Regular City Council Meeting Idalou City Council March 10th, 2025 The regular meeting of the Idalou City Council was called to order by Mayor Russ Perkins. Those in attendance were Darrell Fuller, Kyle DuBois, Brendi Pierce and Albert Bravo. Staff in attendance were City Administrator Suzette Williams, Public Works Director Oscar Rodriguez, ChiefofPolice Eric Williams and City Secretary Renee Wilbanks. Also in attendance were Harold Murray and Mary Hernandez. Public Comment: Mary Hernandez wanted to compliment the Fire Department at this time fort their timely response to a current fire across from their home. Mary was thankful for all the Idalou Volunteer Fire Department does for the county and for the multiple times they have been called to this location. A motion was made by Kyle DuBois and seconded by Albert Bravo to approve the February Regular Minutes. Motion passed. A motion was made by Kyle DuBois and seconded by Brendi Pierce to approve the February bills. Motion passed. Oscar presented the Public Works Report for February. Oscar presented to the Council the Monthly Water Usage and the Lead Line Identification Project. The lead line identification project is 85% done. Oscar also presented a water loss audit report, the approximate water loss is at 13% equal to about $56,00.00. Chief Williams presented the Police Report for February. Chief Williams presented the February Police Department Report. Albert was updated on Christy McAdoo and her work with EMS. There are multiple training classes scheduled for April for Corporal Nerios and Chief Williams. Chief Williams will be presenting an application for a grant with CJAC. Chief Williams also presented the 2024 Racial Profiling Report. Suzette presented the Financial Report. Suzette presented the EMS Report. Discuss and Consider 2025 Idalou Baseball Park Otilization Agreement: Suzette presented the agreement. This is the same agreement as last year. A motion was made by Brendi Pierce and seconded by Albert Bravo to approve the 2025 Idalou Baseball Park Utilization Plan. Kyle DuBois abstained from the vote. Motion carried. Discuss and Consider Resolution 25-03-01 Texas Finding that the Statement of Intent of Atmos Energy Corp., West Texas Division to Change Rates Filing within the City Should be Denied; finding that the City's Reasonable Rate Case Expenses Shall be Reimbursed by the Company; Finding that the Meeting at which this Resolution is Passed is Open to the Public as Required by Law; Requiring Notice ofthis resolution to the Company and Legal Counsel. A motion was made by Kyle DuBois and seconded by Albert Bravo to approve Resolution 25-03-01. Motion carried. Discuss and consider Resolution 25-03-02 for the City of Idalou's 2025-2026 Texas Community Development Block Grant Program 2025 /rural Economic Development- Downtown Revitalization Program: This is a repeat application for North Main with a 50,000.00 match. It is due late spring. A motion was made by Brendi Pierce and seconded by Darrell Fuller to approve Resolution 25-03-02. Motion carried. Discuss and Consider Ordinance 25-03-01 Volume Sales for Lubbock County: Staffis requesting that the Council adopt Ordinance 25-03-01, which amends the City's volume water rate structure to ensure fair pricing for bulk water sales. The Ordinance establishes a volume fee schedule of $4.75 per 1,000 gallons for entities providing essential services, such as gas and electric companies and public road maintenance agencies. A motion was made by Albert Bravo and seconded by Darrell Fuller to approve Ordinance 25-03-01. Motion carried. Discuss and Consider Ordinance 25-03-02, Establishing Regulations for Fire Lanes within the City Limits; Providing for the designation, marking, and maintenance of Fire Lanes; Regulating Parking and Unauthorized Use of Fire Lanes; Authorizing Enforcement, Penalties, and Vehicle removal; repealing conflicting Ordinances: This ordinance is necessary to ensure that emergency response vehicles have unobstructed access to properties, enhancing public safety and compliance with State fire Codes. Currently, the City lacks an ordinance regulating fire lanes, making enforcement difficult. This Ordinance will provide clear guidelines for the designation, marking maintenance and enforcement of lanes. A motion was made by Darrell Fuller and seconded by Brendi Pierce to approve Ordinance 25-03-02. Motion carried. Discuss and Consider Ordinance 25-03-03, altering Prima Facie speed Limits along US Highway 62/82; Authorizing Installation of Appropriate Signs and Markings; containing a cumulative clause, containing a savings and severability clause; providing for a maximum penalty or find of two hundred dollars. A motion was made by Albert Bravo and seconded by Kyle DuBois to approve Ordinance 25-03-03. Motion carried. Discuss and Consider 25-03-04, Amending Section 12.02.005 of the Code of Ordinance of the City of Idalou, Texas Pertaining to the Times for School Zones, Locations for School Zones, and Speed Limits: The Idalou ISD Police Chief met with both the City Administrator and the Police Chief. He has requested that the Council review and amend current times for the school zone. Police Chief Garcia requested that the new hours be 7:30 a.m. to 4:00 p.m. effective only when school is in session. A consistent speed-restricted zone throughout the entire school day. A motion was made by Kyle DuBois and seconded by Albert Bravo to approve amending Ordinance 25-03- 04. Motion carried. Discuss and Consider Approving Master Contract for Professional Services, Jacob/Martin for the Project Advanced Metering Infrastructure (AMI) Meter System: A motion was made by Brendi Pierce and seconded by Albert Bravo. Motion carried. Discuss Speeding throughout City Limits: Council discussed different options to slow down traffic on South Walnut. Discuss and Review 2025 Budget Calendar: Dates will be provided at the next meeting.
