Regular City Council Meeting Idalou City Council April 14th, 2025 The regular meeting ofthe Idalou City Council was called to order by Mayor Russ Perkins. Those in attendance were Darrell Fuller, Joe Sisk, Brendi Pierce and Albert Bravo. Staff in attendance were City Administrator Suzette Williams, Public Works Director Oscar Rodriguez, and City Secretary Renee Wilbanks. Also in attendance were citizens John and Margaret Shipley and City Engineer Allen Phillips. Public Comment: A motion was made by Brendi Pierce and seconded by Albert Bravo to approve the March Regular Minutes. Motion passed. A motion was made by Darrell Fuller and seconded by Joe Sisk to approve the March bills. Motion passed. Oscar presented the Public Works Report for March. Oscar presented to the Council the Monthly Water Usage and the Lead Line Identification Project. Public Works has found 325 galvanized lines that will need to be replaced. Suzette wanted to commend the Public Works department for their hard work in replacing the new fire hydrants in town. Suzette presented the Police Report for March. Chief Williams is in Galveston for Chief School. Present 1st Quarter (Calendar) Fire Report: Russ presented the Council with the 1st quarter Fire Report. The new B1 is in service and the B2 is ready for service, once in service training is completed. The new command unit is about 50% complete. The FD has received a $25,000.00 Protective Equipment grant from the Texas Forest Service. The FD will apply for new bunder gear and start replacing some of the gear that Lubbock County purchased in 2021. Suzette presented the Financial Report. Discuss and Consider Installing Stop Signs on Walnut Street: After discussing a motion made by Albert Bravo and seconded by Darrell Fuller to not install Stop Signs on Walnut Street. Motion passed. Discuss and Consider Installing Crosswalks at the Intersection of W 7th Street and Walnut Street: City Staffis committed to promoting the safety and well-being of children and pedestrians in our community. Staffis recommending the installation of crosswalks at the intersection of W 7th Street and Walnut Street > a location frequently used by students and families. After some discussion a motion was made by Albert Bravo and seconded by Darrell Fuller to install crosswalks at the intersection of W. 7th and Walnut Street. Motion passed unanimously. Discuss and Consider Ordinance 25-04-01 Amending Section 12.02.005 ofthe Code ofOrdinance of the City of Idalou, Texas, to update School Zone Times, Designate School Zone locations, established speed limits, and prohibit the use ofwireless communication devices in school zones: The amended ordinance now includes a provision prohibiting the use of wireless communication devices-commonly referred to as "cell Phones" while operating a vehicle in an active school zone, unless the driver is using a hands-free device, or the vehicle is stopped. This change aligns with Texas Transportation Code Section 545.425 and aims to increase the safety of pedestrians and students during school hours. The updated ordinance required the installation of signage to alert drivers to this restriction and will be enforced by the Idalou PD during posted school zone times. This will be enforced at the beginning of 2025-2026 School Year. The new times will be 7:30 4:00. After some discussion a motion was made by Darrell Fuller and seconded by Brendi Pierce. Motion carried. Discuss and Consider the Purchase of1.5 Yard and 3 Yard Dumpsters: Staffis requesting that the council approve the purchase of20 3-yard dumpsters in the amount of$15,000.00 and 5 1.5 yards in the amount of $2250.00: a total of $17,500.00. This will be partly paid for by Sanitation Reserves. After discussion of ways to maybe save the dumpsters in the future a motion was made by Joe Sisk and seconded by Brendi Pierce to approve the purchase oft the new dumpsters. Motion passed. Presentation by Jacob/Martin Detailing the Water Meter Proposal Process: Allen spoke to the Council about the 2025 Water Meter Replacement project. Discuss the Lead Copper Identification Project and Funding Request Utilizing Texas Water Development Board Loan: Suzette presented the project overview: Total GRR Lines to replace is 330 Total Loan Amount Requesting: $1,125,532.00 Loan Terms: 51% Forgiveness (Grant Portion): $573,021.32 49% Loan Portion: $552,510.68 Interest Rate on Loan Portion: 3.05% The Council informed Suzette to move forward by getting more information. Update on 2024 USDA Projects: Allen informed the Council with Updates on the Projects.
