MINUTES CITY COUNCIL REGULAR MEETING G.L. Gilleland Council Chambers on 2nd Floor Monday, May 5, 2025 5:00 P.M. 1. CALL TO ORDER: Mayor John Walden called the meeting to order at 5:00 pm. 2. ROLL CALL: Councimember Caleb Phillips, Councimember Sandy Sawyer, Councimember Mark French, City Attorney Kevin Tallant, City Manager Bob Bolz, Deputy City Clerk Tracy Smith, Assistant City Manager Jacob Evans, Public Works Director Trampas Hansard, Utilities Department Lead Westin Lee, Finance Director Robin Gazaway, Zoning Administrative Assistant Stacy Harris and Planner from CPL Sarah McQuade Councimember William Illg was absent. 3. INVOCATION AND PLEDGE: Invocation and pledge were led by Councimember French. 4. ANNOUNCEMENTS: Mayor Walden announced Food Truck Friday begins this Friday, May 9, 2025. He also congratulated the Dawson County Baseball team who had a successful season and made it as far as the Sweet Sixteen playoffs. Public Works Director Hansard announced the girls Varsity Soccer has made it to Elite 8 playoffs and they are playing in Jefferson tonight 5. APPROVAL OF THE AGENDA: Motion to approve the agenda as presented made by M. French; second by C. Phillips. Vote carried unanimously in favor. 6. PUBLIC INPUT: None 7. CONSENT AGENDA: Motion to approve the consent agenda for the following items (a) made by C. Phillips; second by S. Sawyer. Vote carried unanimously in favor. a. Approve Minutes Regular Meeting and Work Session held April 21, 2025 8. PROCLAMATION: WATER PROFESSIONALS WEEK, MAY 4 = 10, 2025: Mayor Walden read the proclamation. 9. PROCLAMATION: 56TH ANNUAL PROFESSIONAL MUNICIPAL CLERK'S WEEK, MAY 4 = 10, 2025: Mayor Walden read the proclamation. BUSINESS 10. VAR-C2500107: Steve Eiberger with Hardeman Communities Inc. has requested a variance from the standards of an approved Planned Unit Development (PUD) at 210 Timber Ridge (parcel 083 026 189). Specifically, they seek to reduce the front yard setback from 20 feet to 16 feet. Public Hearing Date: City Council on Monday, April 21, 2025. City Council for a decision on May 5, 2025. Sarah McQuade from CPL read the variance request and stated that the staff is recommending denial based on not meeting the hardship criteria. Motion to deny VAR-C2500107 made by M. French; second by C. Phillips. Vote carried unanimously to deny. 11. ORDINANCE NO. 02-2025: An Ordinance To Amend The Alcohol Code Of The City Of Dawsonville So As To Provide For Consumption Of Alcoholic Beverages Around The Dawsonville Municipal Complex Building; To Provide For Severability; And For Other Purposes. First Reading: May 5, 2025; Second Reading and Consideration to Adopt: May 19, 2025. City Attorney Tallant provided an overview of the amendment and read the first reading of Ordinance No. 02-2025. 12. REQUEST FEE WAIVER AND ROAD CLOSURE: BICYCLE RIDE ACROSS GEORGIA (BRAG), JUNE 3-5, 2025. Motion to approve waiving fees for the Farmer's Market and three pavilions on June 3 - 5, 2025 totaling $2,125.00, closing portions of Main Street through the park on June 3 - 4, 2025, permitting alcohol in and around Main Street Park, parking for approximately 25 RVs behind the Georgia Racing Page 1 of 2 MINUTES CITY COUNCIL REGULAR MEETING G.L. ORDINANCE NO. 03-2025: An Ordinance To Amend The Ethics Code Of The City Of Dawsonville So As To Provide For The Qualification Of Members To The Ethics Board; To Provide For Severability; And For Other Purposes. First Reading: May 5, 2025; Second Reading and Consideration to Adopt: May 19, 2025. City Attorney Tallant provided an overview of the two options for the amendment and read the first reading of Ordinance No. 03-2025.
