block, grant monies. (4) Public comments included: Sheri Taylor brought up the Active transportation plan and mentioned a need for designated handicap parking in town, crosswalks, sidewalks and trails moving forward. Dave Mitchell asked Mrs. Weaver what the City's poverty level is. Mrs. Weaver said around 50% -58%. Mr. Mitchel discussed that the City has been working on removing blight and advised there is a new house being built in Corry. HE questioned the housing area of Corry asking how we are providing to low income. Mr. Mitchell also asked what help CDBG could be to filling the void ofl low income housing/housing development, Mrs. Weaver said she would look into that. City Administrator Smith read off the following project ideas: Code Enforcement Storm Water related items Separation (E Washington St from Center St toward Maple Ave) Infiltration issues (E Main St - east toward Columbus Twp) 3rd Ward - Bond & Congress - has storm water issues Airport Rd - has storm water issues Mr. Hammond asked if we can add monies to a project if needed - Mrs. Weaver advised that is an option.
