General discussion was held on the following projects: Persimmon Roundabout: projected completion date September 2025 Upcoming new signals: concerns raised regarding the eight-month timeframe to receive equipment FM 1626 at FM 967 right turn queue PRESENTATION ON THE BUDA MAIN STREET PROGRAM Main Street Manager Garret Hope presented background information. AGENDA PRESENTATION, DISCUSSION, AND POSSIBLE DIRECTION ON THE CITY OF BUDA'S DEBT, PROPOSED PROJECTS, AND LEGISLATIVE IMPACTS Finance Director Bianca Redmon and Jennifer Ritter with Specialized Public Finance, Inc., presented background information. General discussion was held on possible remaining Council meeting dates to consider the sale oft the bonds and raise the city's tax rate before the legislative deadline. In conclusion, the Council directed staff to track the legislative bill and present updates to the Council. Minutes Page 313 May 6, 2025 Volume 151 PRESENTATION ON THE 2024 RAILCAR REVIVAL FESTIVAL, AND AUTHORIZATION OF CONTRACT WITH PUENTE ALTO, LLCI FOR HOSTING THE 2025 RAILCAR REVIVAL MUSIC FESTIVAL Chad and Bethany Kocian presented background information. General discussion was held on the vendor layout and feedback, traffic control, a potential two-day event, and future festival growth from 5k to 8k attendees. Mr. Kocian announced the festival is scheduled for Nov gth. Motion, to approve the contract, as presented, was made by Councimember Davidson and seconded by Counciimember Smith. Motion carried unanimously. AWARD OF CONTRACT IFB #25-170 TRAFFIC SIGNAL AT 1626 AND OLD BLACK COLONY ROAD TO E-ZI BEL CONSTRUCTION, LLC, AND AUTHORIZATION FOR THE CITY MANAGER TO EXECUTE A CONTRACT IN THE AMOUNT OF $350,022.90, AND FURTHER AUTHORIZATION FOR THE CITY MANAGER TO EXECUTE CHANGE ORDERS UP TO 25% Assistant City Manager Wendy L. Smith and Purchasing Manager A.J. Goodson presented background information. General discussion was held on the lack of turn lanes for the project, the completion of 126 days, and the anticipated delivery of1 the equipment. Motion, to award the contract to E-Z Bel Construction, LLC, authorize the contract execution, and authorize the change orders, as presented, was made by Mayor Urbanovsky and seconded by Councilmember Horne-Williams. Motion carried unanimously. PUBLIC HEARING AND ADOPTION OF ORDINANCE #2025-28 ON FIRST AND FINAL READING AUTHORIZING, AMENDMENTS TO SECTIONS 1.02.01, 1.02.10, 2.06.05, 2.06.06, 2.08.01, 2.09.02, 2.09.03, 2.09.04, 2.09.06, 2.10.08, 2.10.11, 2.10.12, 3.04.06, 3.05.11, 3.05.13, 3.05.14, 4.02.05, 4.02.08, 4.02.12, 4.04.02, 4.05.04, AND 5.02.01 OF THE CITY OF BUDA'S UNIFIED DEVELOPMENT CODE (UDC) Assistant Development Services Director Will Parrish presented background information. General discussion was held on Section 3.04.06 (G)(2) recommending adding "Final Acceptance" to the reference, : the total cost of said improvements and guaranteeing their maintenance for two (2) years from the date of final acceptance of improvements by the City Engineer." Mayor Urbanovsky opened the public comment period at 8:51 p.m. No other comments were submitted. The groundbreaking ceremony was scheduled for today but canceled due to the inclement weather. A rescheduled date is coming. Public Service Appreciation Week: he thanked all City Employees for their service to the community. Events are. scheduled throughout the week, including the picnic on Friday. May 19th is Elected Officials Day: he commended the Council for their service. Norris Skate Park was closed due to vandalism but scheduled to reopen on May 12th. The restrooms will not be reopened but will be replaced with port-a-potties throughout the summer. Staff will request approval from the Council for further park improvement as part of the Capital Improvements Projects process. Relaunching Rain Barrel Rebate Program as part ofthe Water Conservation Program. Customers can purchase 50-t0-99-galion rain barrels for a $50 one-time credit or 100+ gallon rain barrel for a $75 one-time credit. Buda PD hired Victim Assistance Coordinator Stacy Lowry in April. This is a grant-sponsored position, and her duties include providing compassionate and trauma care to support victims and families affected by crime. The West Goforth Open House last week attracted 40 registrants. On May 20th, staff will obtain feedback, present findings, and seek direction from the Council. Staff assisting with the Dahistrom Elementary School Mustangs Making a Difference Day, but it was canceled due to inclement weather. Rescheduled for May 16th. Invited the City Council to participate. Hays County Health District is creating an Advisory Board and seeking volunteers to serve on this board. Staff will present the item to the Council on June 3rd for nominations. Bond Program Onion Creek & Garlic Creek Trail projects are nearing completion. On May 30th at 7:00 p.m. staff is planning a Ribbon Cutting Ceremony for both trails and will coincide with the Summer Reading Kick-off at City Park. The City Council and Hays County Commissioners are invited. Both projects were funded through Hays County.
