The Daley Policy Group (DPG) will represent the County's interest before Congress, Federal Agencies and other officials within the Administration. This letter will confirm the terms of our engagement. It is DPG's practice to confirm in writing the specific client we represent, the nature of our representation, and the billing and payment arrangements with respect to our services. DPG understands that we are being retained to serve as policy advisors to the County and to provide a comprehensive analysis of funding opportunities relevant to the specified project. (See addendum A -= scope of work) DPG will render a statement for professional fees, disbursements and other charges on a monthly basis through the Director of Government Affairs. We expect payment to be made on a prompt basis. In the event our statements are not paid on a timely basis, we reserve the right to postpone or defer providing additional services and/or discontinue our representation. You, of course, may terminate our services at any time and, in such circumstances, we would render a final statement for client services that would be due upon receipt. This Agreement shall be for a term of one year beginning May 27, 2025, and ending on May 27, 2026. Said term shall be automatically renewable for up to two (2) additional one (1) year terms, unless either party chooses to terminate said agreement with thirty (30) days written notice. The County will pay in advance a monthly retainer of Eight Thousand ($8,000.00), plus reimbursements for expenses. In addition to the monthly retainer, the County will pay DPG for special travel and other related and approved expenses incurred by DPG under this agreement. This Agreement shall be construed and interpreted according to the provisions of the laws of the State of Georgia. Each party hereby agrees to indemnify and hold harmless the other party from any form of action, lawsuit or claim brought by or on behalf of the indemnifying party's employees, agents or invitees and related in any way to Product/Equipment/Services supplied by Seller under this Agreement. DPG will work with the Director of Government Affairs on behalf of the Rockdale County Board of Commissioners to maintain regular and productive communications with the United States Congress and the Administration. 2. Work with the County and other relevant parties to develop appropriate marketing materials to be distributed to key decision-makers. 3. Identify funding opportunities consistent with the County's federal priorities. DPG works directly with the appropriate federal agencies to position strategically the County's interest. 4. Work closely with the Director of Government Affairs to identify, prioritize and monitor policy developments and other matters important to the County, building on its current agenda. 5. Develop a strategy to strengthen the relationship between Rockdale County and its congressional delegation. Secure support of key members of the Georgia federal legislative delegation, key committee chairpersons and legislative staff. DPG will draft and provide the relevant County officials with talking points for meetings with congressional leaders. 6. Provide guidance on priority legislation and regulatory issues and advise your office as to the scope and significance of federal developments and initiatives. 7. Provide assistance arranging and preparing for meetings with Washington decision- makers in Congress and the Administration. Organizing briefings for the Rockdale County Chair, County Commissioners and the Director of Government Affairs to meet with Congressional members, federal agencies and staff to present the county's priorities in Washington, DC and in the local offices. 8. Representing the County's interests with the United States Congress and its committees and before the executive branch of the federal and state government to obtain appropriations, grants, earmarks, and ensuring ongoing support of these projects, programs and services, etc. 9. Informing Rockdale County of any legislative or administrative initiatives that may be detrimental or beneficial to Rockdale County. 10. Producing facts sheets, correspondence and talking points, etc. for educating congressional members, agencies, and staff for use by the Chair, Commissioners, and the 3 Director of Government Affairs. Providing information and research on identified projects/areas ofinterest the County 11. Interacting and communicating with the National Association of Counties and other relevant organizations on matters of importance to Rockdale County 12. Presenting timely updates and monthly reports to the Director of Government Affairs. Preparing and presenting a year-end report detailing all activities related to activities of the lobbyist pertaining to efforts for Rockdale County 4
